In the article “LUIS ELIZONDO: MUFON’s Exclusive Interview” that came out in the May 2018 issue of the MUFON Journal, I found important points to think about and which relate with AATIP (The DOD’s Advanced Aerospace Threat Identification Program) and with TTSA (To the Stars Academy of Arts & Sciences). The article authors were Chase Kloetzke, Kerry McClure and Roger Marsh.
Elizondo’s POINT 1) It becomes unclear whether TTSA will be allowed to reveal details of the metamaterial allegedly obtained from a UAP. After explaining that it is a mistake to call it a “metal alloy” Chase Kloetzke and MUFON colleagues-authors write:
“Lue (Luis Elizondo) was unable to answer if the material was used to develop anything, but added, “One would assume that we want to analyze and try to exploit as much as possible any type of new material that we find. So, we’re most likely not going to hear too much more of that, much like all of a sudden we have Velcro or Teflon.”
My COMMENT: To avoid dangerous technology from reaching the whole world I think that at least a few highly credible scientists should sign a non-disclosure agreement and verify the unique, non-earthly characteristics of the metamaterial(s) and publicly testify under oath to Congress that what they’ve seen and scientifically verified is unlikely to have been manufactured by any known country. This would give more credence to the confirmation/disclosures thus far given. It’s been 73 years+ of skeptics and scientists asking for a “physical evidence” related to genuine UFOs and now that it has been announced it should not be considered “evidence given” based only on the credibility and authority of the TTSA members. Civilians and various institutions should assist TTSA in research. This is a great opportunity for the scientific community to rise up to the challenge. The more social forces care about the subject the more information will be released and processed in a healthy manner.
Elizondo’s POINT 2) MUFON researcher Chase Kloetzke asked Mr. Elizondo if they learned anything that keeps him up at night. The reply was “I think it’s not necessarily negative.I think we are in the precipice of potentially understanding a new paradigm. You know, mankind, our evolution has been marked by moments of clarity….I believe we are on the precipice of understanding a little bit more of our place in the cosmic neighborhood and I think that should be exciting and thrilling. We must remain cautious and diligent, but I’m not sure we necessarily need to be afraid. Concerned, sure. I’ll buy that. Afraid, I don’t think so.”
My COMMENT: I’m glad he has not seen signs of danger in the UAP, intelligent phenomenon (besides its use of unauthorized airspace as modern nation-states legally think about “their” airspace). This coincides with about 90%+ of the survey responses by experiencers in the F.R.E.E. survey. However, IF other reports (based on more specific testimony) of a space fleet needed to defend Earth against intruders (with the assistance of other benevolent civilizations) is true, the issue would be more complex than expected.
Elizondo’s POINT 3) MUFON QUESTION: Is there a space force? ANSWER: “Lue smartly answered, “Next question. Can I buy a vowel?”
My COMMENT: What does this mean? Does it mean that, yes, there is a secret space force that he is aware about but cannot mention? If so, is it elementary-initial level or super advanced as some insiders claim? How is TTSA going to sort out this issue in the future? How far does the “rabbit hole” go?
Elizondo’s POINT 4) MUFON asked: “MUFON has had many cases with Government intervention, reports and even investigations that included military jets or helicopters chasing UFOs….Is there any desire for To the Stars Academy to look at some of this evidence?” ANSWER: “To the Stars Academy of Arts and Science intends to look at…all of these incidents.” Lue answered, “No matter how serious or how ridiculous, we want the full spectrum. We want chips to fall where they fall and let the data speak for itself while we develop and fully implement this community of interest. It is going to be every bit as capable as Google or anything else.
This is the first time we can analyze data nearly in real time, in a manner that allows us to determine very quickly: is it something legitimate or is it a hoax?”
My COMMENT: Great! The “full spectrum” is a truthful attitude especially for a complex subjects with many interrelated aspects.
I believe that TTSA will be allowed to reveal more IF the TTSA community and the human community at large becomes interested and shows that it can handle the information constructively. This seems to coincide with the overall attitude of most UAP intelligences. However, “full spectrum” should include the psychic and consciousness connection, the contactees and experiencers, their alternative histories of mankind, how the cosmic community is structured, possible interventions on humanity (genetic and cultural) and the human community should be able to digest this constructively after its various narrative probabilities have been studied and sorted out with as much scientific methodology as possible.
Elizondo’s POINT 5) When Mr. Elizondo was asked “What is your best guess on the intelligence behind these craft?” He replied, “I think there’s lots of possibilities. But as I said before, itcould be from outer space, inner space or the space in between. …But let’s look at another paradigm here: the present is nothing more than an infinitesimally small point in space-time.
Probably measured in plane-time, in which elements of the future become elements of the past, right? And everything that we do as human beings is experienced in that infinitesimally small moment of space-time; by the way, it’s not static, it’s moving. In fact, one could use the analogy, time is like a fuse, and the parts of the fuse that have already burned that are ashes – that’s the past. The part of the fuse that remains intact – that is the future, and this moment, this flash right where the future becomes the past, is really hard to define, because if you were to zoom close enough, you would see parts of the fuse burn unevenly.
Parts of the future and parts of the past are kind of lying over each other, and we’re now seeing this in the quantum world….the electron is actually going through the fabric of space-time and is actually ebbing in and out of existence and reappearing at an infinitely fast rate. And so, therefore the electron is everywhere and nowhere at the same time.
So, if we experience everything through this tiny little optic, everything we’ve built, everything we’ve learned, every emotion, love, fear, hate, every experience as a human being is through this tiny little moment of space-time as we are moving forward. What if there were other species or even humans, where their understanding of the present, that optic, that spark, is maybe a little bigger?
Rather than being a point, maybe it’s a range. Mabe the understanding of the present isn’t a point, but it’s a range, and maybe there’s elements of the future and the past that are experienced as the present, and, therefore, what we perceive as linear space-time maybe others don’t. In fact, maybe these are things that have lived here forever, before us. Maybe, we share the space with them.”
My COMMENT: Yes,I also think that UAP intelligences may be able to experience a “wider present,” probably because they are capable of being consciously in contact with the atemporal…to see, let’s say, from above, more simultaneous probable futures and even one’s temporal line specific past and the probable pasts that did not specifically connect with our preferred temporal line frame of reference.
I consider the fact that these issues (whether correct or not) are being told by a former official, no-nonsense, accredited person that researched UAPs for several years as very important and mind-opening. Thank you Mr. Elizondo!! It is basically a more sophisticated admission of the serious possibility that we are in fact being “visited” by (in some ways) more advanced intelligences (simplistically known as “extraterrestrials”). Inner, psychological, experiential space and physical experiential space may connect in a more useful manner for these intelligences and our civilization needs to understand how this comes to be.
While the word “consciousness” was not mentioned, it was implicit as being able to perceive a wider range of “the present” relates with consciousness as the capacity to experience. Also, if we share the same space, perhaps our legal concerns about other intelligences manifesting in our detectable space would be concerns about the right to maintain our reduced experiential space-time (including its national atmospheric air space, oceans, inside the Earth’s crust space) without being interfered with. But what if there are other ranges of space-time on Earth that we have no access too? Shouldn’t we also recognize them as legitimate for the use of these UAP intelligences? Should we also legally accept their appearance in the specific space-time segment which we normally perceive? These legal issues are a sobering and beautiful challenge.
More of us really need to grow up (meaning to expand our views and identifications) and to personally work with these issues constructively in order to create a new civilization as demanded by wider facts; generating values to live with respect toward a more connected form of existence…a connection of experiencing consciousnesses in the deeper layers of reality which overcome less ontologically real space-time separations.
Meeting the challenge which involves these more formal “revelations” requires from us to successfully come to terms with the reality world of the “UAP intelligences” as a reality which is not separate from us, especially as their technology and the cultural, political and exopolitical implications of true UAPs and their intelligences become undeniable.
Mr. Elizondo also asks us as individuals in a society to “ask the hard questions and pursue the truth.” To become involved, to care about these issues and to recognize their importance. He said that that kind of inquiry should be done by true patriots; that To the Stars Academy should not be composed by “yes people.” I heartfully agree.
After speaking (in the 2018 Contact in the Desert Conference) with Mr. Peter Levenda the chosen writer for TTSA and (in the 2018 joint IRVA/SSE Conference) with Dr. Hal Puthoff a well-known physicist working with TTSA, I found them to be sincere, well-intentioned, reasonable and cautious in what they declare. I think that they are sincerely working with the information available to them even though they may personally suspect that other programs have been researching different issues and aspects at since since the so called “Roswell Incident.” I don’t think that most members of TTSA are necessarily pushing the idea of “an alien threat” or the continuation of a cover-up in order to further a deeply-seated mindset and some self-serving powerful individuals and entrenched interests within the military industrial complex. I think that this group of people are simply trying to understand what is going on in a moderate, rational, scientific way that can responsibly educate the public and I think that they are simply a bit weary of some (often insufficiently validated) less moderate declarations within the UFO community.
I also tried to speak with Mr. Elizondo in a conference organized by A.J. Gevaerd in Porto Alegre, Brazil but he didn’t arrive. There were questions which needed clarification and had been sent to me by other researchers…for instance why it was not mentioned from the very beginning that AATIP was in fact a secondary name for a program whose official code name was AAWSAP (The Advanced Aerospace Weapons Systems Application Program). It would have facilitated obtaining validation that the Pentagon-DIA research indeed existed.
As much as TTSA needs to reach out not only to the general public but to serious – more rational and scientifically careful – researchers in the UFO community, I think that the UFO research community also needs to overcome excessive suspicions and to be more supportive of the effort led by TTSA members, even if the latter (understandably) consider the possibility of a ‘threat’ as something that has to be logically considered, especially in connection with the Pentagon. I think that the UFO community needs to extend bridges towards TTSA with a friendlier attitude and for – all of us together – to expand our personal identification psychological barriers so as to carefully sort the wheat from the chaff.
In the three years that Corey Goode has been revealing his stunning information about secret space programs, extraterrestrial civilizations, and diplomatic meetings, there has been a steady build up to some major revelations about humanity’s future. It appears that a critical threshold was reached in a December 2017 meeting near the planet Saturn where multiple delegations met to discuss humanity’s future in light of the ending of 22 genetic experiments run by multiple human-looking extraterrestrial civilizations.
In a prior article, I discussed Goode’s report about an earlier December 16 “Super Federation” meeting he attended near the planet Jupiter involving over 60 human-looking extraterrestrial delegations, where he played the role of spokesperson for the Sphere Being Alliance. This is a group of higher density beings (6th to 9th density consciousness) who have been acting as a kind of Galactic umpire over the last few years to encourage diplomatic solutions to Earth’s multiple conflicts involving dozens of competing extraterrestrial groups, Inner Earth civilizations, global elites and secret space programs.
At the Super Federation meeting, Goode said he was told to relay to the assembled extraterrestrial delegations that their long term genetic experiments involving humanity needed to come to an end, and that humanity would be left alone to determine its own future. Despite some initial protests, Goode revealed that this decision was accepted by the Super Federation, making it possible for another diplomatic meeting a few days later (December 19-21, 2017) where the process for creating a new Super Federation governing human affairs would begin.
To some, what has been written so far may sound delusional and many will demand evidence to prove at least part of it before even considering it possible. At the moment, however, there is no hard evidence to substantiate Goode’s claims. On the other hand, there is no hard evidence to disprove any of them either, despite determined attempts by some critics to discredit his testimony and credibilty.
In the three years that I have been researching and writing about Goode’s incredible assertions, I have found no evidence of deception. Instead, I have found multiple sources corroborating his information from many different perspectives, e.g., whistleblowers/insiders, documents, and contemporary events.
My research has been documented in three books so far, which detail, compare, and analyze his amazing claims. Comprising over 1200 written pages and 1500 references, the clear conclusion reached in the Secret Space Program Series is that Goode is very credible, honest and truthful about the events he has witnessed, and taken part in.
In addition, I have met and communicated with senior military intelligence officials who have likewise accepted Goode’s information as accurate, and have quietly assisted him with some very high level national security information. If Goode was perpetuating a hoax, as some of his critics contend, I doubt such high level officials would be helping him.
For those drawn to the Corey Goode information, keeping an open and discerning mind is required to fully understand what he is telling us, and how it is relevant to our lives. Goode’s revelations not only inform us about key historical events and political processes that have not been publicly disclosed, but also what the future holds for us.
It’s quite clear that Goode has been chosen to play a unique and special role as a witness to extraordinary galactic events and meetings occurring today. He has no other formal role except occasionally acting as a spokesperson for the Sphere Being Alliance when they choose to appear at off-world diplomatic meetings. Where Goode is used to relay information to participants even when the Sphere Being Alliance members are physically present.
This was spectacularly demonstrated at a meeting in March 2015, where afterward Goode described how he appeared on stage along with two members of the Sphere Being Alliance before roughly 120 VIPs and delegates drawn from multiple secret space programs, global elites and private civilian groups at a secret facility on the Moon called Lunar Operations Command. It was this March 2015 meeting that launched Goode into a series of meetings, abductions, and encounters, which subsequently led to the December 2017 meetings that have become the most significant to have occurred so far.

