Dr. Deardorff’s Summary in “Possible Extraterrestrial Strategy for Earth” reads as follows:
“The arguments are reviewed which hold that our Galaxy is nearly saturated with extraterrestrial life forms, that our existence requires in hindsight that they were and are benevolent toward us, and that our lack of detection of them or communications from them implies that an embargo is established against us to prevent any premature knowledge of them. An inconsistency is detected, in that any sudden lifting of the embargo in a manner obvious to the public would cause societal chaos and possibly touch off a nuclear exchange, while any communications received via radio telescope would likely be either quickly confiscated by government agencies and not revealed to the public, or heavily censored. The inconsistency is that the advanced civilization should be expected to have planned some other strategy, if it is actually benevolent, experienced and intelligent.
It follows that any embargo not involving alien force must be a leaky one designed to allow gradual disclosure of the alien message and its gradual acceptance on the part of the general public over a very long time-scale. A possible strategy for their accomplishing is proposed.”
Dr. Deardorff should be considered a pioneer in exopolitical thinking. As he suggests, advanced extraterrestrial intelligence may abound in the galaxy and UFO evidence suggests that it is quite reasonable to suppose that it is already here operating here on Earth. However, it would be operating under its own terms while using a technology that – under our prevailing understanding – would seem surreal or like “magic.” Dr. Deardorff also explores the idea that societies which develop practical interstellar ‘travel’ may have a tendency to overcome self-destructive behavior and would operate under a more comprehensive ethics respectful of less developed civilizations and that, for this reason, they might not be willing to unequivocally disclose their presence to humanity until we become capable of handling it.
If extraterrestrial life abounds in the galaxy (as it is becoming ever more probable under conventional astronomical research on exoplanets) and some of it is – relatively speaking – at least 100’s of years more technologically advanced than Earth’s humanity, these intelligent life forms may find ways to overcome spacetime limitations (including vast distances, inertia and energy constraints) in a way that would seem ‘magical’ and even ‘impossible’ to many of us. In fact, it would particularly seem way to ‘weird’ and ‘magical’ (and thus completely non-credible) to scientists required to operate with classical, scientifist, materialist, objective mindsets under a politically and socially controlled mainstream institutions expressing a culture that reflects a sense of superiority by distinguishing itself from previous magical and religious ways of ‘making sense’ of reality.
However, the best objective UFO and contactee evidence gathered from around the globe in over 7 decades (an evidence which can be segmented into various categories that reinforce each other) also scientifically and reasonably adds up and provides credence to some version of the “extraterrestrial hypothesis” and, to a sufficiently informed, intelligent, open-minded person, it also reasonably indicates the likelihood that one or more technologically advanced non-human intelligences are already here and, furthermore, perhaps interacting in various semi-covert ways with our planetary and societal systems.
If being able to achieve practical interstellar “travel” is accompanied by a TENDENCY to overcome intra-culture, destructive divisions, these extraterrestrial civilizations (or at least most of them) might be underscored in various degrees by a basically shared, post magical and post classical form of ethical thinking, perhaps essentially based on a practical emphasis on cooperation itself relying on the recognition of an intrinsic level of connectivity fundamental to the existence of physical reality whilst within and beyond it. Thus (perhaps after carefully monitoring our species and its social and psychological responses and after some initial attempts at open contact perhaps during the Eisenhower Administration and early “contactee era” in the 1950’s), in order not to destructively disrupt human society, they (one or more extraterrestrial groups) might generally have chosen to act under a “strategy” which could be called an “embargo strategy” or, more precisely, a “leaky embargo strategy.” They would try to avoid social disruption by gradually manifesting to various persons around the globe without doing it in unequivocal ways that cannot not be plausibly denied by prevailing scientists and other cultural leaders closely associated with effective political power.
The extraterrestrial intelligences enforcing this “embargo” would, nonetheless, also realize that humanity – as a complex living system and “holon” – has reached a threshold in which there’s a need to acknowledge the truth about its origins and position in the cosmic scheme of things in order to evolve into a unified planetary and cosmic civilization which understands itself as participating within an even grander and interrelated cosmic whole.
Perhaps amidst a divided world in which the UN only represented a forum for independent nation-states, as the leader of the most advanced nation-state on Earth President Eisenhower was – in the minds of extraterrestrial representatives – the most adequate person to establish formal contact with. Perhaps for them, his response would weigh heavily on what course of action to proceed. Perhaps they recognized the need for worldwide education and disclosure but understood that the procedure would depend upon this President’s reply. Thus, maybe even after heeding to President Eisenhower’s alleged rejection of leading an educational, paradigm-shifting revelation of the ET presence inclusive of its operative cosmic principles, these ETs decided to continue “leaking” away their presence in a way that would still allow ruling cultural elites to deny, suppress or rationalize it while gradually cajoling the rest of society to acknowledge them.
I posit that most or all extraterrestrials capable of overcoming spacetime limitations to practical, long distance interstellar ‘travel’ also enjoy a share, basic ethical understanding and way of thinking, feeling, being and acting which is today quietly arising on Earth in some quarters but which is still not prevalent. It is a step closer to unity and non-dual existence and may express in different forms. For instance, emphasizing a feeling-based, ethical perspective, it could be called a “fourth dimensional level of consciousness” as shared by contactee Sixto Paz Wells. It may also be associated with a higher cognitive capacity as a “5th, 6th (or higher) Order of Consciousness,” as Harvard developmental psychologist Robert Kegan proposes. A “trans systemic,” “multi systemic” or “complex” form of epistemological understanding should be required (“complex” meaning “interwoven” as proposed by French philosopher Edgar Morin). Some of these advanced thinkers emphasize the deep feeling of respect, love and interconnectivity associated with this level of sentient evolution but this level also provides other aspects such as the required meta theoretical or structural map, greater self-identity inclusivity and more inclusive ways of valuing. A humanity, civilization or species cohesive and respectful of its own members and correspondingly protective of its planetary base would have achieved the initial stage of this level of development.
Furthermore, accepting multiple realities, psychic powers and the extraterrestrial presence should also eventually be a crucial part of this so-called “Second Tier” level of development in consciousness or in the capacity for thinking, feeling, being, integrating and disclosing reality co-creatively as proposed by integrative and evolutionary philosopher Ken Wilber. Some individuals may be at ease with the feeling-based aspect or with the psychic, paranormal and extraterrestrial aspects but not with the intellectual aspects coming together in this level of development but, eventually, all of these aspects should be integrated in the human body-mind-spirit complex to wisely relate with our ET “visitors.”
Individuals operating under this (now largely segmented but steadily emerging) level of human development emphasized by these and other thinkers at the forefront of cultural awareness would also have to feel resonant with the non-physical valuing the crucial importance of the existence of multiple interactive realities. By comprising the importance of the psychic, the “paranormal,” the non-physical and the forthcoming universally recognized extraterrestrial presence (the latter unfolding under its own “transdimensional” (or trans-reality) terms we may be able to activate transdimensional technologies and practically overcome physical limitations and along with it the primitive mindset of intrinsic separation that goes with it. Again, promoting the psychic and otherworld as per human faculties and understanding may be quite necessary in order to function “transdimensionally” and to understand what our cosmic “visitors” are about and doing whether it doesn’t coincide with prevailing academic attitudes and expectations. We would need to be at ease with how the non-physical can be used to manipulate the physical. Perhaps non-physical “dimensions” overlap spacetime physical ones interiorly and a two-way exchange is possible.
Dr. Deardorff’s “leaky embargo” hypothesis is probably connected with extraterrestrial disclosure exopolitician Stephen Bassett’s concept of a “truth embargo” quite likely performed and perpetuated under intelligence and counter-intelligence parameters by powerful (both non-constitutional and semi-constitutional) elements within (and associated to) the U.S. Government and in cahoots with a few other major world governments in association with military-industrial and specific secretive civilian power elites. This “truth embargo” would have occurred after an initial minor level of admittance or of ‘disclosure’ was allowed in tentative ways by a few government representatives in the 1940’s and 1950’s. The “leaky embargo” hypothesis allegedly conducted by extraterrestrials may also be associated with the idea of there being “secret government” factions amicable to a gradual disclosure or educational process through movies and other means (some of which may have been overtaken by the strategy to over-present extraterrestrials as hostile in order to prepare the public to eventually declare a false-flag invasion). This may be due to the fact that – at least since Eisenhower’s alleged first contact (in 1955 at Muroc/Edwards AFB) with a benevolent ET group not willing to hand out technology whilst proposing the suppression of nuclear explosions – there could be a coincidence or concordance between secret, gradual exopolitical disclosure policy (with a spin) and the extraterrestrials policy of gradually disclosing their own presence. This is indeed a complicated situation in which “those in the know” appear to operate perpetuating archaic, “us vs. them,” power-group-competing levels of consciousness.
Dr. Deardorff’s “leaky embargo” hypothesis would also relate with disclosure and civilian contact activist extraordinaire Dr. Steven Greer and his strong position on the universal benevolence of all extraterrestrial civilizations visiting Earth. This would be given that in “Possible Extraterrestrial Strategy for Earth” Dr. Deardorff lends credence to C. Sagan and W.I. Newman’s idea that civilizations with a long history might have “impediments against cosmic imperialism and perhaps a Codex Galactica to educate the younger societies on how to behave. Moreover, Dr. Deardorff also echoes astronomer and cosmologist E.R Harrison’s idea that there might exist a “biogalactic law” wherein civilizations which are destructively aggressive tend (my emphasis) to wipe themselves out in the solar system of their birth and do not go on to colonize the galaxy.” However, in the latter case, the word “tend” is important because it is not used to allude to an unequivocal outcome. In other words, some advanced ET civilizations may have avoided self-destruction by strengthening an ethics of internal or intra-cultural, intra-societal coherence but nonetheless be possessed by an expansive nature or other influential elements from their own developmental history that lead them to attempt overtaking other planetary civilizations.
However in Dr. Deardorff’s article there’s a chapter titled “The Degree of Extraterrestrial Benevolence,” in which he highlights that, due to a huge number of civilizations and hugely varying degrees of evolution expected a “wide range of extraterrestrial benevolence should be expected.” He refers to the possibility that “some small fraction of the races in the Galaxy could well be considered hostile by us but be held in check by one or several more benevolent civilizations which for some reason have an interest in either the planet Earth or its inhabitants” and I tend to find this position reasonable. It doesn’t blindly over idealize the extraterrestrial presence or condemns it and quite favorably corresponds with some credible, previous and contemporary contactee messages such as those by Sixto Paz Wells and Ricardo Gonzalez. Moreover, it seems to also correspond well with some of the statistical findings in the four part survey conducted by the Dr. Edgar Mitchell Foundation for Research on Extraterrestrial Encounters (FREE) in that most of their ET encounters are (thus far by June 2016) not considered as “negative” by experiencer survey respondents. Additionally, the fact that – as far as we know – we have not been overtly invaded, enslaved, attacked or destroyed by an ET civilization could not only be due to the fact that most do not wish act like that but to the possibility that there might be a monitoring, policing and protective alliance preventing rogue extraterrestrial elements from doing it.