It is Goode’s role as delegate for the Sphere Being Alliance, and the status this accords him from the perspective of other groups and forces both on and off-planet, that requires us to keep an open and discerning mind to what he is telling us. Goode is giving us all vital information about events that lie ahead, and we should not be distracted by the noise of competing voices wanting to distract us, intentionally or not, from important galactic developments.
This takes me to the most recent galactic meeting that Goode attended, only a few days after the December 16 Super Federation meeting near Jupiter. He discussed both of these meetings in a January 13 article and his March 27 Cosmic Disclosure interview.
Goode described being taken to a nearly identical temporal anomaly near Saturn by representatives of seven Inner Earth civilizations. The craft that transported him had a total of 40 Inner Earth participants comprising the seven groups.

Intriguingly, Goode says that these Inner Earth beings are descendants of humanity’s future selves, a small group of whom time traveled into the distant past to maintain an optimal timeline. They did this to ensure that Draconian Reptilians would not overtly take over the planet, thereby establishing a global tyranny.
Goode says that when he arrived at the Saturn facility, he was met with representatives of 52 civilized worlds from the local cluster of stars in our region of the Milky Way. In his March 27 interview, Goode described the physical appearance of these representatives:
They were all humans of different types, and most of them were not Caucasian. They were different types of olive skin, brown skin, and even a kind of a tan skin. But they were representatives of each of the local 52 stars. And they are all basically our cosmic cousins. They are human beings, just different types.
He pointed out that one of these groups, the famed Olmecs who had mysteriously helped develop human civilization, were in fact extraterrestrial refugees relocated to Earth due to the Draconian control of their home world.
Many, many, many times on Earth in our history, refugees have been brought from other planetary systems to stay here and live here. And they’ve lived here for many generations at times. That was the Mayans. But the Olmecs, when there was a major issue going on in their star system, many of them were brought here as refugees to survive here and wait out the issues there. Then they were brought back.
In past interviews, Goode has described his interactions with “Mica”, the representative of the Olmec group, who had previously played Goode’s role as the Sphere Being Alliance representative for his civilization.
According to Goode, neighboring star systems have experienced similar histories to our own in terms of corrupt global elites secretly allied with a group of extraterrestrials described as Draconian Reptilians. In these adjacent star systems, the Sphere Being Alliance appeared and choose a single individual to be their delegate/spokesperson in the subsequent negotiations and struggle to rid the planet of the corrupt elite control systems that plagued these worlds.
Each of them have either been in contact with the Blue Avians or the Triangle-Head being and gone through a similar thing that I have in their planetary system.
Apparently, in all these worlds, the function of the Sphere Being Alliance delegate/witness was to relay what was being observed to the rest of the population. This was a critical aspect in the awakening of each planetary population, and gaining freedom from their corrupt elites and Reptilian overlords.
Well, we were told that we were witnesses, that we were the conduits for each of our collective consciousnesses, that each of our groups was a collective consciousness on our planetary systems that we were on, like here on Earth. The information I was receiving, what I was witnessing, was on behalf of the collective consciousness here in this Solar System.
At this Saturn meeting, Goode says he was chosen once again to play the spokesperson for the Sphere Being Alliance members before the assembled delegates. The three Blue Avians and Golden Triangle beings that were present said they would be leaving our physical reality and would be replaced by another two members of the Sphere Being Alliance, as Goode had previously announced in 2017.
All present at the Saturn meeting were subsequently introduced by Goode to the new Sphere Being Alliance members who “began to give us some cosmic ground rules for going forward.”
They would be responsible for assisting humanity in an unprecedented era where it would not be dominated by competing extraterrestrial groups. Essentially, humanity would be fully informed about the truth of their global situation, and would then be able to determine its future free of corrupt elites and extraterrestrial interference.
Of particular interest was the appearance of a group of entities called the “Sentinels” at the Saturn meeting, who are custodians of still functional Ancient Builder Race technologies that are up to two billion years old. Up to approximately 500,000 years ago, according to Goode. Builder Race technologies were used to establish a very powerful protective grid around our local cluster of 53 solar systems (52 + Sol), to keep out aggressive extraterrestrial races until it was destroyed in an internal Solar System wide war.
The Sentinels communicated with the Sphere Being Alliance in a spectacular light show that all participants witnessed. This was very significant since it suggested that the Sentinels would continue their present role, thereby ensuring that Builder Race technologies that continue to operate would only be accessed by individuals whose ethical standards and behavior meet with the high expectations set by the Sphere Being Alliance.

Goode has previously described how “Gonzales”, a U.S. Navy Lt Commander, had been turned away by the Sentinels when he approached one of the functional Builder Race installations. The Sentinel told Gonzales that he lacked humility, and a request was subsequently made for Goode to make the same trip later to learn about the installation.
Builder Race technology is particularly relevant to nations with military run secret space programs, such as the U.S. Navy’s Solar Warden, wishing to extend contemporary military concepts such as “full spectrum dominance” into outer space battlefields. It is doubtful that the Sentinels would allow Builder Race technologies to be used in this way for the military benefit of a single nation or planet.
Goode was told that a new, and more representative, Super Federation would be assembled. Then the newly liberated and now awakened humanity would interact on a more equal basis with the different extraterrestrial groups, and would be joined by representatives from the nearby 52 star systems.
Goode also said that at the December 16 Super Federation meeting had a representative from the “Council of 200” (a corrupt elite control group) seated as the head of the Earth delegation. Presumably, our newly awakened humanity will at some point choose a more representative individual as humanity’s spokesperson for Galactic affairs.
It will be very interesting to see what process is adopted by our planet’s seven billion inhabitants and/or their political representatives to choose one or more delegates to a newly reconstituted Super Federation. I highly doubt the global populace will accept major nations simply choosing a representative similar to how the United Nations Secretary General is appointed without any kind of grass roots participation.
In addition, the Inner Earth beings will be represented in this expanded Super Federation, presumably opening the door for them to further interact with surface humanity, and publicly reveal themselves in the near future.
As to when all these stunning changes are going to be publicly revealed, Goode has discussed an upcoming series of solar flash events that will act as the trigger for full disclosure and humanity’s awakening.
A consortium of extraterrestrial races conducting long term genetic engineering of humanity has been told to end its historic interference according to Secret Space Program insider Corey Goode. As a result of this, and related “galactic diplomacy” developments, he says that humanity is about to embark on a thousand years of uninterrupted peaceful development as a fully autonomous member of the galactic community.
Goode has just released an extensive update with his latest experiences involving extraterrestrials, Inner Earth entities and secret space programs in a joint article written with New York Times best selling author David Wilcock. While Goode’s update may read like a science fiction space opera, his Cosmic Disclosure Gaia TV interview series with Wilcock has generated hundreds of thousands of views, and a devoted following convinced of the veracity of his claims.
In my own research of Goode’s claims since March 2015, I have not found any evidence of fraud or deception. Instead there has been much circumstantial evidence supporting his claims which have been detailed in a number of articles, and more extensively in a 2015 book comprehensively examining his claims in light of such evidence along with corroborating witness testimony.
The most recent examples of circumstantial evidence concern Goode’s revelations of extensive underground facilities in the Moon where large bases had been secretly built. In 2017, scientists confirmed the existence of massive lava tubes in the Moon which could support large cities. The size of the Moon’s caverns were large enough to fit a large metropolitan city, as illustrated in the following diagram showing how Philadelphia could easily fit inside one of them.

In his latest update, Goode discusses being taken into the Moon where he traveled through its network of lava tubes.
There is an extensive amount of information in Goode’s portion of the joint article which is over 10,000 words. Given the extensive material, I will focus on arguably the most significant event, which concerns what he was told about the extraterrestrial consortium, the “Super Federation”, being compelled to end its long term genetic experiments.

Goode begins by describing how he was taken to a Super Federation meeting:
In one of these dream-state communications I was told that I should prepare for a series of meetings with the Super Federation and the “Council at Saturn” in the next few days.
On Saturday, December 16, 2017, at a little after 3:30 AM, a blue orb appeared in my room. I got up and put on the nice clothes that I had laid out next to my bed the night before….
I then faced the orb and indicated that I was ready to be transported.
Goode described being taken to a temporal anomaly near Jupiter housing a large diplomatic facility where the Super Federation conducts its regular Assembly. He has previously discussed participating in various roles as part of an Earth delegation in the Assembly.
In his update, Goode discussed his new role where he would address the entire Assembly as a spokesperson for the Sphere Being Alliance, a recently arrived group of higher density extraterrestrials (6th-9th) whose abilities and technologies far exceed those of the extraterrestrials running the long term genetic programs on Earth.
I was starting to get a bit shaky when I figured I would just get it over with. I thought to myself, “I am ready.” Immediately, Tear-Eir and the Golden Triangle Being were standing behind me, very much in the same manner as when they had first appeared with me in front of the SSP Alliance at the LOC.
Goode has previously described Tear-Eir as a 6th density being who has mentored him since 2013, and appointed him to play the critical role as the Sphere Being Alliance’s delegate at a meeting at Lunar Operations Command (LOC) in March 2015, before a consortium of human space programs called the Secret Space Program (SSP) Alliance.

Goode states that the process of appointing a normal citizen to represent the Sphere Being Alliance in diplomatic negotiations with the major space powers and extraterrestrial groups in a solar system has been repeatedly followed in our local stellar cluster of 52 star systems.
It appears that this diplomatic formula has been used to overcome the usual power disparity where the will of normal planetary citizens are ignored by planetary elites and their extraterrestrial patrons. Goode certainly appears to be a good choice for such delegate as he has a common touch that appeals to many watching his interviews.
Goode was chosen by the Sphere Being Alliance, to overcome this power disparity on Earth, and give the normal citizenry of our planet a voice in diplomatic negotiations concerning their future:
Tear-Eir addressed me and said “Repeat everything exactly as I communicate it to you,” to which I nodded in agreement. I then turned to the delegation once more and began to speak.
I then spoke the words “We greet you in the love and light of the one infinite creator” at which time both Tear-Eir and the Golden Triangle being put their palms forward and bowed. I mimicked what they did. I felt a very deliberate yet loving energy coming from Tear-Eir….
He was having me address groups of beings by both their name and where they came from. Tear-Eir began to discuss cosmic agreements over these programs that have been made and broken over oceans of time. It seems that each of the 52 stars in our local star cluster have gone through similar programs.
Tear-Eir then announced that the Super Federation as they knew it would soon be disbanded, as had been done in countless other star systems in accordance with Comic Law.
Tear-Eir further stated that soon 2 more Guardian Races would come to replace the Blue Avians and Golden Triangle Beings. At that point, the new Guardians would guide the Super Federation through consolidating and closing down these programs.
Goode then described a vehement protest by the extraterrestrial races in the Assembly, who were then reminded of the superior technological power possessed by the Sphere Being Alliance (aka Guardian Group) that had been militarily exercised in previous past situations:
Tear-Eir then had me say “remember the Ponce System.” I had a flash of some sort of military conflict between a few of the Super Federation groups and a Guardian group that was enforcing a similar situation in a far-away star system, long ago.
The incident seemed significant to everyone present, except the Earth Delegation and myself. The delegates returned to their seats and waited for me to address them again.
What Goode just described appeared to be a veiled threat by the Sphere Being Alliance/Guardians that basically forced the Super Federation to accept the terms that had been laid before them. He went on:
Tear-Eir then had me state, “Humanity has had much to overcome. In this new phase, this council will soon disband.
“Humanity’s “Cosmic Family” will assist them in healing and guiding them through the management of their own genetic and spiritual growth.
“This council will attend to its members incarnated on Earth, until which time humanity requests that you remove them.
“Humanity will be offered an official seat at a new Super Federation Council.
“These Cosmic Family members will use their experiences as a part of these programs to help guide this council in further ongoing programs across this Galaxy.”
Soon after, “Gonzales”, a pseudonym for a U.S. Navy officer that has worked closely with Goode in his space encounters since 2015, spoke about the significance of the development:
He said “Do you know what this means?” I looked at him and said, “Humanity will not be controlled and experimented on by dozens of ET races who think they are gods?”
He smiled and said, “They are the gods from our myths…. But, yes. And it means that the Galactic Federation, which the Sphere Being Alliance is a part of, will now assist us with the Draco Empire.
“They will not remove them for us, but will provide support that allows us to clean up our own house. We will really only have to contend with the AI threat until the series of solar events clear them from the Sol System.”
Goode was next informed about a 1000 year galactic energy anomaly that will make possible an era of unprecedented human evolution and development:
I was shocked and said, “The Sphere Being Alliance is non-violent; how will they confront the reptilians?” He said, “I think we will have to watch that play out together. After the series of solar events, the Draco will be energetically expelled from this system.
“An incompatible energy will emanate from the Sun for about a thousand years.
“Many reptilians will try to remain hidden on Earth in temporal fields and within heavily shielded bases deep in the Earth, as they have for prior cycles.
“Humans will be responsible for rooting them out of their hiding places.
“During that time, the Draco will be unable to return to this system.” …
I asked, “Why for only a thousand years?” Gonzales looked at me and said, “Sounds Biblical, doesn’t it?
“The Earth is near a Super Gate. Those are quite special. The only alternative is to block their access to a system the super-gate is near. After Humanity has been through disclosure and the solar events, the reptilians will be of little threat.”
I asked “Who manages this energy field for the thousand-year period?”
He stated, “The thousand-year energy fields seem to be a natural part of the cosmic web’s cycles and energy flow.”
He stated that according to his info, this thousand-year cycle is “not something set up by Galactic Federation assets.”
Goode has not offered any hard evidence to support his claims. Aside from some circumstantial evidence and corroborating claims by insiders such as the recently deceased William Tompkins, Dr. Pete Peterson, and others known to David Wilcock, there appears little to corroborate his incredible claims.
The lack of hard evidence has led to some critics claiming Goode is a fraud, and even led to an extreme form of character assassination against him and his closest associates. However, a close examination of two of the most well-known critics shows they deliberately omitted and skewed important background data that supported Goode’s professional background. This doesn’t prove Goode’s testimony to be genuine, only that persistent efforts to discredit or debunk him fail to be persuasive.
Goode’s testimony is ground breaking and until there is clear evidence showing him misrepresenting or concocting events, he deserves to be taken seriously given the strong public interest in his case, and growing fan base. If his testimony is accurate, as I continue to believe is the case, then he may just have participated in major off-planet diplomatic meetings that directly impact humanity’s future, and ushers in an unprecedented 1000 year age of freedom from extraterrestrial interference.
(We need a more constructive, participatory approach that can also be objectively verified)
Conscious Ufology: Like the study of meteorology, UFO phenomena are not easy to reproduce at will. Like social groups it is also difficult to predict how the phenomena are going to behave. However both meteorology and sociology are practical and valid fields of modern science with useful degrees of predictability. But the key to a more advanced ufology doesn’t rest in forcing or attempting to reproduce phenomena at will but instead to work as a new breed of scientists in a more participatory way. And, yes, it is in part like in the social sciences. The subject becomes involved with the object (and vice-versa) but what would correspond to social effects becomes physically visible in a way that deeply affects the ordinary behavior of matter expressing internal aspects that appear to “change reality.”
What we normally call “reality” can shift as subjectivity interacts with deeper material potentials. Here subject and object affect each other more deeply. Unlike the patterns of physical matter studied by classical physics, the physical patterns of genuine “anomalous,” otherworldly UFO phenomena are not completely stable but instead malleable and interactive, more inclusive of what seem to be more involved quantum macroscopic effects through mental coherence. That which is not normally detectable in common physical patterns becomes momentarily detectable as physical matter itself seem to show aspects that are normally hidden. The interplay between consciousness and being becomes more ALIVE and modifies stable physical matter and spacetime.
Retrocausal spacetime cancellation (accompanying the greater effect of subjectivity) also seem to be at work here.The regular scientific method is useful for many of ufology’s aspects once a trace, record or modification has been left but it is also insufficient in terms of a live interactive situation. Therefore, serious ufologists need to evolve their “proto science” accordingly (let ‘s think of “proto science” as a field of inquiry with emerging scientific aspects and with the potential to become a full-fledged science). And with this, the scientific method itself (as applicable to a whole new range of natural phenomena) can also evolve.
If we were to learn to respectfully summon genuine, otherworldly UFO phenomena in a participatory way by blending our subjective intelligence with the intelligences behind UFOs and were able to record the evidence, we would begin the next stage of ufology that would be more experimental and more participatory. And now that we are talking about “participation” in which subjects are involved, we need to talk about rights, respect and rules of engagement, both for humanity-respectful, intersubjective, inter-reality ET intelligence and for the small % who may not be in our best interests; not over-emphasizing the negative as this may be way too limited, an extension of the old warmongering mentality and deleterious in the long run for humanity.
There is a room for the military, even for defense against some ETs and for keeping some technological secrets from the public but the new approach must be about BUILDING COMMUNITY, finding and teaching a more connective universal paradigm. More members of humanity should grow to the point of not being vicariously represented by people with a traditional dichotomous mentality, however well-intended some may be. Unfortunately, predominant, classical military mindsets seem to be in those capable of being culturally influential and willing to take UFO-ET matters seriously. And they count with great material resources. Most other institutional cultural leaders do not care or want to risk getting involved. Revealing, communicating and educating is great but NOT with the Evil alien mindset underneath! This will expose humanity, the U.S., “them” and all of “us” to a continuity of problems. Like begets like.
It’s as if every time there is a massive institution involved, the discourse is distorted towards mass marketing, you name it: the Church or churches, universities, the film industry, the military, aerospace corporations handling UFO and retro engineering for better weapons, even the largest civilian UFO organization as it expands is falling into this. Big institutions suffer from a disconnection syndrome from the common folk, whom they are suppose to benefit. The practical, decision-making political power of the common man is almost nil compared with that of corporations and their lobbies. For the most part, the needs of the latter are heard over the needs of the former. And the first victim is the truth itself that should serve The People to make good assessments, to evolve in solidarity and choose wisely. That barrier between large, recognized institutions and The People prevents and stalls a beneficent outcome as per the extraterrestrial situation. And this lingers on and on year after year, all the while the small voices of The People, the grassroots having experiences is shared with modest repercussions. It is time for a major grassroots revelation, not manipulated under an “evil alien” institutional presentation. It is time for The People to prevail over the institutes that should in fact represent them much better under a “representative democracy” but which are controlled by “the few.” It is time for a very serious consciousness shift. To stop reinforcing through entertainment, catering to fear-based narratives or by excessively propping up marketing through negative news and views, or else we will remain behind the times.
For a proper Galactic Diplomacy to succeed we need much more comprehensive assessments. And we need a more constructive, participatory, intersubjective approach that can also be objectively verified. And, along new scientific perspectives, we need to evolve our ways of feeling, judging, relating.
Hasn’t Tom DeLonge heard something credible about the need for “Conscious Evolution?” Tom needs to think about learning to work peacefully with our forefathers, in fact, space relatives; specially those aligned with the expectation that humanity will succeed in developing its full potential. This doesn’t discard God or the possibility that several ET civilizations intervened our developing species in the past some for good, some for illth. But the overall picture emerging shows that we do not need to over-emphasize the negative aspect. Neither deny but nor over-emphasize.
Hasn’t he studied the many, in fact thousands, contactee-experiencer testimonies about mostly pro-humanity extraterrestrials given by sane people (even anonymously) whose voices cannot be denied and also HAVE TO be seriously considered? Unfortunately, his assessment of the situation – however popular it might get – seems to be really skewed by personal preconceptions, biases that incline him towards an “us vs them” limited and selective way of seeking information. Experiencers at large and dedicated, long-standing research such as Mary Roswell (author of “The New Human: Awakening to our Cosmic Heritage”) show that our perspectives and our conscious capacity to handle multiple perspectives without being dominated by an “us vs. them” mentality is key to work a healthy exopolitical relationship with multiple ET intelligences.
The enormous possibilities that Consciousness brings are applicable to humanity, to its awakening, (even for being respected by the few less respectful ET varieties without the need to over-rely on technology) and are much greater than a classical over-extended, dualistic, military-technological approach.

If the declarations by William Mills Tompkins as heard in the interview posted by Dr. Michael E. Salla in YouTube (see link below) represent true facts, is there a secret “council” (Majestic-12, MAJIC, SIG?)