If we consider valid the aforementioned “leaky embargo” hypothesis and also valid some of Dr. Michael E. Salla’s research on the various alleged secret space programs (based on alleged whistleblower testimony), it would seem that some of the extraterrestrial groups associated with at least some of these space program developments would resonate with a more classic form of dichotomous, conflicting and highly polarized human behavior. This would seem to contradict the expectation that beings capable of overcoming spacetime limitations would operate under a more inclusive form of consciousness, logic and ethics but, on the other hand, it might be that we are dealing with entities that sufficiently operate at that level by maintaining internal societal cohesion in a mental manner and still be able to operate transdimensionally to varying degrees by over-relying on consciousness-enhanced technology, even if some may have disconnected their feelings and other qualities also associated with higher levels of consciousness and development.
If – regarding some of the more recent whistleblower stories or, rather, I’d say…sagas – we are not dealing with a typical movie-like, American space age, male fantasy or with some sort of counter-intelligence disinformation combined with some genuine disclosures and/or leaks, some of the ETs would have supplied technology to covert human groups extending classical militaristic human behavior into a post classical space-age. This may or may not be true. There might be actual perceptions of truth talking past each other. I’m attempting to analyze many possibilities without a fixed mindset.
Parts of of the more incredible warring stories by alleged whistleblowers like Randi Cramer and Corey Goode may have been validated by other perhaps more credible whistleblowers like William Mills Tompkins and Clark Mc Clelland. If these reports represent facts (reports which include secret space programs from different human factions also conflicting with each other) at least some of the extraterrestrials associated with some or all of different secret space programs would also represent what has been known as a “service-to-self” mode of being and perhaps others would simply be limited to a level of evolution still too close to old-fashion warring human tendencies. The secret access to initial-level, transdimensional technologies would have linked us with low-level, conflicted ETs.
In spite of serious critics against the “negative ET hypothesis” like Dr. Steven Greer (doing a great job in many respects), the existence of negative ETs or what could be called “service-to-self” extraterrestrials is not only implied in sagas like the Mahabharata but also mentioned by several contactees like Sixto Paz Wells, Ricardo Gonzalez and, more recently by Alejandro Gonzalez and Erick Romero from Mexico. In such cases, these ETs would also be operating “transdimensionally” under a more inclusive form of science and logic, but their negativity would not impede them to do this. Moreover, according to several contact accounts, the logic by which even these extraterrestrials varieties operate force them to respect free will once they have not been able to cajole, deceive or paralyze in fear.
If we are not simply anthropocentrically projecting all-to-human, war-like expectations on extraterrestrials, then at least some aspects of the alleged secret space programs would have attracted extraterrestrials groups with unresolved human-like problems. It could be an issue of “like attracts like.” Yet still, some other ET groups might have pressing needs such as physical, mental, and reproductive atrophies for which they may have taken upon themselves to utilize human resources obtaining some sort of permission or leniency in exchange for technology. In this latter category might be ET groups associated with President Eisenhower’s alleged 1955 second physical encounter at Holloman AFB after he had allegedly rejected in 1954 the educational offer given by a more service-to-others, benevolent extraterrestrial group of ambassadors.
What to believe about the variety of interpretations regarding the ET presence? Recent experiencer-contactee polls suggest that MOST ET contacts are not regarded as “negative” by experiencer-contactees. As in many complex things in actual, practical experience, it may not be an issue of “either-or” but of “both-and.” There are many preferences, beliefs and positions within the ufological, experiencer, experiencer research, disclosure and exopolitical communities and we need to be careful not to offhandedly dismiss positions that – due to our own preferences – seem preposterous. Although some information might actually be wrong and some might be disinformation, we need to be able not to react offhandedly for or against these within the disclosure, UFO, exopolitics, experiencer and experiencer research communities. We need to be able to withhold judgment until we have reasonably sufficient information, especially if these explanations appear to conflict with ours. We must avoid becoming “compartmentalized” or “boxed-in” within our preferred interpretations about the whole phenomenon, ourselves unsuspectedly acting like the very closed-minded academics we often criticize for offhandedly dismissing conventional non-conventional ufological evidence and explanations.
ET groups seem to come with many inherent tendencies, needs and intentions. besides being able to function under a deeper understanding of connectivity, they may have overcome their own self-destructive, internal disagreements by various means like genetic engineering out strong emotions, becoming less individualistic or exerting telepathic social control. If we accept the often shared message that they are normally clearly divided into “service-to-self” (“dark” or spiritual energies-“stealing” or absorbing) and “service-to-others” (“luminous” or spiritually radiant) behavioral-existential modes while Earth humanity is unique in that it holds both polarities in an indeterminate manner, our leap forward may require us to demonstrate a way of transcending extreme polarization without losing spiritual-ethical sentiments or feelings and other subtle “heart-based” human qualities that many extraterrestrial civilizations seem to have lost in various degrees.
Would extraterrestrials not amicable with the highest possible intentions for humanity still be able to come in and interact? Would some of them be acceptable while others possibly harmful? If there were a quarantine imposed on Earth, it may not apply to close-to-human-behavior, conflict-ridden, ET factions (and possible intra terrestrial associates) if they had already been active on Earth before the imposition of that quarantine. They would have a “right” to nonetheless interact with us, albeit with the provision that their actions do not exceed the boundaries that would prevent all other extraterrestrial forces from pursuing their goals. I understand that the last few paragraphs are plain exopolitical speculation but, nonetheless, it is based on the plausible information presented by research such as Dr. Salla’s, a research in which several whistleblower sources with various degrees of credibility (although some may originate in counter intelligence efforts) seem to coincide. Extraterrestrial battles among opposing extraterrestrial groups may be a reality (albeit with multiple degrees of crudeness and sophistication) in transdimensionally functional civilizations IF they are able to follow more meta systemically complex and inclusive rules of engagement. This situation might have been extended to extraterrestrial-related, secret space programs especially if officially non-existent, technological elite groups have obtained their technology by making contact with ET groups closer to human mental and behavioural patterns.
There may be reasonable and truthful ways to harmonize various allegedly irreconcilable extreme views regarding what can be considered by some a plausible or alleged presence whilst by others an actual and obvious extraterrestrial presence. I hope to have been able to illustrate how Dr. James W. Deardorff’s “leaky embargo” hypothesis still provides us with a general conceptual, non-extremist, reconciling interpretive context useful to conceptually harmonize many exopolitical possibilities.
Toronto [ZNN] ZlandCommunications has learned that, in addition to over 9,500 UFO files on record in the Department of National Defence and RCMP archives, the NORAD Commander has verified in a correspondence to Disclosure Canada of a five year average of 1800 reports and 75 intercepts of what they refer to as ‘UNKNOWN TRACKS’ or ‘Tracks of Interest’. According to Disclosure Canada – a recently formed investigative group – questions about these reports and intercepts, along with thousands of archived files about UFOs and extraterrestrials appear to be something Canadian government officials do not want to talk about. Disclosure Canada wants to know more from Canada’s Minister of Defence.
In a dramatic venture to get answers from the Canadian government on the questions remaining in the dark about the NORAD report and Canada’s UFO files, this Toronto group has sent a letter of inquiry to Jason Kenney, Canada’s recently appointed Minister of National Defence. This letter is expected to be sent to Liberal Party Leader Justin Trudeau, the NDP Leader Thomas Mulcair and Green Party Leader Elizabeth May in addition to Parliamentary Defence critics Jack Harris and Joyce Murray and Parliamentary Secretary James Bezan.
Disclosure Canada today revealed to ZNN that the Canadian Department of National Defence has confirmed receipt of its letter to Minister Kenney.
It appears Disclosure Canada has indeed done their homework. Disclosure Canada has informed ZNN that they have in their possession a mistakenly divulged, line by line NORAD air traffic control flight log document from Canada’s Department of Defence that describes a minute by minute transcription of how Canadian CF-18 jets were scrambled out of COMOX AFB in British Columbia Canada to intercept and eventually make contact with three UFOs in 2001.
This UFO encounter was also corroborated by the visual confirmation of pilots aboard a U.S. LR-35 Medical Evacuation jet out of Anchorage Alaska. [Ed. FURTHER BACKGROUND
The Disclosure Canada Tour
To bring all of this information to Canadians and media, Disclosure Canada is set to launch a four city cross-Canada tour beginning in Montreal Quebec on April 4th, 2015 and ending in Vancouver on April 19th with stops in Toronto and Calgary.
The purpose – according to the group’s spokesperson – is to disclose the truth to Canadians about what the Canadian government knows and has known about the phenomenon of UFOs for over 60 years.
Disclosure Canada, headed by entrepreneur Chris Russak and broadcaster David Whitehead is kicking off its four city cross-country tour with its broadside letter to Minister Jason Kenney. And, they seem to have the proof to back-up each alarming claim in it.
Russak – the tour’s co-ordinator told ZNN: “We plan to bring forward some very shocking news and we will start by sending it to the Minister of Defence. Out of respect we at Disclosure Canada feel the Minister should be made aware of what we know before we tell the Canadian people. We have discovered and have absolute proof that the Canadian government has, for decades, investigated, researched and attempted to sequester open debate and discussion about what many call flying saucers or unidentified flying objects. Not only that, we have confirmed documentation that unequivocally proves Canada has been an active partner with the United States through their joint operation – NORAD and have been engaged in tracking what they refer to as ‘unknown tracks’ or ‘unknowns’ at altitudes of up to 35,000 feet. Our Minister of Defence – the Hon. Jason Kenney has oversight of these matters and, as citizens with the right to know, we want answers. It’s quite simple actually.”
Russak went on to point out, “We also have clear documentation that information about the nature of these encounters and the many other government discussions about UFOs have been kept hidden from the public. We want the Honourable Minister to fully explain what these encounters are and, to account for why this information has been kept secret from our elected representatives in Parliament and from the public he serves.”
Russak also told ZNN that information obtained by one of his research advisors through a recently acquired Access to Information request confirms that a letter from the NORAD Commander at Petersen Air Force Base in Colorado stated that over the last five years there has been a yearly average of 1800 Tracks of Interest resulting in 75 intercepts.
Regrettably, according to Russak’s research advisor, all other information requested about ‘unknown tracks’ or ‘Tracks of Interest’, has been denied. Russak plans to have this document, along with a barrage of other documents, available for media and public review as part of his letter to the Canadian Minister of Defence.
Canadian Broadcaster David Whitehead, Mr. Russak’s associate stated to ZNN, “This is something the mainstream media in Canada has ignored for far too long. It’s time for those in the Canadian media who investigate everything from Senate scandals and election improprieties to rail disasters and a former mayor’s drug problem to take this decisively authentic and politically explosive issue with the seriousness it deserves. They will have a field day with this one. We feel it will be a “Watergate-like” event. Top level military brass know all about this – why shouldn’t we? Why all the secrecy? Finally, when asked by ZNN whether the letter to the Minister of Defence has anything to do with the Harper government’s pension for metal-plated secrecy and, whether the timing of the tour is a politically motivated forerunner to the 2015 Federal election, Whitehead, with no hesitation responded cryptically, “Both…”
According to one Disclosure Canada research expert, governments have consistently refused to openly discuss the UFO matter in any manner – choosing to hide behind the mantra of ‘national security’. Researchers appear to be asking – If, as government officials insist, there is no evidence of the reality of UFOs, then why is it a breach of national security to discuss it, why does so much documentation exist and why has there been a massive embargo of secrecy surrounding this matter for over six decades?
Disclosure Canada’s first salvo to the Minister of Defence seems destined to spark controversy within a secrecy-prone Harper Cabinet. If Russak and Whitehead get their message across, as they seem well-prepared to do, the soon to arrive deluge of the Duffy-Senate Scandal investigation will be compounded when Canadian’s and the media in four of Canada’s largest cities get wind that UFOs are real and the government has known it for over 60 years.