Dr. Deardorff’s Summary in “Possible Extraterrestrial Strategy for Earth” reads as follows:
“The arguments are reviewed which hold that our Galaxy is nearly saturated with extraterrestrial life forms, that our existence requires in hindsight that they were and are benevolent toward us, and that our lack of detection of them or communications from them implies that an embargo is established against us to prevent any premature knowledge of them. An inconsistency is detected, in that any sudden lifting of the embargo in a manner obvious to the public would cause societal chaos and possibly touch off a nuclear exchange, while any communications received via radio telescope would likely be either quickly confiscated by government agencies and not revealed to the public, or heavily censored. The inconsistency is that the advanced civilization should be expected to have planned some other strategy, if it is actually benevolent, experienced and intelligent.
It follows that any embargo not involving alien force must be a leaky one designed to allow gradual disclosure of the alien message and its gradual acceptance on the part of the general public over a very long time-scale. A possible strategy for their accomplishing is proposed.”
Dr. Deardorff should be considered a pioneer in exopolitical thinking. As he suggests, advanced extraterrestrial intelligence may abound in the galaxy and UFO evidence suggests that it is quite reasonable to suppose that it is already here operating here on Earth. However, it would be operating under its own terms while using a technology that – under our prevailing understanding – would seem surreal or like “magic.” Dr. Deardorff also explores the idea that societies which develop practical interstellar ‘travel’ may have a tendency to overcome self-destructive behavior and would operate under a more comprehensive ethics respectful of less developed civilizations and that, for this reason, they might not be willing to unequivocally disclose their presence to humanity until we become capable of handling it.
If extraterrestrial life abounds in the galaxy (as it is becoming ever more probable under conventional astronomical research on exoplanets) and some of it is – relatively speaking – at least 100’s of years more technologically advanced than Earth’s humanity, these intelligent life forms may find ways to overcome spacetime limitations (including vast distances, inertia and energy constraints) in a way that would seem ‘magical’ and even ‘impossible’ to many of us. In fact, it would particularly seem way to ‘weird’ and ‘magical’ (and thus completely non-credible) to scientists required to operate with classical, scientifist, materialist, objective mindsets under a politically and socially controlled mainstream institutions expressing a culture that reflects a sense of superiority by distinguishing itself from previous magical and religious ways of ‘making sense’ of reality.
However, the best objective UFO and contactee evidence gathered from around the globe in over 7 decades (an evidence which can be segmented into various categories that reinforce each other) also scientifically and reasonably adds up and provides credence to some version of the “extraterrestrial hypothesis” and, to a sufficiently informed, intelligent, open-minded person, it also reasonably indicates the likelihood that one or more technologically advanced non-human intelligences are already here and, furthermore, perhaps interacting in various semi-covert ways with our planetary and societal systems.
If being able to achieve practical interstellar “travel” is accompanied by a TENDENCY to overcome intra-culture, destructive divisions, these extraterrestrial civilizations (or at least most of them) might be underscored in various degrees by a basically shared, post magical and post classical form of ethical thinking, perhaps essentially based on a practical emphasis on cooperation itself relying on the recognition of an intrinsic level of connectivity fundamental to the existence of physical reality whilst within and beyond it. Thus (perhaps after carefully monitoring our species and its social and psychological responses and after some initial attempts at open contact perhaps during the Eisenhower Administration and early “contactee era” in the 1950’s), in order not to destructively disrupt human society, they (one or more extraterrestrial groups) might generally have chosen to act under a “strategy” which could be called an “embargo strategy” or, more precisely, a “leaky embargo strategy.” They would try to avoid social disruption by gradually manifesting to various persons around the globe without doing it in unequivocal ways that cannot not be plausibly denied by prevailing scientists and other cultural leaders closely associated with effective political power.
The extraterrestrial intelligences enforcing this “embargo” would, nonetheless, also realize that humanity – as a complex living system and “holon” – has reached a threshold in which there’s a need to acknowledge the truth about its origins and position in the cosmic scheme of things in order to evolve into a unified planetary and cosmic civilization which understands itself as participating within an even grander and interrelated cosmic whole.
Perhaps amidst a divided world in which the UN only represented a forum for independent nation-states, as the leader of the most advanced nation-state on Earth President Eisenhower was – in the minds of extraterrestrial representatives – the most adequate person to establish formal contact with. Perhaps for them, his response would weigh heavily on what course of action to proceed. Perhaps they recognized the need for worldwide education and disclosure but understood that the procedure would depend upon this President’s reply. Thus, maybe even after heeding to President Eisenhower’s alleged rejection of leading an educational, paradigm-shifting revelation of the ET presence inclusive of its operative cosmic principles, these ETs decided to continue “leaking” away their presence in a way that would still allow ruling cultural elites to deny, suppress or rationalize it while gradually cajoling the rest of society to acknowledge them.
I posit that most or all extraterrestrials capable of overcoming spacetime limitations to practical, long distance interstellar ‘travel’ also enjoy a share, basic ethical understanding and way of thinking, feeling, being and acting which is today quietly arising on Earth in some quarters but which is still not prevalent. It is a step closer to unity and non-dual existence and may express in different forms. For instance, emphasizing a feeling-based, ethical perspective, it could be called a “fourth dimensional level of consciousness” as shared by contactee Sixto Paz Wells. It may also be associated with a higher cognitive capacity as a “5th, 6th (or higher) Order of Consciousness,” as Harvard developmental psychologist Robert Kegan proposes. A “trans systemic,” “multi systemic” or “complex” form of epistemological understanding should be required (“complex” meaning “interwoven” as proposed by French philosopher Edgar Morin). Some of these advanced thinkers emphasize the deep feeling of respect, love and interconnectivity associated with this level of sentient evolution but this level also provides other aspects such as the required meta theoretical or structural map, greater self-identity inclusivity and more inclusive ways of valuing. A humanity, civilization or species cohesive and respectful of its own members and correspondingly protective of its planetary base would have achieved the initial stage of this level of development.
Furthermore, accepting multiple realities, psychic powers and the extraterrestrial presence should also eventually be a crucial part of this so-called “Second Tier” level of development in consciousness or in the capacity for thinking, feeling, being, integrating and disclosing reality co-creatively as proposed by integrative and evolutionary philosopher Ken Wilber. Some individuals may be at ease with the feeling-based aspect or with the psychic, paranormal and extraterrestrial aspects but not with the intellectual aspects coming together in this level of development but, eventually, all of these aspects should be integrated in the human body-mind-spirit complex to wisely relate with our ET “visitors.”
Individuals operating under this (now largely segmented but steadily emerging) level of human development emphasized by these and other thinkers at the forefront of cultural awareness would also have to feel resonant with the non-physical valuing the crucial importance of the existence of multiple interactive realities. By comprising the importance of the psychic, the “paranormal,” the non-physical and the forthcoming universally recognized extraterrestrial presence (the latter unfolding under its own “transdimensional” (or trans-reality) terms we may be able to activate transdimensional technologies and practically overcome physical limitations and along with it the primitive mindset of intrinsic separation that goes with it. Again, promoting the psychic and otherworld as per human faculties and understanding may be quite necessary in order to function “transdimensionally” and to understand what our cosmic “visitors” are about and doing whether it doesn’t coincide with prevailing academic attitudes and expectations. We would need to be at ease with how the non-physical can be used to manipulate the physical. Perhaps non-physical “dimensions” overlap spacetime physical ones interiorly and a two-way exchange is possible.
Dr. Deardorff’s “leaky embargo” hypothesis is probably connected with extraterrestrial disclosure exopolitician Stephen Bassett’s concept of a “truth embargo” quite likely performed and perpetuated under intelligence and counter-intelligence parameters by powerful (both non-constitutional and semi-constitutional) elements within (and associated to) the U.S. Government and in cahoots with a few other major world governments in association with military-industrial and specific secretive civilian power elites. This “truth embargo” would have occurred after an initial minor level of admittance or of ‘disclosure’ was allowed in tentative ways by a few government representatives in the 1940’s and 1950’s. The “leaky embargo” hypothesis allegedly conducted by extraterrestrials may also be associated with the idea of there being “secret government” factions amicable to a gradual disclosure or educational process through movies and other means (some of which may have been overtaken by the strategy to over-present extraterrestrials as hostile in order to prepare the public to eventually declare a false-flag invasion). This may be due to the fact that – at least since Eisenhower’s alleged first contact (in 1955 at Muroc/Edwards AFB) with a benevolent ET group not willing to hand out technology whilst proposing the suppression of nuclear explosions – there could be a coincidence or concordance between secret, gradual exopolitical disclosure policy (with a spin) and the extraterrestrials policy of gradually disclosing their own presence. This is indeed a complicated situation in which “those in the know” appear to operate perpetuating archaic, “us vs. them,” power-group-competing levels of consciousness.
Dr. Deardorff’s “leaky embargo” hypothesis would also relate with disclosure and civilian contact activist extraordinaire Dr. Steven Greer and his strong position on the universal benevolence of all extraterrestrial civilizations visiting Earth. This would be given that in “Possible Extraterrestrial Strategy for Earth” Dr. Deardorff lends credence to C. Sagan and W.I. Newman’s idea that civilizations with a long history might have “impediments against cosmic imperialism and perhaps a Codex Galactica to educate the younger societies on how to behave. Moreover, Dr. Deardorff also echoes astronomer and cosmologist E.R Harrison’s idea that there might exist a “biogalactic law” wherein civilizations which are destructively aggressive tend (my emphasis) to wipe themselves out in the solar system of their birth and do not go on to colonize the galaxy.” However, in the latter case, the word “tend” is important because it is not used to allude to an unequivocal outcome. In other words, some advanced ET civilizations may have avoided self-destruction by strengthening an ethics of internal or intra-cultural, intra-societal coherence but nonetheless be possessed by an expansive nature or other influential elements from their own developmental history that lead them to attempt overtaking other planetary civilizations.
However in Dr. Deardorff’s article there’s a chapter titled “The Degree of Extraterrestrial Benevolence,” in which he highlights that, due to a huge number of civilizations and hugely varying degrees of evolution expected a “wide range of extraterrestrial benevolence should be expected.” He refers to the possibility that “some small fraction of the races in the Galaxy could well be considered hostile by us but be held in check by one or several more benevolent civilizations which for some reason have an interest in either the planet Earth or its inhabitants” and I tend to find this position reasonable. It doesn’t blindly over idealize the extraterrestrial presence or condemns it and quite favorably corresponds with some credible, previous and contemporary contactee messages such as those by Sixto Paz Wells and Ricardo Gonzalez. Moreover, it seems to also correspond well with some of the statistical findings in the four part survey conducted by the Dr. Edgar Mitchell Foundation for Research on Extraterrestrial Encounters (FREE) in that most of their ET encounters are (thus far by June 2016) not considered as “negative” by experiencer survey respondents. Additionally, the fact that – as far as we know – we have not been overtly invaded, enslaved, attacked or destroyed by an ET civilization could not only be due to the fact that most do not wish act like that but to the possibility that there might be a monitoring, policing and protective alliance preventing rogue extraterrestrial elements from doing it.
If we consider valid the aforementioned “leaky embargo” hypothesis and also valid some of Dr. Michael E. Salla’s research on the various alleged secret space programs (based on alleged whistleblower testimony), it would seem that some of the extraterrestrial groups associated with at least some of these space program developments would resonate with a more classic form of dichotomous, conflicting and highly polarized human behavior. This would seem to contradict the expectation that beings capable of overcoming spacetime limitations would operate under a more inclusive form of consciousness, logic and ethics but, on the other hand, it might be that we are dealing with entities that sufficiently operate at that level by maintaining internal societal cohesion in a mental manner and still be able to operate transdimensionally to varying degrees by over-relying on consciousness-enhanced technology, even if some may have disconnected their feelings and other qualities also associated with higher levels of consciousness and development.
If – regarding some of the more recent whistleblower stories or, rather, I’d say…sagas – we are not dealing with a typical movie-like, American space age, male fantasy or with some sort of counter-intelligence disinformation combined with some genuine disclosures and/or leaks, some of the ETs would have supplied technology to covert human groups extending classical militaristic human behavior into a post classical space-age. This may or may not be true. There might be actual perceptions of truth talking past each other. I’m attempting to analyze many possibilities without a fixed mindset.
Parts of of the more incredible warring stories by alleged whistleblowers like Randi Cramer and Corey Goode may have been validated by other perhaps more credible whistleblowers like William Mills Tompkins and Clark Mc Clelland. If these reports represent facts (reports which include secret space programs from different human factions also conflicting with each other) at least some of the extraterrestrials associated with some or all of different secret space programs would also represent what has been known as a “service-to-self” mode of being and perhaps others would simply be limited to a level of evolution still too close to old-fashion warring human tendencies. The secret access to initial-level, transdimensional technologies would have linked us with low-level, conflicted ETs.
In spite of serious critics against the “negative ET hypothesis” like Dr. Steven Greer (doing a great job in many respects), the existence of negative ETs or what could be called “service-to-self” extraterrestrials is not only implied in sagas like the Mahabharata but also mentioned by several contactees like Sixto Paz Wells, Ricardo Gonzalez and, more recently by Alejandro Gonzalez and Erick Romero from Mexico. In such cases, these ETs would also be operating “transdimensionally” under a more inclusive form of science and logic, but their negativity would not impede them to do this. Moreover, according to several contact accounts, the logic by which even these extraterrestrials varieties operate force them to respect free will once they have not been able to cajole, deceive or paralyze in fear.
If we are not simply anthropocentrically projecting all-to-human, war-like expectations on extraterrestrials, then at least some aspects of the alleged secret space programs would have attracted extraterrestrials groups with unresolved human-like problems. It could be an issue of “like attracts like.” Yet still, some other ET groups might have pressing needs such as physical, mental, and reproductive atrophies for which they may have taken upon themselves to utilize human resources obtaining some sort of permission or leniency in exchange for technology. In this latter category might be ET groups associated with President Eisenhower’s alleged 1955 second physical encounter at Holloman AFB after he had allegedly rejected in 1954 the educational offer given by a more service-to-others, benevolent extraterrestrial group of ambassadors.
What to believe about the variety of interpretations regarding the ET presence? Recent experiencer-contactee polls suggest that MOST ET contacts are not regarded as “negative” by experiencer-contactees. As in many complex things in actual, practical experience, it may not be an issue of “either-or” but of “both-and.” There are many preferences, beliefs and positions within the ufological, experiencer, experiencer research, disclosure and exopolitical communities and we need to be careful not to offhandedly dismiss positions that – due to our own preferences – seem preposterous. Although some information might actually be wrong and some might be disinformation, we need to be able not to react offhandedly for or against these within the disclosure, UFO, exopolitics, experiencer and experiencer research communities. We need to be able to withhold judgment until we have reasonably sufficient information, especially if these explanations appear to conflict with ours. We must avoid becoming “compartmentalized” or “boxed-in” within our preferred interpretations about the whole phenomenon, ourselves unsuspectedly acting like the very closed-minded academics we often criticize for offhandedly dismissing conventional non-conventional ufological evidence and explanations.
ET groups seem to come with many inherent tendencies, needs and intentions. besides being able to function under a deeper understanding of connectivity, they may have overcome their own self-destructive, internal disagreements by various means like genetic engineering out strong emotions, becoming less individualistic or exerting telepathic social control. If we accept the often shared message that they are normally clearly divided into “service-to-self” (“dark” or spiritual energies-“stealing” or absorbing) and “service-to-others” (“luminous” or spiritually radiant) behavioral-existential modes while Earth humanity is unique in that it holds both polarities in an indeterminate manner, our leap forward may require us to demonstrate a way of transcending extreme polarization without losing spiritual-ethical sentiments or feelings and other subtle “heart-based” human qualities that many extraterrestrial civilizations seem to have lost in various degrees.
Would extraterrestrials not amicable with the highest possible intentions for humanity still be able to come in and interact? Would some of them be acceptable while others possibly harmful? If there were a quarantine imposed on Earth, it may not apply to close-to-human-behavior, conflict-ridden, ET factions (and possible intra terrestrial associates) if they had already been active on Earth before the imposition of that quarantine. They would have a “right” to nonetheless interact with us, albeit with the provision that their actions do not exceed the boundaries that would prevent all other extraterrestrial forces from pursuing their goals. I understand that the last few paragraphs are plain exopolitical speculation but, nonetheless, it is based on the plausible information presented by research such as Dr. Salla’s, a research in which several whistleblower sources with various degrees of credibility (although some may originate in counter intelligence efforts) seem to coincide. Extraterrestrial battles among opposing extraterrestrial groups may be a reality (albeit with multiple degrees of crudeness and sophistication) in transdimensionally functional civilizations IF they are able to follow more meta systemically complex and inclusive rules of engagement. This situation might have been extended to extraterrestrial-related, secret space programs especially if officially non-existent, technological elite groups have obtained their technology by making contact with ET groups closer to human mental and behavioural patterns.
There may be reasonable and truthful ways to harmonize various allegedly irreconcilable extreme views regarding what can be considered by some a plausible or alleged presence whilst by others an actual and obvious extraterrestrial presence. I hope to have been able to illustrate how Dr. James W. Deardorff’s “leaky embargo” hypothesis still provides us with a general conceptual, non-extremist, reconciling interpretive context useful to conceptually harmonize many exopolitical possibilities.

After the voice files have been transcribed, they will be destroyed. What will be left is a transcribed document that will not have any personal identifying information except for the Respondent Number.
This survey (The FREE Experiencer Research Study) is the first ever long term, comprehensive, statistical ACADEMIC research study on the ET Contact Phenomenon. No one has ever attempted this type of study before. It will involve two comprehensive quantitative surveys totaling more than 600 questions and a follow-up formal interview comprised of 50 open-ended questions. Phase 1 is our initial simple survey, comprised of only 125 questions that can be completed in 15-20 minutes. At that time you can chose whether to participate in our more extensive quantitative survey, our Phase 2 survey, which totals approximately 450 questions and will be provided to those individuals that choose to participate in our research study and have completed the Phase 1 survey. The formal interview will be the Phase 3 component of our study and will involve a series of 50 “open ended” questions. The field of Ufology is moving forward and EXOPOLITICS is also becoming more recognized and talked about in this move. At the well-led forum by Mr. A.J. Gevaerd, the “Foz de Iguazu Letter 2014” intended for Brazilian representatives and senators was perfected and signed to ask them to begin to openly discuss UFO issues. The forum’s emphasis was on the social implications of the extraterrestrial presence. There also was an emphasis in speakers that proposed using effective psychic and “espirita” (spiritist) means to develop verifiable human-extraterrestrial interactions.
While there were several outstanding researchers (like France’s CNES’ Jean Jacques Velasco and Professor Erling Strand of the Hessdalen Project and Østfold University College) objectively substantiating the high probability of advanced, intelligently directed objects behind some UFOs, definitely the tenor of the event was not about whether the ETs might be here but about moving forward now that it was clear for most researchers that they were. Next (from notes taken personally at the conference) I’ll give a few summaries of three specific presentations more specifically relevant to exopolitics.

Are they similar to us? Are they intelligent but non-human? What are their goals? Are they benign or malignant? Are we safe?
Handling of disclosure information
Will it be handled stealthily? With how much aperture to the public? Will only a few of the secrets held be given to the public or all of them? Will this information be given voluntarily? A total radical aperture including the good and the bad?
What will happen with the political conflicts around the world? Will some be set aside to face as a species the new challenges? Ufologists will become important.
If there’s a partial (controlled) aperture it may be because governments fear a generalized panic. How will the world financial markets be affected? How will they be affected by extraterrestrial technology thereafter?
Most likely there’ll be a “false,” deceiving aperture because “nothing is certain in a trillion dollar industry filled with cover-ups. But changes do take place. Perhaps the population will have about 6 days to digest information that will change life forever.
Martial Law will be declared in a number of places in the world. The media will say that UFO stories were true after all. INTERNET will be working at maximum capacity. There will be some technical problems.
In Budhism, Hinduism and Spiritism there’s belief in extraterrestrial existence. Some other religions may have a problem with that.
There will be opposing and favorable opinions about ufological opening. Opposing: More armament will fall into aggressive hands. In favor: Technology can help people.
By the time of that dialogue/controversy perhaps more will be known about who the ETs are and what they want?
Who are they and what do they want?
Are they a threat or are they friendly? Are they in fact “extraterrestrials?” Are they intelligent machines? Are they terrestrial entities? Are they “extra” or ultradimensionals? Are they angels or demons? Are they time travellers? Are they from the future and cannot interact with us openly so as not to alter the future?
Are we like laboratory rats? Are they in a rescue mission? Do they want our DNA? Do they want to create a new type of species and-or save their own species? Do they want to eat our meat perhaps like the mutilated cows? Some evidence indicates that they were alive when they were eaten. 30,000 persons disappear every year.
Do they want our souls? Do they want our “oasis” planet? Perhaps they want nothing? Do they have empathy towards human beings? What technological level do they have? Have they already infiltrated in our society? Would some hybrids be able to pass for us easily?
Giorgio Piacenza: I’ll add: Do they want us to teach them something (let’s not assume that they can’t learn some things from us). Do they want to have our capacities, even capacities which we have not clearly recognized in us?
Institutional, Social & Cultural Questions
Will some cultural foundations crack? Will some institutions suffer credibility problems for having previously hidden this reality? How much did they know inside the government? Who knew?
There will be a new “energy equation” (new sources of energy affecting societies, productions, the economy).
How will the legal system of countries with extraterrestrial presence change?
In the coming Age what is liberated-disclosed will determine what is going to happen.
How will the day-to-day life of people continue? How will the educational structure change?
History will be re-evaluated. With respect to anthropology and archaeology we will ask: What is true or false? Psychology will have questions like: Is it possible to control experiences and memories like some ETs have shown?
Exopolitics will grow. All politics will be global. Since Brazil is the 5th country in terms of population and area and with several ufologists it will become a ufological power.
From the presentation by Dr. Alexandre Dittrich Buhr “Proposal for an Ethics for the Encounter with Cosmic Civilizations”:
Dr. Buhr is a professor and a judge, with a MsC in legal sciences and lives in the Brazilian State of Santa Catarina (where important crop circles have been regularly appearing in the past few years). He’s also had a long-time interest in Space Law, is the author of “Direito Espacial” (Space Law) and clearly includes important Exopolitical considerations.
We have to consider Space Law, Ufological Events and Ethics: Space Law regulates how countries and businesses use space. Ufological Events need to be understood under a legal perspective and Ethic need to be developed for encounters with cosmic civilizations.
By convention In Aeronautical and Space Law the limit where space starts is at 100 Km over sea level. Space technology is present in daily life. Economy, agriculture, airplanes already use space related technology.
There is Public International Space Law; Public Internal Space Law and Private International Space Law.
Space activities tend to be messy. However, there have been some treaties like the foundational 1967 Space Treaty, the 1968 Agreement on the Return of Astronauts and the Return of Objects Launched into Outer Space, the 1972 Space Liability Convention (how states are responsible when satellites fall), the 1974 Registration Convention (only 62 signing states have to inform the UN of satellites launched and their orbits but military satellites are not controlled), the 1979 Moon Agreement (subscribed by very few countries). But the 1967 Space Treaty is for the good and interests of ALL countries, stating that nothing from Outer Space can be an object of national appropriation. But the U.S. probably places weapons in space even if the UN is in agreement with the spirit of the 1967 Treaty.
Brazil has already celebrated treaties with the European Space Agency (ESA), Germany, Argentina, Chile, China, Colombia, France, India, Russia, Ukraine and the US. Brazil has been a member of the United Nation’s COPUOS (Committee on the Peaceful Uses of Outer Space) since its foundation in 1959.
It is currently considered that private activity is not contemplated under Space Law. This includes activities like space tourism, asteroid mining exploitation and rendering services to space agencies. There also is the issue of space waste. Also militarization of outer space is prohibited but it is done. There are unilateral and multilateral considerations. There’s the possibility of “space terrorism” (like attacking necessary satellites). There also is the possibility of encounters with hostile cosmic civilizations.
For most aerospace legal authorities there is no UFO phenomenon to consider. However, the violation of air space requires a legal interpretation. Also the issue of human contamination due to contact with extraterrestrial organisms requires more understanding. Moreover, the Penal Code would apply to implants, as a form of creating damage to the human body. It would also apply for sexual experiences during abductions and to the sanctity ofhome space violations. Some UFO-ET related events typified in the (Brazilian) Penal Code are implants generating corporal lesions (art 129), subtraction and/or placement of genetic material (213), kidnapping and withholding a person (art 150), illegal subjection of a person.
Mario Nogueira Rangel who wrote “Secuestros Alienígenas” (Extraterrestrial Abductions) made clear that many symptoms associated to the Abductions are violations both of the Penal Code and of Human Rights. However, we should recognize that there also are positive types of contacts. Think of Ezequiel’s experiences and of Elizabeth Klarer’s reference to the extraterrestrial Akon from Alpha Centauri. Interestingly J.J. Hurtak provided additional insights to the revealed names present in Klarer’s case.
But how should we position ourselves before a variety of extraterrestrial encounters? We need to develop an ethical understanding, a philosophical understanding and Interplanetary Space Law. We need to identify who they are and if they correlate with our basic ethical norms. We need to develop the philosophy of Interplanetary Space Law. For instance was the European civilization that brought modernity but enslaved so many in the New World good or bad? Are older extraterrestrial civilizations that have been interacting for a long time with us but which violate our rights good or bad?
From the presentation by Dr. Michael Salla “Exodiplomacy: How will Humanity Negotiate with the Extraterrestrial Visitors”:
“Exodiplomacy” is defined as the profession, activity or skill of managing diplomatic interplanetary relations by national and/or planetary representatives. There are many events signaling an increasing recognition of issues dealing with the extraterrestrial presence. Exoplanets are being discovered; in 2009 the Pontificial Academy of Sciences held an astrobiology conference; followed by the Royal Society conference on the Scientific, Societal Agenda on the Discovery of Extraterrestrial Life. On September 18-19, 2014 there was a NASA -SETI – Library of Congress symposium called “Preparing for Discovery.” The message (in agreement with the Royal Society is that it is important to prepare.
Dr. Salla announced that the Reinstated Kingdom of Hawaii, a sovereignty independence political movement dedicated land to welcome the extraterrestrial visitors and could be a lead which governments could follow.
Regarding the practice of exodiplomacy who will represent the Earth? The UN? Major nations? Amnesty International? Popular Individuals? The Dalai Lama? Is there a role for private citizens? We can speak of “second track” exodiplomacy which includes non-official efforts to establish lines of communication. We need to educate society. However, discovery of extraterrestrial life may have already happened and secret negotiations may have taken place. For instance, Canadian Engineer Wilbert Smith found that UFOs exist and that they were the most highly classified matter in the U.S. Also, whistleblowers claim that President Eisenhower had two secret meetings with extraterrestrials (one at Edwards AFB in 1954 and one at Holloman AFB in 1955). Moreover, former Canadian Minister of DefencePaul Hellyer believes (as stated in his 2014 “Money Maffia” book) that secret negotiations with ET races have taken place. First-hand testimonies also suggest that alien technology has been reversed-engineered.
Dr. Salla informed us that – according to the U.S. Constitution – the U.S. senate has to ratify International Treaties but that “Executive Agreements” “other than treaties” are allowed. If such agreements had been held in 1954, 60 years would have passed until today (2014).
However, “Galactic Diplomacy” or extraterrestrial contact is also already happening through private citizens and perhaps we already have enough information to start preparing as citizens for more open contact with ETs. We can also educate and prepare other private citizens.

Introduction
To develop Exopolitics we need to know who the ETs are. Developing a more proactive-interactive approach which is both verifiable and trust building we could find out more. We need to RELATE with them more and with greater equality. Let’s try it! Discard it if its false but also accept it and change our prejudices if it is not! Genuine contactees can contribute to this by assisting with the applications of scientific procedures. Furthermore, adequate, objective results would also legitimize their contact claims. It is 2014 and high time to shift ufological tactics first by relaxing many psychological, ideological and social prejudices and, quite simply…by seriously attempting toscientifically verify the extraterrestrial presence with the assistance of some of these beings and their contactees.
With the growing abundance of documentaries on extraterrestrial life people are getting used to entertaining ideas and news about extraterrestrials, UFOs and contacts. I think that we can and ought to initiate a new stage of research. Let’s remember that the term “UFO” is an easy-to-use, but often imprecise, acronym pertinent to objects that have not been adequately identified, but if we have enough evidence that some of these objects are used by ETI, we should find another definition that applies to that. If we repeatedly verify in a reasonable way an intelligent interaction with objects connected with ETI after communicating with them we should apply another term, such as “ETV” (extraterrestrial vehicle) or such. Understanding these vehicles and the intelligences linked to them may be best done through a lessening of classical scientific strictures. The reason may be that, in order for them to function in our reality frame, subjective, probability-modifying, qualitative connections would also have to be in operation.
There are no clear statistics but I have the impression that for every few hundred or so typical abduction accounts (a la Budd Hopkins) there may be one that qualifies as communicative, friendly contact through invitation and respect of conscious choice. The requirement may be to possess a more permeable subconscious while in the conscious state. These types of contacts now seem to be less common and, due to our minds often being set on thinking of these encounters as truly “alien” and even manipulative they seem to be too nice to be true. However, generally speaking – even with benevolent, “space brother,” “classical contactee” cases – it is “them” (the particular extraterrestrial group involved) who generally decide how and who to initiate contact with.