With a honorable citizen’s effort the Black Vault’s John Greenwald had painstakingly placed in PDF format for the general public to read and to easily research previously USAF declassified Project Blue Book files held at the National Archives. http://www.archives.gov/foia/ufos.html (I’m correcting my previous erroneous statement that what had just been released to the public were recently declassified files). It was a major effort and this was newsworthy as it would help anyone interested at how research had been conduceted take a good look at these files produced by an iconic UFO research project.

“It is with great frustration to announce, that Ancestry.com, and their subsidiary Fold3, has laid down a claim to copyright on the Project Blue Book material – which has long been labeled as “public domain” by the National Archives & Records Administration (NARA). Ancestry.com is claiming ownership to the digital version of this material – despite me having records that Fold3 doesn’t even have in their archive and I received under the FOIA starting back in 1996. They simply claimed it was 100% theirs and I was forced to remove it.”
Still, the availability of these files at the National Archives should be a step in the right direction of transparency on an issue that cannot (and should not!) be hidden for ever. Other countries have already been open about much of their files as very few of them may be of direct security interest. I would say in some Latin American countries an average of 2-3 out of 1000-1500 files may be of conventional security interest. In the U.S. part of the reason given for the debunking and classification was fear of disruption of emergency channels that the Soviet Union could take advantage of.
Even reviewing these old Project Blue Book files related with what may be “average” types of sightings – as normally reported worldwide – would be of scientific interest today as conventional explanations could not be found to explain away a remarkable % of them. That in itself should make them of scientific interest. That percentage varied according to how much freedom the Blue Book researchers had or how much they were expected to debunk. A fair review of the UFO cases reported could still be helpful today when we have no access to any other investigations that might be secretely accruing somewhere else.
Optimistically, in spite of this hopefully temporary setback, more events pointing towards the reality of an intelligent extraterrestrial presence will keep coming en force to change the psychological discomfort, scorn, fear and shame felt by so many of our political and cultural leaders who prefer to remain in their comfort zones without taking a serious look at an ever-increasing pile of “anomalies” that indicate that our classical concepts about “reality” are way our of phase with that reality.

SO WHAT IS EXOPOLITICS?

The shifts and additions in “paradigms,” worldviews and in their implicit metaphysics would relate with increases in the capacity of consciousness to take in more perspectives in first, second and third person subjectivity. Open systems theories, autopoiesis and complexity sciences, “exoconsciousness” (or the role of consciousness in cosmological, organizational, and evolutionary processes), holographic theories (like astronaut Edgar Mitchell’s), information-based physics, alternative non-classical technologies, quantum computing, non-standard, coherent interpretations and applications of quantum and quantum-relativistic phenomena, variations on M-Theory, zero-point energy, possible forms of canceling gravity and inertia as well as studies in relation to a physics connecting consciousness, retrocausality, information, multiple realities, geometry, higher dimensionality and even “subtle energies.”

The very unfoldment of the Cosmos would also be related in a fundamental way to the expressions of consciousness. Moreover, I think that recognizing the primacy of Consciousness as Non Dual (distinct and prior to subjective consciousness and its simultaneously-arising objective “material” counterparts, processes and mechanisms in multi-tiered levels of “reality”) is crucial not to fall yet into another form of reductionism, however subtle, even if it is based on a post-classical science. Furthermore, I think that – in regards to philosophy – it will be important to extend our concepts and practice in a transdisciplinary manner, partially based upon elements of Ken Wilber’s “Integral Theory” (and in other compatible Meta integrative models) which challenge the primacy of a classic materialist realism and-or reductionist materialism contributing to the creation of less dichotomous, more integral and inclusive “paradigms” and rational metaphysical foundations.
Considering the recent developments in Meta Philosophies and or Integrative philosophies (like Basarab Nicolescu’s, Edgar Morin’s, Ken Wilber’s and Roy Bhaskar’s) I think that Exopolitics should advance beyond (or rather transcend and include) interdisciplinarity becoming TRANSDISCIPLINARY as common axioms and principles behind the various disciplines that contribute to this discipline are discovered. In this manner Exopolitics will resonate more in accord with the philosophical shift bound to modify other disciplines related to the possibility of a profound transformation and reestructuring of civilization (disciplines like Astrobiology, an emergent consciousness and information-based, hyperdimensional physics and even perhaps Ecology, Economy and the Complexity Sciences). I think that discovering how to integrate qualitative and quantitave conceptual structures and methods under shared axioms, patterns and principles will assist humanity in establishing a less dichotomous and more intelligently inclusive dialogue with extraterrestrial civilizations.
Currently, Exopolitics primarily uses the more qualitative methods of the social sciences basically to produce evaluations or assessments (akin to intelligence assessments) about different cultural, political, strategic, legal, interactive and social situations pertaining to an actual or to a possible extraterrestrial presence. It aims at being useful for political decision-making in relation to extraterrestrial life and – as an extension – in relation to space law and the actual use of space. The legal status of extraterrestrial beings and even of their alleged bases on Earth and rights to traverse the skies of current modern nation-states is also considered. Whenever possible serious exopoliticians analyze and compare information with (verified or probable) leaked or declassified official documents. The probable motivations behind individuals, institutions and groups are also analyzed. Likewise, probable historical patterns of interaction in what appears to be an ancient human-extraterrestrial relationship are researched and there’s an attempt to elucidate the diverse probable interests and purposes behind policies of cover-up and-or release of information as much as the diverse probable interests and purposes of a variety of extraterrestrial beings.
Also, there’s an attempt to understand which would be the more adequate “paradigms” and rational metaphysical presuppositions needed to constructively assimilate the reality of an interacting extraterrestrial presence. Moreover, there’s an attempt to predict the consequences of a greater degree of publicly recognized contact events with extraterrestrial beings and to educate and (given that representatives from several extraterrestrial civilizations seem to have been continuously interested in establishing various degrees of direct contact with citizens from different countries) promote greater levels of responsible citizen contacts or a responsible “citizen diplomacy” establishing contact protocols based upon the principle of mutual respect.
Although at Exopolitics Institute there’s a provisional overall extraterrestrial typology developed on the basis of observing consistently reported interactive behavior patterns (Helpers, Observers, Manipulators and Intruders),there is also an attempt to study all aspects of these interactions ever more profoundly and to understand how may the cosmic community be organized; a “community” which would probably be interacting with us under norms and principles based on a more inclusive logic. The Secret Space Program held their 2nd annual conference in San Mateo, CA on June 28-29, 2014, where a host of influential speakers armed with well documented and straightforward facts and backgrounds in the military, space and financial systems presented compelling evidence of a Black Budget space program woven into the military industrial and defense complex thru a hidden finance system run by the Bilderberg group.
The vast and relatively yet unreported secret space programs underway are financed by the formation of President Truman’s 1947 Axis Plunder, the National Security Act and the Hidden Finance System the entire world has operated under since the post WWII era. Also known as the International Monetary Fund or World Bank this rather ingenious system of hidden finance devised by what some refer to as “ the Cabal” allows control of much of the world’s banking, economic and military/industrial activity.
The motivation or expected outcome of this alleged Global Domination scheme is unclear, but rumors of its existence have permeated the alternative media for years and it is widely suggested that they plan to create a One World Government, following the mandate inscribed at the Georgia Guidestones.
Conclusions about the availability of anti-gravity powered interstellar craft unveiled at the program are based in part on the testimony from previously classified documents and first-hand accounts made available thru whistleblowers often connected to the Disclosure Project, who made similar statements at the Citizen Hearing on Disclosure held at the National Press Club in Washington DC in 2013.
Jeroen van Straaten, the organizer of the Secret Space Program, also the founder of the Global BEM , or Breakthrough Energy Movement, feels that suppression of advanced energy technologies dates back to the early days of electricity. He says,” Since the time of Tesla, these technologies have been mastered by the “Blackworld. Breakthrough Energy (BE) technologies are indeed the next step in our evolution the release of this energy technology will completely revolutionize our society.” Straaten further states, “The push to release advanced technology for the good of society is our primary goal because every system of our culture will drastically improve when these technologies come online, creating a solution for the economic mess we are in.”
In reality, most of the tension is created by the suppression of information and many who cannot tolerate the lies and injustice are infuriated enough to speak at, even while they put themselves at risk by doing so. While Straaten feels that disclosure is imminent, he does not think it will be revealed to the public by any government. “The stakes for the governments are too high to come out with a disclosure…solutions for cancer that have been around for decades, alien abduction reality, false flag wars, assassinations, etc will outrage the general public and they can’t control that.”
Some of the most detailed evidence of a black ops space budget comes from the allegations of a vehicle produced by Lockheed Martin called the Alien Reproduction Vehicle or The Fluxliner that uses a tesla coil, mercury vapor zero-point or anti-gravity propulsion system known in the industry as “field propulsion”. Details of the design and engineering aspects of this and other space vehicles are carefully outlined by several speakers at the Secret Space Program event. Anti Gravity and Zero point energy systems used by various military organizations are also explained by the speakers.
Much speculation about the connection to alien technology retrieved at crash sites and exchange agreements between various governments and alien civilizations dating back to Nazi Germany and the Eisenhower administration have given rise to the birth of a new concept of what lies in outer space. Theories of extra terrestrial involvement in civilizations on Earth date back to hundreds of thousands of years ago when a tribe, known as the Annunacki, colonized South Africa and mined for gold. Evidence of highly evolved civilizations throughout history and reports of inter dimensional beings indicate an erroneous account of our history.
Additionally, new evidence indicates that the space/time continuum once thought to be linear, is clearly incorrect and this decade physicists concur that time is not linear and that all energy is made up of light particles both seen and unseen as matter and anti matter. It seems apparent that the government has kept information from the public and that the secrets are being disclosed by those who pursue a peaceful future. Laura Eisenhower, granddaughter of the late President Dwight D. Eisenhower recently gave her own testimony at a disclosure hearing confirming allegations of an alien treaty. Perhaps the time to understand the vastness of cosmic cultures and who to align with is upon us.
Interest in the details of the Secret Space Program has escalated drastically thru events such as this one, with vast numbers of esteemed scientists, astronauts, physicists, NASA employees and economists continuing to come forward with testimony, books and seminars to raise public awareness. One of these speakers, Carol Rosin agrees understands that we are at a crossroads. She pleads with heads of our governments to sign the Outer Space Security and Development Treatyto ban space based weapons. The treaty changes the outdated and dangerous warfare paradigm mindset of the military industrial complex as it now exists and paves the way for earth to peacefully enter the Space Age. Space-based weapons have been a concern for decades as it prevents earth from participating in the galactic community in a peaceful way. Carol Rosin, who is the Executive Director of the Peace and Emergency Action Coalition for Earth says, “This Treaty is the most important document of our time. We can transform the war industry into a global cooperative space industry with more jobs and profits and products on this planet than any other time in history.” Recent progress indicates that China and Russia are moving towards signing the treaty.
“We can end the arms race, prevent the weaponization of space and apply the technology directly to solving the problems on this planet,” states Rosin, who is also founder of the Institute for Security and Cooperation in Outer Space, and World Peace Ambassador for the International Association of Educators for World.