Other ETI groups not knowing what we may become and observing not only that we are destroying our ecosystems but that we have not yet obtained a decent planetary coherence as a species may have the right to take advantage of us, for instance by hybridizing with us to “enhance” us by producing hybrids. However, I think the highest path for us relates to consciously chosen, VOLUNTARY forms of contact in which fear and limiting attachments are overcome and important information is consciously gained.
Let us find some bona fide contactees that seem to work with varieties of ETI willing to interact more openly in a mutually respectful manner. In George Adamski’s time few other witnesses (like Madeleine Rodeffer) were able to see and film the craft or to accompany the main protagonist to a contact experience. Thus, a different contact plan with a different subgroup of ETIs was implemented in Latin America in the 1970’s.
While most contact procedures in the Northern Hemisphere apparently became more, instrumental, intrusive, matter-of-fact, one-sided and result-driven, the ones in the Southern Hemisphere became subtler, more open to voluntary participation, but also at times tending towards sociological forms of psycho-spiritual cultism and over-idealization. However, contacts were real…even physicallly so and ocassionaly collectively verified and today there’s a slowly growing awareness that a dynamic middle ground compromise accepting greater objectivity can be achieved. In the beginning, mostly due to a non-scientific attitude and to great respect for the “extraterrestrial guides” only in very rare instances did people bring along their cameras to try to document the ETI presence. Now, there’s a mildly growing interest in using video and photo cameras to document what is happening and with it there are more opportunities for a more modern kind of worldwide recognition.
Ufologists and scientists in the more rigidly intellectual “north” should at least “suspend judgment” as much as possible and go see what is happening with a spirit of genuine scientific exploration and straightforward sincerity. In my my view, those experiences can be repeated and improved in different countries with the respect and CONSENT of the particular friendly extraterrestrial beings directly associated. That would be more exopolitically convenient for humanity at large since these beings seem to respect our self-determination. Moreover, it should be repeated in a progressive manner with the aim of building genuine, amicable relationships of trust and respect not only with the ETI but with ourselves, learning and respecting the process involved.
Our worldviews, premises and paradigms (now mired in conflicting views, materialism, lack of trust and even excessive post-modern relativism) will definitely receive a refreshing expansive influence after “first contact” becomes clear or after a socially impacting form of disclosure is widely acknowledged. However, we still need to learn much more about benign forms of contact not only easier to assimilate by honest, rational human minds but offering a communicative broad-spectrum picture. We would need to psychologically move beyond the traditional “let’s first consider them as potential enemies” military-like, approach and this shift in view could even officially take place through gradual, voluntary contacts and interactions establishing trust.
We can bring together useful intelligent, QUALITATIVE approaches that, due to a sense of self invested in the partial solutions of dichotomous thinking, only SEEMED UNREAL AND NON-CREDIBLE . What can arise from this is not only a form of “scientific contacteeism” and a more “proactive exopolitics” but also “experimental ufology” and, in the latter case (with increasing degrees of cooperation from ETI) we could have more opportunities to measure energy fields and other aspects related to various scientific theories that may begin to explain the “transphysical” and-or “interdimensional” nature of devies that operate across a vaster cosmic reality. The bulk of the effort, of the coming together and research would fall upon human shoulders, not upon the “space brothers” (a perfectly valid term) who are not here to “save us” as is often generalized among intellectuals and researchers that often OVERSIMPLIFY contacteeism.
Through specific contactees and through their psychic-psychological-ethical, group-based contact methods (however “naïve” and “soft” they may seem) there may rise opportunities both for accredited scientists and for objective “citizen scientists” to verify contacts; to interact and communicate with ETI (and-or to verify interactions and communication events) first hand. That is important and that is a possibility.
I understand that contacts through genuine telepathy and telepathic psychography are generally more respectful of human dignity and more accurate and that through them the contact can sometimes be verified, for instance, through consecutive and simultaneous communication receptions, synchronicities and sufficiently unequivocal specifically expected verification sightings. However, to be fair I must say that it is known that psychiatrist Mario Dussuel advisor to Chile’s CEFAA carried on some proactive scientific contact experiences through the use of voice channeling. He requested a particular extraterrestrial group to provide a way to analyze the substance of “foo fighters” and apparently was soon given a PHYSICAL SAMPLE through another person and the analysis was performed.
The Fear
The fear of being made fun of by peers inside academic, political and other modern institutions and then shunned from opportunities has been a powerful deterrent against serious research into genuione contacteeism. There simply is a stubborn resistance to consider something as crucial, especially through means outside of recognized academic methods. But evidence for a reality that urges to be recognized will eventually win out against avoidance, closed-mindedness, denial and fear.
Let me state that I do admire the work of regular scientists revealing the cosmos in other specific, valid, necessary, objective and conventional ways. I’m all for SETI, ESA and NASA’s continued discoveries and look forward to the launch of the Tess and James Webb Missions. The scientists’ revealing of patterns in the known physical universe may reflect deeper aspects of the non-physical cosmos. Their discoveries are necessary. However (even if not coinciding with current theoretical frameworks or being taken seriously by most individuals with PhDs) credible evidence for an intelligent extraterrestrial presence does already exist, should be carefully looked into and should be creatively approached. The Opportunity
The next step is to try to develop rapport with the extraterrestrial entities willing to establish a dialogue, allowing us to verify their presence. It is not naive because it has been gradually happening on a small scale. They may be willing not only to appear with their craft at a set place, date and time but to eventually – for instance – facilitate us filming or taking pictures of their vehicles, perhaps during daytime. That’s were science and scientific equipment can come in. Some reporters have even been occasionally able to witness and-or film anomalous aerial objects through some contactees.
If “CITIZEN SCIENTISTS” produce enough serious evidence, then an academic interest in actually verifying and communicating with ETI through contactees may also follow. Their work may also be scientifically valid and deserve due respect and being reproduced.
We would have to come to terms with the legal status of ETI as much as with our own legal status (or analogous concept) according to ETI procedures and understandings. We would have to understand whether existing in a non-completely physical form within our reality frame exempts ETI from our legal prohibition against flying over our nation’s skies without permission.We would have to come to terms with the likely fact that “they” have been coming and going before we even thought what a modern “legal status” was. We would have to consider that perhaps “they” (how many and why?) have influenced our cultural and biological evolution over eons. We would have to learn to communicate with them also according to their understandings.
It is time to make contact, solidifying the evidence in an undeniable way, dialoguing in tandem with verifiable events to build our knowledge of who ‘they’ are, what their plans are, their differences, agreements, excesses, and so forth. We also need to know who ‘we’ are in relation to ‘them’ and who expects what from us. I think that treating contactee and UFO research in a non-trivial way will be a first step crucial to be treated by most ETI varieties as sufficiently responsible, intelligent, as equals and as sovereign whose conscious minds deserve to be respectfully consulted before interactions.

It is time to think more inclusively. The contact experience itself doesn’t need to be limited to individuals without scientific training. It can be both with a subjective-intersubjective approach as well as a careful, objective evidence-gathering approach. Taking simultaneous pictures at a known distance between two cameras preferably in the daytime and with some clouds for reference and (with ETI consent) could be useful to triangulate the distance from materialized ETI objects establishing that they are indeed three dimensional, of a certain size and apparent distance as they become detectable in our spacetime reality.
I also take the proposal of working with bona fide contactees and willing extraterrestrial entities as an enhancement over already interesting and partially successful CE-5 methods because of the particularity of being friends with ‘them’,knowing who ‘they’ are, and when and where they will manifest. This would lead to more repetitive, experimental opportunities. What is need the most is not to dismiss offhand the requirement to work in a respectful manner with the finest available contactees, whether we agree or not with their ideologies or with their more qualitative, subjective-intersubjective methods. Contactees, contactee supporters, accredited scientists, citizen scientists and also the general public, cultural leaders and politicians al lneed to grow up. Given that most people may not be serious enough, nor ethically motivated or sufficiently easy-going about full-blown, open contact interactions, most likely the process would have to be relatively gradual. However, it needs to get on its way.
Verified, objective interactions connected with associated extraterrestrial information could also gradually inform our exopolitical considerations. We could assign more credence to some of the information imparted about cosmic history, human history and the structure of an intelligent cosmic community. Some of us could even have onboard contact opportunities and ETI ambassadorship may gradually manifest. The UN would have to establish a multi national research office and congressional hearings would ensue.
Practical, empirical results that can be analyzed would help scientists overcome their prejudice against the possibility of directly affecting physically verifiable phenomena through an interactive “space” not limited to a rigid external reality. Even the possibility of scientists experiencing some degree of verifiable physical and-or “transphysical” contact themselves could happen. Not facing these mind-expanding challenges would probably signal that we are an unviable, closed-minded species, incapable of facing planetary challenges as a whole.