There’s been more UFO activity reported in Lima, Peru recently. There are some expectations here and there because the beginings of Mision Rahma contacts was 40 years ago. The contacts multiplied and several contactees appeared besides the first contactees, Sixto and Charlie Paz. Each brings a new complementary perspective and information. Out of 7 events witnessed by reporters (with varying degrees of success due to excessive excitement or lack of respect and preparation on the part of curiosity seekers and attendees), according to Sixto Paz, perhaps only 10% of the reporters were courageous enough to speak up and to hold on to their witnessing of craft. One of them was J.J. Benitez who wrote his experience in “OVNI: S.O.S. a la Humanidad,” lost his job and started an incredible career researching and writing about mysteries.
Thankfully, even in today’s highly commercial and modernizing Peru, there’s also somewhat more awareness and respectability for the UFO issue and a larger segment of the population is being informed by UFO programs like those from History Channel and so forth. Cieneguilla has been a place where UFOs have been seen before.
On Dec 9 Anonymous Peru informed that an object had crashed near Cieneguilla Peru. That created some stir but that report has not been confirmed.
Now we have this cell ph video taken in the District of San Miguel in Lima, Peru dated Dec 23, 2014. It shows a helicopter and what SEEMS to be a metallic disc hovering nearby to the left of the chopper. The film is from Gladys Cordoba. Then, it disappears from view because the camera moves to the right. The sunlight seems to shine on the left side of the object which coincides with how it shines on objects casting shadows (toward the right) on the ground.A blow up photogram of that brief moment is included.
It’s too early to tell but, if this is a lasting trend that will continue beyond ocasional sightings but, perhaps, some Latin American contactees connected to a spiritual perspective will eventually show that some UFOs are indeed ET and that a better approach toward friendlier, respectful contacts with extraterrestrial beings is not only possible and necessary, but can be objective and politically viable. They will probably show along with the effort of so many other researchers that a TABOO on this matter is BEHIND THE TIMES and that without panic, adoration or condemnation, we can engage in more intelligent exchanges with extraterrestrial beings.
A probable connection with a distant – but always latent – past in which knowledge about ancient beings coming from the stars and-or living underground as survivors of old, wise civilizations exists. Thus, in old traditions there are memories of the “Paco Pacuris” (illumined beings that live in special undergound sites) and of the “Ñaupas” (the ancestors who dressed in white came from the the sea). When on November, 2010, my friend, colleague, reporter and researcher Marco Barraza was investigating at the famous “Aramu Muru” Portal or the “Hayumarca Door” in Juli, Puno, Peru two seemingly anomalous objects moved behind him while he was mentioning specific words as seen here. From minute 5.30 on when he especifically said “There are places in the planet surrounded by myths, magic and mysteries ” a mist-like thing appeared moving behind him from left to right. Next, when he says “there are places where one can even perhaps feel the presence of the so-called extraterrestrial deities” a UFO appeared, also moving from left to right behind and above him. I think that modern society needs to recuperate the highest memories of a wiser past in which ETs were not a threat as seen today. Not everyone ‘out there’ or inside here( (inside the Earth’s crust) is a threat and we must evolve beyong our extreme warrior-like projections on them. After considering the experiences of some contactee friends with eyewitnesses accompanying them, and after thinking of information contasined in ancient lore and current “wisdom keepers” I am certain that there are benevolent masters of wisdom and extraterrestrials waiting for us to become aware of who we are and to responsibly participate in a cosmic community. While in our fantastic cultural milieu “benevolence” might sound like gullibility and a non-realistic attitude I’d say that the overall emphasis on negativity and aggression is exagerated.
Sixto Paz, one of the main contactees objectively verified by witnesses (and succesfully preparing other people to experience their own contacts), estimates that, out of about 60 extraterrestrial “races” interacting with Earth and humanity, only 5 don’t want the original cosmic plan for humanity to suceed. First, we need to find who we are and is the highest thing expected from us to “suceed.” We also need to think less dichotomically, more intelligently and to choose our direction wisely.
The time to focus more on our friends and less on our probable foes (perhaps in some cases beings that might need our assistance without allowing them to exploit us) is at hand. Let’s contact them with integrity and no fear!

Individuals currently claim they are contacting these helpful ETs. However, I also conducted the following interview in Lima, Peru in 1994 while Vlado Kapetanovic Bulatovic was still alive. Mr. Kapetanovic (who was naturalized as a Peruvian citizen) passed away in 2005 and is considered to have been the first contactee in Peru to speak about contacts with beings from planet “Apu.” He was well-known and respected among ET-contact-interested individuals and UFO researchers. He was invited by Wendelle C. Stevens to the First International UFO Conference and – due to his inspiring, straightforward humanitarian message – received a standing ovation. He transmitted the feeling that relatively easy contacts with respectful, human extraterrestrials were possible.
Allegedly, people contacting the “Apunians” didn’t require any special preparation. Mr. Kapetanovic was born in Kolasin, Montenegro in 1918 and after the Second World War came to Peru to work as an hydroelectric engineer. Vlado was a kind, humble, affable and generous man who wrote “170 Horas con Extraterrestres” under the pseudonym of “Vitko Novi.” The book was published in Spanish, German and Italian, but also in English by Wendelle C. Stevens (in the English version 70 Hours were taken away from the title by mistake). Well, Vlado (like the Apunians) basically inspired benevolence. His first book (“170 Horas con Extraterrestres”) is more credible as it basically narrates events. Subsequent books (like “Galaxia X-9”) seem to be based on what he recalls and partially re-interprets about the history of the world, the creation of the universe and other things that were allegedly shown to him through three dimensional “time screens” on board an Apunian space craft. Besides Vlado Kapetanovic there are other contactees in Peru who claim to have had physical contacts with the Apunians. Among them, Sixto Paz Wells from Mision Rahma, Ricardo Gonzalez and Roberto Vargas de la Gala. One of the best known Apunians is called “Godar” and I also know a Uruguayan couple who have allegedly contacted Godar besides those mentioned. These contactees’ information about the Apunians matches Vlado’s but only partially so. In Vlado’s case, they are more like “kind people” that interact with Andean shepherds in a helpful way and even accept prepared food and eat with them. They are said to come from another more evolved “galaxy” which Vlado calls “X-9.” In the other contactee cases, the Apunians come from “Alpha Centauri” and are sometimes contacted physically and-or holographically through artificially generated, visible space-time connecting, energy bubbles called “Xendras.” They are human-looking and over 7’ tall but also considered very respectful and protective. Contacting this variety of Apunians normally requires physical, mental and spiritual preparations as if they maintain a higher energy state. Interestingly, the word “Apu” is very important here in Peru and refers to the powerful spirits of the mountains, to a “lord,” to something sublime and to community leaders. Allegedly, Vlado’s first encounter took place in Hydroelectric Plant of Huallanca, in Ancash, Peru and subsequent encounters took place in a small settlement of high altitude (between 11,000-13,000 feet approximately) shepherds above the right margin of the “Quitaraxa River,” near Los Cedros Creek, not far from “Champara” mountain and close to “Milwacocha.” One of the alleged witnesses was a technician whose last name was “Quispe” and another one was called Adrian Perez. I haven’t located them personally to verify the story but can attest that, during some psychographic communications with alleged “Apunians” (communications in which some family members and friends were involved and which led to clear UFO sightings in the beach of the coastal town of Chilca, south of Lima), alleged “Apunian” ETs held Vlado Kapetanovic in high regard.
I haven’t seen photographs or UFO films related with this case. It mostly rests on the authenticity Vlado exuded and perhaps on finding a few living witnesses. Mr. Julio Longo who lived with Vlado in Salamanca de Monterrico, Lima attests in favor of Vlado’s sincerity. Anthony Choy (well-known Peruvian UFO researcher) mentions that he met neighbors who saw UFOs near Vlado’s home. Tobías Sarmiento was Vlado’s replacement engineer at the hydroelectric in Huallanca and might still live. A man named Adrian Perez is mentioned in Vlado’s account but I haven’t met him. Veterinarian José Antonio Torre Ferrara allegedly met some of the witnesses of Vlado’s encounters. He lives in Lima and I’m going to research this.

VK– They are persons that live on a planet they call “Apu,” which is many millions of light years distant from our galaxy. GP– How do they look? VK– They look the same as us, yet they are physically better proportioned (than most on Earth). They can be as tall as they wish to; some are taller than two meters and some are shorter. GP– When did your contacts begin? VK– On March 10, 1960, at the Hydroelectric Plant of Huallanca in Ancash, Peru. One night the light went out… I was an electrical technician in charge of the plant… I went outside to start the D.C. emergency system and met with such a light that it seemed to be daytime. It came from a saucer resting on a piece of land between two nearby rivers. The security guard, Quiroz, told me not to approach because “they are persons that do much good up in the villages… they he-l us, make it rain and every-thing.” I just thought they were from the military because somehow they had passed through the electric cables. Nevertheless, I asked Quiroz where they were from and he said. “They are our friends from planet Apu.” Thinking that he was drunk, I told him to set down. Walking towards the light, I encountered two human persons. They saluted me in my own language (Yugoslavian), but this didn’t surprise me because anyone can learn languages. I asked them why they had caused the interruption and they answered, “Friend, we don’t come to Earth to harm anyone, but to help our terrestrial brothers…everything for others.” then they climbed into the ship and left. GP-How was your second contact? VK– On April 2, 1960, a technician and I went for a hike.1 On a plain we found shepherds with their animals. There was a campfire and suddenly one of the shepherds came to us and aggressively asked, “What do you want here?” I told him that we were hunting pumas. Then he abruptly said, “go over there.” Suddenly, another person approached from the campfire gathering and I recognized him as one of those persons that I had seen at the hydroelectric plant. He gave me his hand and the shepherd allowed me to pass through. We sat around and one of the foreigners stood up and said he would demonstrate a “gymnastic exercise” for our liking. He pressed some buttons on his chest, his pants became wider like balloons then flew around and returned. Thinking that I was being hypnotized, I walked back home. GP– How was your third experience? VK– On May 15, 1960, Quispe the technician and I went for a walk to the hills and we met with shepherds in huts near a campfire. Out of a hut came a crying boy and a crying lady. We asked this lady why she was crying and she responded that a week ago one of her boys had fractured his spine and several ribs. Then we went into the hut to see her boy. He was about ten years old and his body had a deep blue color associated with gangrene. We asked her to allow us to take the boy to the town of Caraz for treatment. She emphatically rejected this proposal because “the g-ds will come to heal him”. I was expecting them to dance naked and invoke the spirits when suddenly a small airplane descended vertically without any noise. Everyone around the campfire stood up when a woman stepped out of this craft, approached and went into the hut. Carrying the little boy in her arms, she took him into the airplane. Everyone around me kneeled down, but I remained standing until my companion told me to kneel. She then approached and said, “Please stand up. We don’t come to Earth to be thanked, paid, or worshipped on your knees because we have the sacred mission of doing everything for others.” We all stood up, She approached and I asked her, “What have you done with the boy?” She responded, “I disintegrated him into minius1 and then reintegrated him with healthy cells.” Again, I asked her, “What does that mean?” She made a gesture with her hands and turned seven sheep into flower vases. I still thought she could make me see anything through hypnosis. She commented that on Earth “We, as a people, usually think what we can see or do selfishly.”
“Then, where are you from,” I asked her, “From Earth or Apu?” “I am from Earth, but have lived in Apu for 100 years.” Then she moved her hand once again and the vases turned into seven doves. Some dogs ran after them and I thought, “Poor dogs, they are as hypnotized as me.” Suddenly, she moved her hand and the seven sheep reappeared. Then, the lady invited us to go into the airplane to see events on the “time screens”. Quispe, a few shepherds and I went into the craft and on the wall we saw a glass screen that began to reproduce everything we thought. We saw the birth and life of Jesus Christ and the way in which a section of Apu was somehow once connected with the Lake Titicaca region. We also saw how a “cellular planet” touched this region and promoted life. This is why there are some strange animals on the lake (such as the giant frogs) that were investigated by a team of French scientists. GP– What is the Apunians’ main message, Vlado? VK– They don’t know how to hate. They just reject the negativity and soften it. This is why they don’t have any wars. They are friends of all intelligent beings in the universe. If someone attacks them they disintegrate them and reintegrate them as a friend. Their main message is expressed by the phrase “everything for others.”3 GP– Do you still have contacts? VK– I have contacts every now and then. One has to concentrate and relax for this. But they are among us every day since they can appear as whites, blacks, Orientals or whatever is necessary.

On April 12, 2013, The Rachel Maddow Show from MSNBC gave us a full segment on the upcoming Citizen’s Hearing on Disclosure to be held in Washington DC between April 29 and May 5, 2013. Her segment was titled “Watch This Space” and mentioned that, not long ago, the White House was forced to respond (after receiving 12,000 signatures) to a “We the People Petition” to reveal an extraterrestrial presence visiting Earth. While the White House’s Office of Science & Technology Policy responded in the negative in that “there is no credible evidence” for this. Could it be that the White House will indefinitely represent the policy of official denial in a world in which Brazil, Mexico, Chile, Belgium, England and other countries are revealing part of the UFO report files? Can a simple denial from an Office (which probably is neither informed, or has cared to carefully investigate) appease the general citizenry (perhaps for a few more decades) and that’s about it?
Probably, official denial won’t hold too much water this time as a 5-day marathon fake hearing in a room configured at the National Press Club to resemble a Senate hearing with the participation of 5 genuine former members of Congress. This event invites us all who are convinced that there is serious credible evidence of the extraterrestrial presence to support -as Ed Komarek says-our leaders for them to come out finding the courage to treat this subject seriously. We should be healing, rather than negative about our leaders since we are all part of the same human situation facing an eye-opening reality. It is a big step for our leaders to take as initially worldviews are questioned and “orthodox” science (it wouldn’t be likely for ETs to get here they say) which is the official “common sense” standard for most institutionally-focused persons would also be questioned. However as Rachel Maddow showed (taking an honest initiative among the large U.S. networks), it may take a make believe congressional hearing to allow the Government to take notice move on with the issue (as the U.S. is one of the world’s last holdouts of official government denial of a major country’s interest in the UFO phenomenon).
This is news as it may well be a sure-footed beginning…not unlike taking a first step into a new direction that can change the destiny of a major journey; a first long-lasting, political-cultural step towards recognizing the legitimacy and respect for the issue of the many important (legal, scientific, philosophical, spiritual, political) implications of a genuine extraterrestrial presence. More news networks and opinion-guiding institutions should follow (unless told to keep away or to downplay it?) in one way or another even if their spoke persons -by training and habit- may still attempt to throw to us a reaction-provoking, tongue-and-cheek style, either to dismiss or simply to create a form of controversy. Bryce Zabel and Richard Dolan’s analytically-adequate book A.D. (After Disclosure) might also become newsworthy, at least among the next generation of the daring intelligentsia trying to catch up with the Exopolitical issues that should have been recognized about 65 years ago (and are already being seriously discussed by individuals like Michael E. Salla and Manuel Lamiroy).
Rachel Maddow announced that the five former senators will be paid $ 20,000 each to conduct the hearings. I don’t know about that detail but I know that the witnesses in general are seriously reporting very real -even if incredible- aspects of a worldwide phenomenon that could be admitted in many objective and impartial courts and that has been officially and non-officially recognized since the 1940’s but which, in spite of enormous amounts of adequate evidence (including physically analyzed alien implants ) it has been largely ignored, debunked, laughed at and distorted by most of our cultural, political, scientific and religious leaders. Let’s study the whole of the Exopolitical phenomena inclusively, both in its objective and in its qualitative aspects.
Other important pro-disclosure events (like Dr. Steven Greer’s Disclosure Project gathering of important witnesses in 2001 at the National Press Club) have taken place and interest has peaked and subsided as the media gave a lukewarm coverage to them. However, Larry King from CNN was valiant enough to interview several key witnesses as well. This time there is a greater opportunity for the issue to cease being in the entertaining fringe boondocks of Fantasia and to gradually (or even sooner) become a cultural “meme” as seriously considered as the national debt or other normal political concerns. The more respectable individuals like former Canadian Minister of Defence Paul Hellyer speak up, the less movers and shakers and regular folk will try to look the other way (so as to look respectable within formal culture). The less the issue elicits smirks, fear, denial or excessive, blinding enthusiasm , the more we’ll be able to collectively deal with its implications, change our selves on purpose as adults and (literally) soar to the Cosmos. My take on this is that dangerous technological secrets (one of the valid reasons for the cover-up/truth embargo) will still be kept for quite some time and -after some degree of official disclosure- we will continue with our lives while gradually opening up to a whole new world in which science, metaphysics and spirituality are seen as a more complete kind of knowledge. Moreover, the possibility of strengthening positive, mutually-respectful relations with conscious human choice-respecting varieties of ETs could also come to fruition as this option would be in the natural interest of most people on Earth.