That would be more exopolitically convenient for humanity at large since these beings seem to respect our self-determination much more markedly. Moreover, it should be repeated in a progressive manner with the aim of building genuine, amicable relationships of trust and respect, not only with the ETI but with ourselves, growing, learning and respecting the process involved.
Contact would also induce us to think of ourselves as a single species or family worldwide, overcoming hyper nationalisms and, if we connect more with each other like this, the various groups of ET (acting different plans and provisions in case of different eventualities) may see as a whole that we are more deserving of sovereignty.
Our worldviews, premises, and paradigms (now mired in conflicting views, materialism, lack of trust and even excessive post-modern relativism) will definitely receive a refreshing expansive influence after “first contact” becomes unequivocally clear in a conscious, worldwide sense or after a socially impacting form of disclosure is widely acknowledged. However, we still need to learn much more about benign forms of contact which not only are easier to assimilate by honest, rational human minds but also offering a communicative broad-spectrum picture. We need to converse with them’ and to know ‘who’s who’ among them. For this, we would need to psychologically move beyond the traditional “let’s first consider them as potential enemies” military-like, approach and this shift in view could even officially take place through gradual, voluntary contacts and interactions establishing trust.
We can bring together useful intelligent, QUALITATIVE approaches that, due to our self-investment in the partial solutions of dichotomous thinking, only SEEMED UNREAL AND NON-CREDIBLE. What can arise from this is not only a form of “scientific contacteeism” and a more “proactive exopolitics” but also an “experimental ufology” and, in the latter case (with increasing degrees of cooperation from ETI) we could have more opportunities to measure energy fields and other aspects related to various scientific theories that may begin to explain the physical, “trans physical” and-or “interdimensional” nature of devices that operate across levels of reality. The bulk of the effort, of coming together and research would fall upon human shoulders, not upon the “space brothers” (a perfectly valid term) who – in my view and that of a majority of contactees (in spite of detractors prejudices) are not here to “save us.” They are not here to save us as is often generalized among intellectuals and researchers that often OVERSIMPLIFY contacteeism.
Through specific contactees and through their psychic-psychological-ethical, group-based contact methods (however “naïve” and “soft” they may seem) there may rise opportunities for accredited scientists and for objective “citizen scientists” to verify the interactive contacts; also greater opportunities to interact and communicate with ETI first hand. That is important and that is a possibility. A step forward to look up to.
I understand that contacts through genuine telepathy and telepathic, instrumental psychography are generally more respectful of human dignity and more accurate and I understand that, through them, the contact can sometimes be verified, for instance, through consecutive and simultaneous communication receptions, synchronicities and sufficiently unequivocal specifically expected verification sightings. However, to be fair, I must say that it is known that psychiatrist Mario Dussuel (advisor to Chile’s formal UAP/UFO research office CEFAA) carried on some proactive scientific contact experiences through the use of voice channeling. He requested a particular extraterrestrial group to provide a way to analyze the substance of “foo fighters” and apparently was soon given a PHYSICAL SAMPLE through another person and the analysis was performed. Therefore, there may be other methods but we must be careful so as not to deceive ourselves or be interfered by negative ETI groups or other entities.
THE FEAR
The fear of being made fun of by peers inside academic, political and other modern institutions and then shunned from opportunities has been a powerful deterrent against serious research into genuine contacteeism. There simply is a stubborn resistance to consider something as crucial, especially through means outside of recognized academic methods. But the evidence for a reality that urges to be recognized will eventually win out against avoidance, closed-mindedness, denial, and fear.
Let me state that I do admire the work of regular scientists revealing the cosmos in other specific, valid, necessary, objective and conventional ways. I’m all for SETI, ESA and NASA’s continued discoveries and look forward to the launch of the Tess and James Webb Telescope Missions. The scientists’ revealing of patterns in the known physical universe may reflect deeper aspects of the non-physical cosmos. Their discoveries are necessary. In fact, connecting with ETI through alternative telepathic and contactee means may not necessarily reveal to us all there is to know as some ETI may want to avoid propitiating co-dependencies or not be willing to inform us of everything they know. Thus scientific research (also open to open dialogue with the humanities and social sciences) should remain just as important in order to develop our understanding even after widely acknowledged verification or disclosure.
However, (even if not coinciding with current theoretical frameworks or being taken seriously by most individuals with PhDs) credible evidence for an intelligent extraterrestrial presence does already exist, should be carefully looked into and should be creatively approached. Scientific but non-conventional methods are called for. If institution-based scientists remain unwilling to work with contactees to verify human-ETI interaction with a new breed of “citizen scientists” also providing objectively-gathered evidence can promote knowledge and disclosure.
THE OPPORTUNITY
The next step is to try to develop a rapport with the extraterrestrial entities willing to establish a dialogue, gradually but clearly allowing us to verify their presence. It is not something naive because it has already been gradually happening on a small scale. We can take the small-scale methods and what was learned and try to verify even more publicly.
“They” may be willing not only to appear with their craft at a set location, date and time but to eventually – for instance – facilitate us filming or taking pictures of their vehicles, perhaps during the daytime. That’s were science and scientific equipment can come in. Some reporters have even been occasionally able to witness and-or film anomalous aerial objects through some contactees. “They” may agree to move their craft in a certain way or produce certain energy emissions following our requests and a type of experimental verification could take place.
CITIZEN SCIENTISTS may be able to work with some open-minded, respectful accredited scientists but if the latter don’t show up the “CITIZEN SCIENTISTS” could produce serious evidence so that academic interest in actually verifying and communicating with ETI through contactees may follow. Of course, the work of citizen scientists can also be scientifically valid and deserve due respect and also being reproduced.
We would have to come to terms with the legal status of ETI as much as with our own legal status in the cosmos (or analogous concept) according to ETI procedures and understandings. For instance, we would have to understand whether existing in a physical-but- non-completely physical form and materializing more to coincide within our reality frame exempts ETI from our legal prohibition against flying over our nation’s skies without permission.
We would have to come to terms with the likely fact that “they” have been coming and going before we even thought what a “legal status” was in the modern sense of the word. We would have to consider that perhaps “they” (how many and why?) have influenced our cultural and biological evolution over eons. We may have to understand that we already share the planet with them. We would have to learn to communicate with them also according to their understandings.
It is time to make direct contact, solidifying the evidence in an undeniable way, dialoguing together with verifiable events to build our knowledge of who ‘they’ are, what their plans are, their differences, agreements, excesses, and so forth.
We also need to know who ‘we’ are in relation to ‘them’ and who expects what from us in the larger scheme of things.
I think that treating contactee and UFO research in a non-trivial way will be a first step crucial to be treated by most ETI varieties as incipiently or sufficiently responsible, intelligent, or as equals and sovereign, beings whose conscious minds deserve to be respectfully consulted before interactions.
CONCLUSION
It is time to think much more inclusively. This is not wishy-washy thinking. It is vital to survive. The contact experience itself doesn’t need to be limited to individuals without scientific training. It can take place both with a subjective-intersubjective approach as well as with an objective evidence-gathering approach.
Both skeptical, materialist scientists claiming that there’s little or even “no shred of evidence” that we are being ‘visited’ and small segments of humanity claiming to already be involuntary contact with ETI needs to come together recognizing the merits of each other’s methodologies as their exclusivist attitudes become passé. The phenomenon itself may decide to increase its demonstrations worldwide because it may be urgent for us and them that we do not to destroy the Earth’s ecology. They may not want to show up in a shocking way but may also try to legitimize their presence by appearing to members of formal institutions.
Knowing when and where extraterrestrials may become detectable would give accredited scientists and “citizen scientists” time to prepare for careful data gathering including the use of measurement devices such as infrared, gamma-ray, x-ray, detectors. Perhaps the decay of spacecraft produced particles into gamma rays expected by theorists like Robert L. Schroeder can be tested. The role of consciousness, the subconscious, premonition, why some individuals can clearly see an ETI vehicle and someone next to them can be better understood. How can science grow by understanding UFOs? Is it a science of resonance in which consciousness is paramount?
Taking simultaneous pictures at a known distance between two cameras preferably in the daytime and with some clouds for reference and (with ETI consent) could be useful to triangulate the distance from materialized ETI objects establishing that they are indeed three dimensional, of a certain size and apparent distance as they become detectable in our spacetime reality.
I also take the proposal of working with bona fide contactees and willing extraterrestrial entities as an enhancement over already interesting and partially successful CE-5 methods because of the particularity of being friends with ‘them’, knowing who ‘they’ are, and when and where they will manifest. This would lead to more repetitive, experimental opportunities. What is need the most is not to dismiss offhand the requirement to work in a respectful manner with the finest available contactees, whether we agree or not with their ideologies or with their more qualitative, subjective-intersubjective methods. Contactees, contactee supporters, accredited scientists, citizen scientists and also the general public, cultural leaders and politicians al need to grow up. Given that most people may not be serious enough, nor ethically motivated or sufficiently easy-going about full-blown, open contact interactions, most likely the process would have to be relatively gradual. However, it needs to get on its way. We need to learn to think like an intelligence observing us observing outside of our historical routines to stop the stupid destruction of our lives, political systems, and environment.
Verified, objective interactions connected with associated extraterrestrial information could also gradually inform our exopolitical considerations. We could assign more credence to some of the information imparted about cosmic history, human history and the structure of an intelligent cosmic community. Some of us could even have onboard contact opportunities and ETI ambassadorship may gradually manifest. The UN would have to establish a multinational research office and congressional hearings would ensue.
Practical, empirical results that can be analyzed would help scientists overcome their prejudice against the possibility of directly affecting physically verifiable phenomena through an interactive “space” not limited to a rigid external reality. Even the possibility of scientists experiencing some degree of verifiable physical and-or “trans physical” contact themselves could happen.
Not facing these mind-expanding challenges would probably signal that we are an unviable, closed-minded species, incapable of adapting beyond close-at-hand realities (local realism) or facing current planetary challenges as a whole.
There’s been more UFO activity reported in Lima, Peru recently. There are some expectations here and there because the beginings of Mision Rahma contacts was 40 years ago. The contacts multiplied and several contactees appeared besides the first contactees, Sixto and Charlie Paz. Each brings a new complementary perspective and information. Out of 7 events witnessed by reporters (with varying degrees of success due to excessive excitement or lack of respect and preparation on the part of curiosity seekers and attendees), according to Sixto Paz, perhaps only 10% of the reporters were courageous enough to speak up and to hold on to their witnessing of craft. One of them was J.J. Benitez who wrote his experience in “OVNI: S.O.S. a la Humanidad,” lost his job and started an incredible career researching and writing about mysteries.
Thankfully, even in today’s highly commercial and modernizing Peru, there’s also somewhat more awareness and respectability for the UFO issue and a larger segment of the population is being informed by UFO programs like those from History Channel and so forth. Besides, some people are aware that the Air Force has recently opened an Anomalous Aerial Objects Research Office.
Recently, some photos were taken in downtown Lima by a RPP radio network reporter and have been circulating. Whether lens flares or not, it raises the issue in people’s minds.
Besides those photos taken by an RPP Radio reporter (the largest radio network in Perú), recently several callers reported that on Dec 14 UFOs were also dramatically seen at around 8PM on a (crowded) northern part of Lima, Peru between the Panamerican Higway north and a street called Habich. The event its said to have stopped traffic for a while because many people stopped to watch the display. Some callers even mentioned a large, multi colored (rugby football-shaped) object which was suddenly seemed to be hased or circled by a smaller star-like one until it had to leave. The reports were received on Radio Capital program “Viaje a Otra Dimension” conducted by UFO and paranormal investigator Anthony Choy.

Cieneguilla has been a place where UFOs have been seen before.
On Dec 9 Anonymous Peru informed that an object had crashed near Cieneguilla Peru. That created some stir but that report has not been confirmed.
Now we have this cell ph video taken in the District of San Miguel in Lima, Peru dated Dec 23, 2014. It shows a helicopter and what SEEMS to be a metallic disc hovering nearby to the left of the chopper. The film is from Gladys Cordoba. Then, it disappears from view because the camera moves to the right. The sunlight seems to shine on the left side of the object which coincides with how it shines on objects casting shadows (toward the right) on the ground.A blow up photogram of that brief moment is included.
It’s too early to tell but, if this is a lasting trend that will continue beyond ocasional sightings but, perhaps, some Latin American contactees connected to a spiritual perspective will eventually show that some UFOs are indeed ET and that a better approach toward friendlier, respectful contacts with extraterrestrial beings is not only possible and necessary, but can be objective and politically viable. They will probably show along with the effort of so many other researchers that a TABOO on this matter is BEHIND THE TIMES and that without panic, adoration or condemnation, we can engage in more intelligent exchanges with extraterrestrial beings.
A probable connection with a distant – but always latent – past in which knowledge about ancient beings coming from the stars and-or living underground as survivors of old, wise civilizations exists. Thus, in old traditions there are memories of the “Paco Pacuris” (illumined beings that live in special undergound sites) and of the “Ñaupas” (the ancestors who dressed in white came from the the sea). When on November, 2010, my friend, colleague, reporter and researcher Marco Barraza was investigating at the famous “Aramu Muru” Portal or the “Hayumarca Door” in Juli, Puno, Peru two seemingly anomalous objects moved behind him while he was mentioning specific words as seen here. From minute 5.30 on when he especifically said “There are places in the planet surrounded by myths, magic and mysteries ” a mist-like thing appeared moving behind him from left to right. Next, when he says “there are places where one can even perhaps feel the presence of the so-called extraterrestrial deities” a UFO appeared, also moving from left to right behind and above him. I think that modern society needs to recuperate the highest memories of a wiser past in which ETs were not a threat as seen today. Not everyone ‘out there’ or inside here( (inside the Earth’s crust) is a threat and we must evolve beyong our extreme warrior-like projections on them. After considering the experiences of some contactee friends with eyewitnesses accompanying them, and after thinking of information contasined in ancient lore and current “wisdom keepers” I am certain that there are benevolent masters of wisdom and extraterrestrials waiting for us to become aware of who we are and to responsibly participate in a cosmic community. While in our fantastic cultural milieu “benevolence” might sound like gullibility and a non-realistic attitude I’d say that the overall emphasis on negativity and aggression is exagerated.
Sixto Paz, one of the main contactees objectively verified by witnesses (and succesfully preparing other people to experience their own contacts), estimates that, out of about 60 extraterrestrial “races” interacting with Earth and humanity, only 5 don’t want the original cosmic plan for humanity to suceed. First, we need to find who we are and is the highest thing expected from us to “suceed.” We also need to think less dichotomically, more intelligently and to choose our direction wisely.
The time to focus more on our friends and less on our probable foes (perhaps in some cases beings that might need our assistance without allowing them to exploit us) is at hand. Let’s contact them with integrity and no fear!
This second volume of the fourth edition of the Exopolitics Journal continues with the theme of “Extraterrestrial Contact.” This time, the focus is on “Galactic Diplomacy.” While “Official Contact” still is the subject of science fiction, Extraterrestrial Contact already is happening, has been happening for a long time, and is ongoing, on a large scale. Indeed, to date, thousands of individuals have had contact experiences, and the indications are that this phenomenon will increase. As such, there is a growing need for galactic diplomacy; not only for official – or “track I” – diplomacy, but also for “Track II” or “Citizen Diplomacy with Extraterrestrials.”
The first article, “Track Two Galactic Diplomacy: The Role of Citizen Diplomacy with Extraterrestrial Civilizations” is by Michael E. Salla, Ph.D. It is an extract from the first chapter of his latest book, Galactic Diplomacy: Getting to Yes with ET (2013). In it he examines the key principles of ‘galactic diplomacy’ at the unofficial level, as a form of ‘track two’ or citizen diplomacy aimed at establishing contact and communications with different extraterrestrial civilizations. The article analyzes the nature of diplomatic representation on Earth that might be recognized by various extraterrestrial races. Particular focus is on the representative status of different global constituencies such as politically organized humanity, cetaceans, alleged subterranean civilizations, and the role of Earth or ‘Gaia’ as a self-regulating organism with vital interests. Each of these constituencies has their own vital interests that must be included in negotiations that directly impact upon them.
Karen Kael wrote the second article, titled “Awakened Humanity and Exodiplomacy.” In it the author explores the concept of “awakened” humanity, the qualities inherent in that characterization and the role such humans might play in initiating citizen diplomacy with extraterrestrials. The article also addresses the question of what right minorities and individuals have, in democratic societies, to influence the future of the planet through such diplomatic initiatives. Throughout history, ordinary citizens have on occasion sparked revolutionary changes, without violence, without bullying, without imposing their will upon the majority, but rather by declaring and standing up for what they knew in their hearts to be right and true. The author argues that when it comes to Extraterrestrial Contact, it is the citizens transforming their consciousness and empowering themselves as exodiplomats who will lead and help the rest of humanity navigate through the chaos, the fear and the inevitable confusion as we take this inevitable and exciting next step in our evolution.
The next article – “Other Worlds” by Richard Cook – isa chapter from his book, Return of the Aeons: The Planetary Spiritual Ascension (2013). The book’s objective is to explain today’s spiritual ascension of earth and humanity at this unique period of planetary history and how the Divine Beings are helping us transcend and transform. The book is part of the literature that is being created about the post-2012 transition. It is deeply grounded in the author’s own personal experience in working with the spiritual masters, in teaching spirituality to others, and in connecting the spiritual changes with current world events such as the environmental crisis, financial collapse, UFOs, and war and political crises. The book also offers detailed information in the traditions of Gnosticism and the perennial philosophy and provides numerous aids for seekers on establishing and maintaining their own spiritual practice… How, in the face of overwhelming environmental, political, economic, and ethical problems facing humanity, the New Earth is yet in formation and how each individual can be a part of it.
The fourth article, “Physical Contact on Mount Shasta,” is from the hand of Ricardo González. He is a Peruvian contactee, and the author of eight books which deal with the UFO phenomenon and underground civilizations. González saw his first UFO in 1988 at the age of fourteen, and five years later, in 1993, he had his first telepathic contact experience, while observing a craft. In this article, he describes how he met with 54 other people from all over the world at Mt. Shasta in August 2012. On Sunday 26 August, he had a physical contact experience where he was beamed aboard a ship, and got to meet the extraterrestrials he had been having telepathic contact with face to face. Most of the article deals with his encounter on board the ship, and the conversations he had.
Giorgio Piacenza Cabrera, B.A., wrote the fifth article of this volume, “Integral Exopolitics.” In it, he explores how Ken Wilber’s “Integral Theory” could be applied to Exopolitics, and as such could assist in its different fields, such as the promotion exopolitical activism, the gathering of evidence, or galactic diplomacy. When one has a contact experience, or if Disclosure actually occurs, a more-encompassing frame of reference – a “meta framework” – is needed to make sense of the complex social, cultural, scientific, spiritual and psychological implications of contact. Ken Wilber’s “Integral Theory” aims to provide such a comprehensive model, which can enhance many orthodox and non-orthodox academic fields including the emerging field of “exopolitics.” The author makes the case that there is an urgent need for a shared understanding of how the entire “Kosmos” is organized. Ken Wilber’s “Integral Theory” in its current stage could possess a few of the general elements of a beginner’s “Cosmic ABC” necessary to build a much vaster scientific and metaphysical Integral Knowledge, and – conceivably – a better rapport with extraterrestrials.
The sixth article, “The Creation of Modern Man, his Society, Culture, Civilisation and Religions by Extraterrestrial Races” is by Wendy Flentri. In it, she explores the role played by the Anunnaki in the creation and subsequent history of mankind. She concludes there is overwhelming evidence which demands new ways of explaining our existence. As puzzle pieces slot together, a complex picture emerges incorporating Evolution Theory, ancient aliens and Creationism. Ancient myths are proving to be accounts explaining ancient technologies, extraordinary beings and occurrences shaping all aspects of our existence and witnessed/reported by our primitive ancestors.
The seventh and final article again is by Giorgio Piacenza, and is called “Toward an Exo-hierology: Extraterrestrials, Human Contacts with the Cosmos and a Sense of the Sacred.” Analyzing a number of case studies of Andean contactees, the author finds that the contactees and the Extraterrestrials who befriended them have a trait in common: a sense of the sacred.