April is shaping up to be a good month for UFO/ET disclosure. Many of us in the UFO/ET community now realize that appealing to governments to disclose is not going to work, and that it’s up to an informed public to disclose. We believe that western governments will not disclose on their own because they are mostly being controlled by a Bilderberg global elite and their corporations. This elite privileged class is composed of European royalty, international bankers, industrialists and international corporations. We believe that the evidence from whistle-blower testimony clearly shows that trillions of dollars have been made the past 70 years from reverse engineering some ET technology, and suppression of other technology. This process of technological insertion into defense and the marketplace is described very well by Col Corso in his book The Day After Roswell.
This 70 year old extraterrestrial technological bonanza has added immensely to elite financial and political power over the rest of us driving us toward an Orwellian New World Order. Therefore there has been a very strong incentive by powerful global special interests to drag out the cover-up as long as possible to maintain these tech monopolies, even while falsely claiming national security issues.
Fortunately for the global public the Russian Oligarchy has lost a lot of ground to the Western Oligarchy since the breakup of the USSR. The Russian elite now realize that the Western Oligarchy derives a lot of its power from exploiting and suppressing extraterrestrial technologies and that disclosure would weaken this power. April has begun with the circulation of the reasonably accurate Russian UFO/ET documentary Men in Black with English subtitles on the Internet. This has followed serious disclosure comments by Russian President Medvedev.
Medvedev referred the press to the Russian Men in Black movie months ago in an indirect endorsement of the documentary. The Western press thought and reported that he was joking, thinking he was talking about the American comedy Men in Black. However, you can see from this video clip that he was very serious.
On April 21 Dr. Steven Greer will be introducing to the public his long awaited UFO disclosure documentary called Sirius in Los Angles California. We expect that Steve will describe in great detail the reasons behind the UFO cover-up in this cloud financed movie documentary. Therefore this effort should really help take a bite out of the cover-up.
Furthermore, Steven Greer makes it very clear that it is the Global Elite who are now the overriding force behind the UFO/ET cover-up. There is controversy surrounding a very small human or
. Also some donors are upset because they felt they were contributing to a disclosure film not to be used as a marketing tool to solicit more funds for Sirius activities.
From April 29 to May 3, 2013 Exopolitical activist Steve Bassett will hold a citizens hearing in the Washington Press Club building that will bring a large number of UFO/ET whistle-blowers to testify to the mainstream press and to sitting and retired members of Congress. Like Sirius this has been a very expensive undertaking that should really help build public and press awareness to helping with the disclosure process. The controversy in this case is about the failure to disclose how much the participants in hearing are being paid. It is being alleged that many of the participants in this hearing are being paid beyond expenses.
Already this month retired Airman Charles Hall has been on the lecture circuit in Australia describing his experiences with the Tall White extraterrestrials while working at Nellis AFB in the early 1960s. Charles has written 4 books on the Tall Whites and now is promoting his new book on what he knows of the Greys. Charles got mainstream coverage before the trip in Australia.
Not to be left out, I too am promoting my own modest low budget UFO/ET disclosure. My disclosure efforts now center around a free Kindle promotion in which I am allowed 5 days every three month cycle to promote my disclosure book UFOs, Exopolitics and the New World Disorder free on Kindle. It will be free on April 13, 14, and 15. I will be on Richard Dolan’s radio show 9-11 EST, Saturday April 13. The nice thing about this modest disclosure effort is that no donations are required. I only hope that people who have benefited from the book will repost in the social networks, so even more people can benefit beyond those I reach myself.

Both Ufology (usually) emphasizing evidence and Exopolitics (usually) emphasizing political processes are increasing their approaches to understanding by including both qualitative and quantitative methods and the resulting complexity (more suitable for today’s complex demands) could be better undertaken with the simplifying and universally applicable organizing pattern offered by Integral Theory. Snodgrass’ work, presented at the 2011 UNO-UFO Symposium at the University of Nebraska-Omaha is a welcome, creative move toward a necessary and inclusive approach suitable for the XXI century and beyond. In relation to Exopolitics (which deals not just primarily with evidence but with Earth-based and alien-based political, social-scientific and paradigmatic implications of the extraterrestrial presence and with itself as a political movement) Integral Theory can also clarify this complex matter as –in order to study exopolitical situations and phenomena- a pattern with universally recurring elements is offered. Some of these elements are: four distinctive and irreducible perspectives, their eight methodological “zones,” several “lines” or evolutionary capacities, multiple stages of development, typologies, states of consciousness and even (a consideration which I give more credence to) the existence of several interacting realms of existence. Thus, Exopolitics (already developing as an inclusive field of research with real-world political applications) can be further supported and nourished by a content-free, wide-ranging model which is already being applied to different academic fields. The book Integral Theory in Action, edited by Sean Esbjörn-Hargens, PhD as well as the work by many professionals at Integral Institute shows that Integral Theory is not only generating a more complete form knowledge that relates disciplines in a transdisciplinary manner but also expanding the applicability of particular fields such as medicine, psychology, politics, business, education and ecology.
Former Presidenty Bill Clinton also gave a statement of support for Integral Theory in the 2006 meeting at Davos. Furthermore, in 2008 the State of the World Forum established by Jim Garrison and Michail Gorbachev adopted Integral Theory as its organizing framework. More is to come as academicians (already dissapointed with postmodernity and perhaps already thinking or sensing life in holistic terms or beyond), other political leaders and people in general catch up with this historical developmental "wave" which not only deals with concepts and “theory” but -evolutionarily speaking- also reflects a larger emerging sense of being with respect to an intelligently organized Cosmos teeming with Life.

Toward Convenient & Constructive Exopolitical Contacts

Conscious contacts after invitations are happening right now. Many Mision Rahma (for the most part, Hispanic) contactees have discovered other worlds physically, mentally, astrally, telepathically, and through holographic projections. They have befriended respectful extraterrestrials that in my view- exist in a higher physical level, a reason why the contactees’ bodies, minds and energy fields had to be prepared to achieve healthy encounters. Elements of a once lost complex history of humanity have been recuperated which unfortunately, includes various forms of abusive and mistaken extraterrestrial interventions. However besides indigenous Earth genetics- we may have been genetically combined with at least 12 major extraterrestrial species relates us to “them,” to their tendencies, their abilities, their genetically associated descendants and offshoots and to their spiritual and psychic potentials. Thus, there is a great expectation among many ET groups and subgroups because they want to learn from us how to move ahead in evolution. While most adhere to strict ethical norms and principles and are aligned in respect to Earth’s representative the universal sovereign Master Jesus the Christ– with what we could term a large Confederation also under the spiritual guidance of 24 Elders in our Galaxy and 9 Elders in the Andromeda Council there are some (human, reptile and grey looking) who may follow their own independent, non-aligned paths. Some are Orions under a Luciferian influence. Although some of these ET varieties may have some rights to intervene in a limited way on planet Earth (also called Merla by other civilizations) all are monitored and supervised. Moreover, since Earth is in a type of ‘cosmic quarantine’, some rogue ET types having nothing to do with our special human history are not allowed to interfere and there are overseers that stop them. Those (both positively and negatively inclined) already participating are allowed specific kinds of intervention according to need but must follow specific protocols because the interests of many ET groups as a whole are at stake. This is why not one group has simply and crudely invaded us. There’s a general agreement and supervised control mechanisms so that not one group excedes itself as it may have happened in the past.
The overall situation involving the many extraterrestrial civilizations, groups and subgroups intervening on Earth is much more complex, unified and interrelated than normally expected and cannot be reduced to a simple explanation. However, there are underlying patterns that can be elucidated and the word complex should not be a turn off against learning. Additionally, in my own view, a shared degree of transdimensional technologies force all extraterrestrial coming into our shared reality to abide by mutual respect rules because the waywardness of one could also be adverse to the needs and projects of others.
As part of the process signaled by the end of the more known long count Mayan calendar humans are supposed to gradually reconnect with (and to become aware of) a timeline that involves most extraterrestrial groups involved in humanity’s seeding. Allegedly, from the ETs perspective their timeline will be affected sooner and in my understanding- we will affect them as if we had an “internal” locus of control with respect to to them. However, from our terrestrial perspective, we will gradually connect with their timeline. Furthermore, a third timeline (resulting from the fusion) is emerging.
Now, besides becoming more aware of our history; besides remembering who we are, understanding cosmic principles and gradually joining or participating in the multidimensional Cosmos; besides becoming aware of our full manifestation potential as highly unique beings (according to God’s Plan), capable of connecting the three main realms of God’s Creation(without technology), many extraterrestrials of our forgotten history hope that once we find out- we’ll find the inner strength and fortitude to forgive them from the terrible mistakes committed against us. They want to become more wisely emotional and to recuperate some atrophied chakra functions. They want to learn from our emotions which can also connect us with the greatest power: God’s Love, something which they forgot or inhibited by incorporating too much mental wisdom and technology due to a history of excessive dependence on powerful non-physical beings. They want to understand how with our high degree of free will we might overcome our highly polarized state within a dense, effervescent physicality as it gradually shifts to subtler influences.
There have been many levels of contacts in Mision Rahma and one of the more important ones have been through the dimensional portals called xendras. Over the years perhaps a couple of dozen Mision Rahma participants have been allowed to travel to a colony in the moon of Jupiter we call Ganymede and which the confederated ETs call Morlen. Morlen was founded by individuals from a region in Orion and by others who didn’t adhere to a Luciferian-influenced rebellion stemming from a non-physical realm. It is a colony made of several kinds of colonists and, in the 1970’s, some Mission Rahma participants were taken as a group through a Xendra portal to experience a direct encounter with their wise governing elders: The Minors of Morlen. There, peaceful life is sustained in semi underground dwelling complexes through advanced technology and I think that their living physical frequency is not as dense as on physical Earth. However, through what could be called an ‘energy cloak’ surrounding contactees when taken there after some preparation (involving discipline but not an insurmountable rigor), current Earth humans can for special purpose occasions travel there. Some of these occasions have served to receive information as when they were showed a book preserving a complex but meaningful cosmic history, or when Master Jesus (who apparently possesses a resurrected body capable of traversing all seven levels of the Physical Universe or Realm and of perfectly connecting the Mental and Spiritual (Causal) universes or realms) wanted to inspire workin on Earth through a direct message.
Quite often the preparation takes the form of a lacto-ovo vegetarian diet, regular daybreak solar and nighttime Moon energy incorporation meditations, meditations on our (telepathically received) cosmic name, psychophysical (tai chi and moving, yoga-like) exercises, intuition and psychic development exercises, self-control practices (such as being alone and in silence in a dark place in the countryside), regular camping excursions to get close to nature and the development of a healthy, socially responsible and emotionally balanced life. An aid to preparation has also been the energetic implantation in the chest area of a pair of semi materialized cesium crystals which are then absorbed into the astral body and help to assimilate a shift of programming energies coming from the center of the galaxy (decades before the end of the known long count Mayan Calendar in 2012).
When some participants develop telepathic and-or automatic writing abilities, dates, times and places are often given to verify the communications through spacecraft sightings. Sightings should preferably be unequivocal and not to be confused with satellites, airplanes, etc. and the communications should not promote a single person or an ego but be non-forcing, respectful and constructive with coherence and specificity as need be while the spiritual guiding aspect should trans temporally build upon previous and subsequent communications. Sometimes, these communications are received in different places by different â’antennas’ (rather than channelers) simultaneously or consecutively but complementing each other. In time, an easygoing rapport of trust and friendship with friendly extraterrestrial beings needs to develop without lies or manipulations.
It would behoove wise exopoliticians to (through genuine, approachable, well-intended contactees)try to relate with the benevolent and respectful, positively spiritually-based kinds of extraterrestrials who are not willing to give us right away the technologies we can’t ethically handle. The path of assuming the general role expected for humanity in the Cosmos must start with spiritual principles, forgiveness, love, truth and wisdom. Connecting with more communicative extraterrestrials working under an organization aligned with Christ Jesus and positively-oriented galactic and inter galactic elders (also assisting Earth’s White Brotherhood) would be more convenient in the long run for humanity than focusing most of our attention on power feuds, cover-ups and technologies.
Perhaps cultural differences preclude segments of humanity from these kind of contacts. Perhaps they require simple, dedicated sensibilities like those of the many well-intended Hispanics participating in Mission Rahma’s contacts. However, it would behoove exopoliticians and other principled, idealistic persons of good will to prepare themselves for greater degrees of contact with these benebolent extraterrestrial beings (why not also call them “friends” and “older space brothers”?) either directly or through well-intended, genuine contactees. It would be a great way to begin learning the ABCs of the exopolitical situation outside our planet.
Regarding Xendras, contactee Sixto Paz Wells from Peru tells us that:
Among the least known contact experiences which nonetheless is one of the most extraordinary and incredible are the Xendra Interdimensional Doors. A ‘xendra’ is a dimensional door or space-time threshold. As they (ETs) told me, they have been able to concentrate energy in such a way that they can dematerialize a person, canceling his molecular cohesion and atomic weight and they can project or send him to another place.
The xendra is the projection of concentrated light that accelerates the person’s vibration and acts as a dimensional transference vehicle and threshold in space-time. (Again) the person going through a xendra depending on its intensity- can even be dematerialized to be tele-transported to another place, canceling his molecular cohesion and atomic weight. This experience can occur many times during the personal and collective preparation process. This means that one can re-live it many times in which case there are many kinds of xendra that allow from a physical experience to a mental projection or also a bilocation or also a conscious astral experience.
The types of xendras are:
a) Xendra I: A kind of dimensional door designed for a single person in the company of an extraterrestrial being or guide. This xendra usually has the shape of a half Moon, about 10 meters (33 feet) in diameter and allows a physical experience of dematerialization with the local disappearance of the person and his projection to another place which could be the interior of a spaceship, an intraterrestrial or sub aquatic base or even another planet.
b) Xendra II: is that xendra in which up to seven persons can go inside while coordinated or accompanied by two extraterrestrial beings. This experience can also be physical or of a mental projection or bilocation and the shape can be that of a golden half Moon, oval-shaped, like an arch or different.
c) Xendra III-IV ‘Gimbra’: This is the kind of xendra that allows up to 12 persons to go at once inside and it is usually coordinated by the Confederation’s Council. This xendra varies its form from something like a greyish silver dome to a whitish or glistening blue cloud or a dome where sparks float above the ground having a whitish surface. It can measure a diameter greater than 10 meters (33 feet). Unlike the other types of dimensional passages this kind of xendra facilitates a profoundly spiritual experience of cosmic integration. The other xendras can provide physical mental or astral experiences but many persons go through the threshold and don’t manage to remember what they experienced inside and this is why they might have to work during their meditations and conscious regressions in order to remember it.
When one goes inside one of the (physical teleportation) xendras one feels dizziness, nausea, a sensation of losing weight. One feels as if the entire body is burning, a very strange sensation. In some cases one feels being like an inside-out sweater or jersey, as if one has been turned inside-out completely, somewhat similar to the story of Alice in Wonderland, meaning that they place you on the other side of the mirror. It really is an extraordinary experience, above all because when I first went into it I estimate I was between 4-5 days (in Ganymede) but upon my return found out that only 15 minutes had passed.

The term “Catholic” means “universal” but is the official Roman Apostolic Catholic Church doctrine truly universal in relation to what we are gradually discovering about the Cosmos? If we consider that at least some of the most important elements of Roman Catholic doctrine and (and of other religions) are ESSENTIALLY and principially universal, there will be room for an interpretive development suitable to the current growing awareness that we are being “visited.”
What is happening right now? Perhaps the unofficial (yet-semi-official because of being high-level in the hierarchy and not being formally suppressed) declarations of Mons. Corrado Balducci and Fr. Gabriel Funes S.J. (director of the Vatican Observatory) are the first intended and un-intended stage of promoting a revolutionary conceptual move in the direction of a truly more “universal” (catholic) and cosmically appropriate kind of interpretation. This entails not just making faith more agreeable with modern science but also developing or extending/amplifying more adequate theological interpretations that attend to the increasing factual evidence connecting Earth humans with the extraterrestrial presence. The growing awareness is happening now and the role of “God” (also understood not just as “creator” but as “sustainer of being” in some alleged and real ET contact experiences) should increasingly become a matter of discussion and study.
I bet that in trying to find fresh explanations matching settled theologies with current ET-related surprising facts theoretical leaders of many religions will come to recognize how much they share in common. A transdisciplinary-theological, trans-religious approach (if that is a correct term) based in deeply shared commonalities may be born. It is not just that the nations of the world will set aside their differences in case of an “alien threat” as president Reagan once suggested at the UN, the news will be that religious and fundamental metaphysical commonalities should also be gradually realized. Many of the faithful will come to realize that ETs can be welcome in the classical versions of Christianity, Islam, Hinduism, Buddhism. While some ETs may be kind and respectful to us and not all ETs may be benevolent or ideal in our terms, we’ll still be brethren in the Cosmos.
The ET presence will inspire the finding of inter-faith ecumenical connections and -perhaps- more sophisticated concepts about God’s nature and notions such as “PANENTHEISM” will form a basis to supersede excessive, strict, intolerant “us vs. them” or “this vs. that” more superficial doctrinal disagreements. Furthermore, these enhanced interpretations should inspire many of the faithful to update their cultural perspectives. A well-guided religion can assist many persons to evolve their understandings in a healthy, positive way. In relation to Christianity, how are we to understand the redemptive role of Jesus when the extraterrestrial presence becomes widely known?
Is “original sin” and Jesus redemptive intervention on Earth applicable to extraterrestrial beings in the Cosmos? This is a crucial issue here. This was mentioned and discussed in the Vatican sponsored conference (in Vatican grounds) regarding the plausibility of extraterrestrial life in the universe in 2009. However, we should probably not assume that there’s ample awareness about intelligent ET life visiting Earth at the Vatican. As in most cases within large, conventional social institutions, most people either avoid the subject not to imperil their credibility or lack sufficient information about it.
I believe that, after periods of being on the wrong side of the rational debate by rejecting scientific advancements which routinely and quantitatively displace Earth’s Man as the center of all creation, the Vatican curia’s attitude is now becoming quite auspiciously agreeable with the findings and extrapolations of biological-cosmological-material-astrobiological science. This is becoming obvious in articles like those of investigative journalists Paola Harris and Marc Kauffman in which public opinion-relevant, researcher-priests (like Fr. Funes and Mons. Balducci) were consistently allowed the freedom to declare that God may have created intelligent extraterrestrial beings. While both Funes and Balducci suggested that extraterrestrials would be like cosmic brothers to us, the latter was allowed to speculate (beyond a scientifically safe orthodox view) that extraterrestrials may have already visited Earth. There is a time when excessive doubt against so much human testimony about an ET presence is not prudent or wise, he basically said.
Whether most conventional academic scientists look at the best objective evidence today or do it later on, the fact that serious persons are reporting ET encounters and even some air forces in the world are not excluding seriously considering the possibility that some UFOs can be of extraterrestrial origin (besides serious whistle blower testimony, photographs, analyzed photos, videos, archaeological signs, scientifically analyzed, alleged ET implants and more) should be taken into consideration by objective, open-minded, critical thinking individuals able to think and to express themselves with freedom. On the aggregate, the more serious types of evidence overcome often criticized, flimsier types of evidence also provided in less rigorous form by individuals with less critical thinking skills. One piece of evidence being genuine would be enough to warrant a serious, responsible interest. Not wanting to see this evidence as a whole is a serious and sad oversight which – nonetheless – can and should be remedied for the good of humanity.
Personal dislike for the ET presence theme or for it not conforming to established theory, regular methods and procedures and known facts (as implicit grounds for not looking into this) already smells incredibly out of touch and in itself less credible. Evidence (however unique) and experience (however different from stable reality patterns) should dictate the scientific course to follow.

However, I think that complementing faith with classical “and intuitively-obvious” physical science is simpler than what may be in store for upcoming theologians. All cultural leaders will have to stop sustaining extremely conservative stances as per the ever-more-evident extraterrestrial presence not necessarily manifesting in a classical material ‘realistic’ or classical- intuitive way. The space-time altering phenomenon seems to interact more with subjectivity, meaning and qualitative factors than classical phenomena.
Issues for an Upcoming Theology After rather simple generalizations about possible intelligent extraterrestrial biological existing only in our physical universe are superseded by a realization of the multilevel-multidimensional diversity of actual contacts with extraterrestrials already ocurring semi-discretely, a conceptual challenge will arise. I think this will occur when science and gradual ET disclosures advance to the point of exposing extraterrestrial diversity and complexity in relation to the dependence of multiple physical realms on non-physical realms. This sophistication about the multi dimensionality of creation will call for a more sophisticated theology.
According to some believable contactee friends, this gradual reconnection with -a long forgotten- ET life will increase after December 21st, 2012 which will mark a “point of no return” towards ending our relative and conceptual isolation from the rest of the intelligent Cosmos. What may ensue is an awareness of additional theological implications in relation to how different extraterrestrial beings may have been affected by a more universal type of Fall into sin (defined as an interpretive mistake or deviation from an adequate relation with God through the Logos).
The “Fall” would also have included non-physical (non-ET) angelical creation-helpers established in a higher, non-physical realm and capable of negatively influencing and-or challenging a variety of physical civilizations some of which may have also “fallen” for it and some of whom may have resisted. Many civilizations may have suffered a form of Fall. Perhaps all of creation was somehow implicated. This is also part of contactee lore. Considering that human witnessing is decisive for faith and for validating human experience in general (as Monsignor Balducci proposed), I would say that in-depth ET contact research also suggests that there is credible witness evidence that some extraterrestrials some some the many mansions in the “Physical Multiverse” may have also been swayed more than others by this Fall originating in beings from yet other higher ontological mansions in a higher ontological non physical realm. Accordingly, different context-dependent ways to reconcile with the Creator (the Profound LOVE of Cosmic Consciousness) by positing different kinds of interventions by the LOGOS, perhaps other incarnations of the Christ-Logos Principle may become necessary as we gradually learn how complex the history of the entire Cosmos may really be and grow out of our cosmic parochialism.
Again, we must collectively find how in relation to extraterrestrials- the partially understood essential truths expressed by today’s religious leaders (of all sincerely-inspired world faiths and denominations) may harmonize much better with each other. To advance the cause of reasonable faith in this global-planetary (and perhaps soon-to-be) new cosmically aware age we need to converge the most plausible truths under a truly spiritual, non-reductionist, integral attitude. In our untapped potentials must be ways to overcome excessively dividing fractional thinking.
Integral metaphysicians like Fritjoff Schuon which profoundly and reasonably explored the mystical (but also simultaneously rational) “PRINCIPIAL” shared core of WORLD RELIGIONS discovering common truths could function as guides for the mind-expanding and sentiment-expanding stages leading to a more mature world civilization to come. We need that. We need more world unity andf to beging perceiving that religions have a deep shared core.
Protestant minister Gary Bates (2009) of Creation Ministries International stated that the entire focus of creation is mankind on this Earth. He may be correct in that the entire focus of creation is mankind but he may be clinging to a false interpretation if we limit mankind or human kind to Earth. He may be rightfully defending his understanding of a pure version of Christianity against excessive flights of fancy and I applaud him for that. However, the expansion of concepts is slowly but surely coming for the good.
Perhaps, if we think about mankind not as quantitatively limited to this Earth, but as defined by an essential quality of consciousness and mode of being capable of personally relating with God in a uniquely profound way, a being created by God’s infinite power in innumerable, beautiful, varied forms and measures in His Cosmos, an intelligent, self-aware being equally capable of saintliness as of paying homage to temptation into sin (or error), we may approach a more useful understanding.
The outer appearance of this essential being “created in His image and likeness” may be similar or vary but the essence -qualifying as human- may not. The role of God personally creating Man in each habitable planet or as a universal template (the Adam Kadmon of Jewish mysticism?) after which particular beings representing God and His template molded particular human-suitable forms will need to be carefully addressed. We may also need to further inquire and discover which created physical beings (of different physical forms and physical “densities”) do not correspond to the category of “Man” but must, nevertheless, be essentially loved and respected as they would still be part of God’s Creation.
Some beings may have instincts and a biology that enslave them more reducing their free will and some may be quite benevolent and protective of our highest potentials but nonetheless more mental and lacking a degree of sentiment necessary to approach the higher creative echelons of reality and God. We will also need to essentially understand those (human or humanoid in appearance or not) who do not respect us because we have been unconscious and a peril to the planet, becoming more aware, not necessarily allowing them to hurt us or to replace us as a species but assisting them with compassion to align themselves with God’s will. It is us who need to awaken first and be an example without co-dependencies on extraterrestrials or traditional xenophobic enmity responses.

To advance the cause of reasonable faith in this global-planetary (and perhaps soon-to-be) new cosmically aware age we need to converge the most plausible truths under a truly spiritual, non-reductionist, integral attitude. In our untapped potentials must be ways to overcome excessively dividing fractional thinking.
Integral metaphysicians like Fritjoff Schuon which profoundly and reasonably explored the mystical (but also simultaneously rational) “PRINCIPIAL” shared core of WORLD RELIGIONS discovering common truths could function as guides for the mind-expanding and sentiment-expanding stages leading to a more mature world civilization to come. We need that. We need more world unity andf to beging perceiving that religions have a deep shared core.
Protestant minister Gary Bates (2009) of Creation Ministries International stated that the entire focus of creation is mankind on this Earth. He may be correct in that the entire focus of creation is mankind but he may be clinging to a false interpretation if we limit mankind or human kind to Earth. He may be rightfully defending his understanding of a pure version of Christianity against excessive flights of fancy and I applaud him for that. However, the expansion of concepts is slowly but surely coming for the good.
Perhaps, if we think about mankind not as quantitatively limited to this Earth, but as defined by an essential quality of consciousness and mode of being capable of personally relating with God in a uniquely profound way, a being created by God’s infinite power in innumerable, beautiful, varied forms and measures in His Cosmos, an intelligent, self-aware being equally capable of saintliness as of paying homage to temptation into sin (or error), we may approach a more useful understanding.
The outer appearance of this essential being “created in His image and likeness” may be similar or vary but the essence -qualifying as human- may not. The role of God personally creating Man in each habitable planet or as a universal template (the Adam Kadmon of Jewish mysticism?) after which particular beings representing God and His template molded particular human-suitable forms will need to be carefully addressed. We may also need to further inquire and discover which created physical beings (of different physical forms and physical “densities”) do not correspond to the category of “Man” but must, nevertheless, be essentially loved and respected as they would still be part of God’s Creation.
Some beings may have instincts and a biology that enslave them more reducing their free will and some may be quite benevolent and protective of our highest potentials but nonetheless more mental and lacking a degree of sentiment necessary to approach the higher creative echelons of reality and God. We will also need to essentially understand those (human or humanoid in appearance or not) who do not respect us because we have been unconscious and a peril to the planet, becoming more aware, not necessarily allowing them to hurt us or to replace us as a species but assisting them with compassion to align themselves with God’s will. It is us who need to awaken first and be an example without co-dependencies on extraterrestrials or traditional xenophobic enmity responses.

The White House has once again launched “We the People,†an online platform designed to hear from the American public about their key issues. In the midst of a highly competitive election season, President Obama is once more reaching out to the public to show he cares about their issues. The White House website declares:“We the People provides a new way to petition the Obama Administration to take action on a range of important issues facing our country. We created We the People because we want to hear from you. If a petition gets enough support, White House staff will review it, ensure it’s sent to the appropriate policy experts, and issue an official response.â€Â Among the many petitions being launched, and hoping to pass the lofty 25,000 threshold, is one dealing with the famous Roswell UFO incident and the possibility that it was extraterrestrial in origin.
Steve Bassett from the Paradigm Research Group (PRG) has formally petitioned the Obama Administration to: “reinvestigate an alleged extraterrestrial vehicle crash near Roswell, NM in 1947 and an Air Force cover-up of the facts.†In support of his petition, which he titled, “Disclosure Petition V – Roswell,†Bassett cites a former astronaut, military officers and a retired CIA officer who all believe that something out of this world really did happen at Roswell:
Lt Col. Philip Corso (USA) “I came into possession of the Roswell File. This file contained field reports, medical autopsy reports and technological debris from the crash of an extraterrestrial vehicle.”
Capt. Edgar Mitchell (USAF/NASA) “Roswell was a real incident, and that indeed an alien craft did crash, and that material was recovered from that crash site.”
Chase Brandon (CIA) “It was a craft that clearly did not come from this planet.”
Lt. Col. Richard French (USAF) “There were actually two crashes at Roswell.”
Bassett even cites Gov. Bill Richardson to support his petition for a new investigation: “The mystery surrounding this crash has never been adequately explained – not by independent investigators, and not by the U.S. government.”
I contacted Steve Bassett and asked him a few questions about his current petition which is the fifth in a series of White House petitions launched by him
Q1. Why is this petition important?
Disclosure Petition V focuses on Roswell and is aimed to point back to the White House response to Disclosure Petition – I claiming there was no evidence for extraterrestrial engagement of the human race or for government suppression of any evidence for such.
The immediate effect of the White House “We the People” project was to permit the ET issue to be posted to the White House website for the first time. This was a milestone.  As it happened the first Disclosure petition received the necessary 5,000 signatures triggering a formal written response from the Obama administration – also a first.  It remained up on the White House website for two months.  The subsequent Disclosure petitions were posted for 30 days each.  This is not just any website, it is the Internet presence for the President of the United States, and since September 22, 2011 the ET issue has been addressed on that website with regularity.
I expect the “We the People” section to be closed after the election, regardless of the outcome. Until then, PRG will continue to post Disclosure petitions to the site.
Q2. What was the White House response to your earlier petitions on UFO disclosure? Do you expect a different response this time? Why?
There will be no White House response to Disclosure Petition V – Roswell as there is little chance it will acquire the necessary 25,000 signatures. The “We the People” project is fading out, largely due to actions by the White House. There is an upside as the number of posted petitions has shrunk to about 30 providing the Disclosure petitions more visibility.
Q3. What do you think will happen if you achieve the 25,000 threshold?
Under their own rules 25,000 signatures would generate a White House response. It would be quite interesting to see how the White House would maneuver around the statements of Col. Corso, Capt. Mitchell, Gov. Richardson, Agent Brandon and Col. French. Essentially, these men have called the U. S. Air Force a liar. Awkward. Such contradictions are rife throughout the truth embargo. However, as long as the public and the media are willing to live with these contradictions, the truth embargo will continue.
After the first successful petition, Phil Larson from the White House Office of Science & Technology Policy, officially responded:
The U.S. government has no evidence that any life exists outside our planet, or that an extraterrestrial presence has contacted or engaged any member of the human race. In addition, there is no credible information to suggest that any evidence is being hidden from the public’s eye. However, that doesn’t mean the subject of life outside our planet isn’t being discussed or explored. In fact, there are a number of projects working toward the goal of understanding if life can or does exist off Earth.
Larson went on to discuss the Search for Extraterrestrial Life Initiative (SETI); the Kepler Space Telescope seeking Earth-like exoplanets; and the Mars Science Laboratory, as examples of government projects focused on possible extraterrestrial life.
If “Disclosure Petition V – Roswell†does reach the 25,000 threshold it would be helpful to know if Mr Larson or the White House Office of Science and Technology Policy could give a different response this time. The official Obama Presidential Campaign slogan is Forward – it would be good if we could move forward on a genuine investigation of the Roswell UFO Crash and possible cover up of extraterrestrial life.