Tour Master Jake Gould, Cheuk Fei and Neil Gould, with the Chinese Group.
On 12th October 2013 a historic event took place in Exopolitical arena, a group of 20 Chinese UFO enthusiasts departed from Hong Kong and China en route to the USA under the tutelage of Neil Gould – Director of Exopolitics Institute, Cheuk Fei – HK media host MJ13, Jake Gould –Exo-filmmaker and Stan Ho – Exo Cert., for the exo-tour of a lifetime. The objectives were to engage in discussions with top exopolitical researchers, contactees and experience the paranormal at the infamous Bradshaw Ranch, UFO sightings and to take part in human initiated ET contact -CE5 (close encounters of the fifth kind), a program endorsed by the Exopolitics Institute Certification Program.
2 weeks before departure workshops were arranged in Hong Kong to train the participants in CE5 protocols and to prepare them in facing new and altered realities. The CE5 was performed inside an office on the 14th floor in Cheuk Fei’s WebTV studio downtown Hong Kong. Stan Ho had provided reading material beforehand. He then prepared a series of lectures to the group, which included, Contact, 6th man on the moon Dr Edgar Mitchell’s work on the Quantum Hologram and historic aspects of Exopolitics including a document on Einstein and Oppenheimer. Stan Ho holds an Exopolitics Certificate; he is working towards his Exopolitics Diploma. Neil and Jake led the CE5 and within seconds each of the radars went off individually, indicating an ETV lock-on. After the group meditation was over half the participant were dizzy and several reported vivid dreams.

Upon arrival in the USA the first visit was to Janet airlines, then to Bob Bigalow’s aerospace complex, then finally ending up at Area 51. The secret airline ferrying staff to and from Area 51, the Alien insignia on Bungalow’s rooftop; the shocking discovery that a shadow group was in control of a facility where should one cross the line, the use of deadly force is authorized; these issues stunned the Chinese group. Many simply became angry, some were deeply upset as they were forced to reevaluate their worldview. They now understood the structures and constructs that allowed the CIA to operate at Groom Lake; under the cover of “Indian Territory” to facilitate secrecy and its quasi legality.

The following day the destination was Sedona; almost immediately as the coach left the luxurious Luxor Hotel in Vegas, silver daylight disks followed the bus the whole 3 hour journey, hovering both sides of the bus at perhaps a few thousand feet altitude; the group taking as many pictures as the “visitors” would allow. Upon arrival at the Enchantment Resort the group pondered the many rumors surrounding this controversial resort then headed for a group initiation and welcoming by the Sky-People through a local Shaman; his dancing and clapping rituals were physically exhausting leaving most of the group out of breath.

Up early in the morning the group headed for Sedona’s “Energy Vortices” and “Portals”, taking the opportunity to meditate and climb to the highest possible point hoping to adjust their minds in preparation for the CE5 that evening. Just before sunset the convoy of Jeeps led by Cheuk Fei headed for a clearing to set up for human initiated contact. Kim Carlsberg and Jake Gould set up the boom box to broadcast the “Call Tones” and the TV monitor and over the next few hours over 50 craft flew high up overhead; some craft were quite low facilitating good video opportunities. The following night the second CE5 produced 17 further sightings and a transdimensional manifestation on the ground less than 20 meters from a small group. As the dome shape object twinkled on the ground it attracted Kim Carlsberg to walk over followed by Andrew French, a student at the Exopolitics Institute Certification Program. The outline of a life form leaving the ship was clearly visible to those standing nearby.

Tom Dongo, Sedona’s veteran UFO and paranormal researcher held the group spellbound with accounts of anomalous events around Sedona and on the Bradshaw Ranch. This prompted a visit by the group to the Bradshaw Ranch; interdimensional beings were photographed and videoed walking in front of Neil Gould; Stan Ho caught the beings in photographs as synchronicities pulled at the fields of consciousness drawing out the ET faces from the local scrub. The group caught orbs, lights and faces that formed from a smoky etheric substance. All these events were topped when Kim Carlsberg appealed to the beings to give a sign that they were truly there; the group’s attention was transfixed on the windmill, which was stationary. At the end of Kim’s plea, the windmill began to turn without any evidence of wind. These phenomenon’s will be available in the video release of this Exo-tour.

This is a news report which I’m translating from contactee Ricardo Gonzalez. Citizen contacts with benevolent beings are indeed happening and increasing in Latin America. Talampaya is a special energy vortex and mystical-spiritual place in Argentina. Information of friendly and BEAUTIFUL contacts like these should also be known to counteract so much negativity and information about aggressive ETs, misguided secret control groups, technological abuses, enslaving Annunakis, dangerous, atrophied, service-to-self ETs (of which – to be fair with a large amount of credible data – there are some) and things of that nature. Positive encounters which are gradually on the rise also are objectively genuine and only irrational predispositions toward paying more attention to sinister aspects of Human-ET contacts will give us an incomplete picture keeping us in a state of fear or a fixated willingness to fight. As much as fear-based events do occur, LOVE-based ones are more substantial, verifiable and promising of freedom, truth and justice in the long run and as a wiser form of Exopolitical development in human-ET relations. We can truly say that simple, well-intended humanity is also being gradually contacted accross the world in a form of unofficial disclosure as groups of people are verifying good, beautiful and truthful forms of contact happening now. The ensuing healing associated with these good types of contact (contacts that involve gradual preparation and respect) should be encouraged much further in order to awaken to our best capacities as a unified human species and wiser citizens of the Cosmos. The nature of these contacts is not about depending on ETs or about putting them on a pedestal. It neither is about condemning them or perhaps going to war with them. It is not about being assimilated or destroyed as a civilization. It’s about ending the conflicts and achieving an equally respectful, caring friendship with ourselves and with all of life. It is about waking up to our most wholesome potentials and not allowing abuses while healing and becoming examples that heal ancient conflicts in the Cosmos. It is about allying ourselves with defenders of the original human plan and with its Divine purpose.
The encounter suggested by the extraterrestrial Guides has been an extraordinary and unforgettable event. Us, more than 250 persons from 16 countries (arriving from different places of Europe, Canada, the U.S., Mexico, Caribbean and a large part of South America) gathered from 7-9 September in that important sanctuary of the White Brotherhood in order to radiate light to the world.
The dates had been given by the elder brothers of the Cosmos. And so we informed others about it since the moment of receiving this information more than half a year ago in a place called “Sierra de la Ventana.” Later on, they gave us more information telling us about the importance of Talampaya in order to envelop the world with peace.
As we remember, the dates of the encounter “coincided” with the crisis in Syria. The extraterrestrials had anticipated it and, for some reason, they wished that country not to be attacked on those dates. This is a theme that I’ll further develop later on. Moreover, Pope Francisco requested a day of prayer for the tension in the Middle East for September 7th, the same date we had been given. If this weren’t enough, Obama waited the for the approval for the military strike on the 9th. Today we can see that none of this occurred.
It depends on us maintaining the energy and optimism to affect world events. Some of them can be avoided and the intensity of others can be diminished or be postponed in order to secure a better evacuation of the civilian population. Be as it may, the saying that we can create what we believe becomes a fact.
That was the main objective of the international encounter in Talampaya. An encounter that was open, free for every walker in the path that resonated with that task. We gather without names and labels. There, all of us were a single group.
The elder brothers allowed themselves to be seen during different sightings. Some of these apparitions were registered by two professional photographers, Christian Belluco and Matías Zubrzycki, both equipped with cameras which were sensitive to the light. Thanks to them we obtained extraordinary registers in which we can see the trajectory of the luminous UFOs glistening the starry laden sky in Talampaya. The light of these objects was so intense that it stood out over that of the stars. We signaled them out with a powerful laser light in order to have a reference point in the photographs, in the same manner as we had previously done in Sierra de Ventana. The support of the (ET) guides during the three nights was unequivocal.
On the 9th, 60 of us went to Ciudad Perdida (Lost City), an earth energy enclave located at the Talampaya National Park. We had received telepathic instructions to go there and to perform a connecting task at the pyramidal hill in order to connect it with the blue crystal found in the underground city of Erks (in Capilla del Monte, Argentina). This hill is the ancient nucleus of a volcano that protects one of the 13 solar discs. This experience – which was supported by the other participants forming the remaining group at base camp in Talampaya – was extraordinary…
It has allowed us to understand why Talampaya was the first place where the intraterrestrial retreat of Erks functioned; why for some time it was separated from the sanctuary of the Uritorco Mountain (in Capilla del Monte, near ERKS) and why they “joined” now as a single center of power.
The presence of the guardians from Talampaya and Uritorco was remarkable. We could hear their voiced singing mantrams while an aroma of flowers inundated the pyramidal hill. Furthermore, some persons were touched by invisible presences that made them feel a profound level of peace.
The support group that remained at the campground also lived through very important experiences. Not all of us could go because the National Park only provided authorized transportation for 60 persons. Here I must say that a large part of the contact group in Buenos Aires – a group that had been preparing for the encounter since January – gave up their place for brothers from other countries to be able to go to Ciudad Perdida (Lost City). This was an attitude of responsible surrender-commitment which I value and admire very much.
We created the (adequate) conditions to receive communications in a simultaneous manner. The contact took place and in the communications we were announced that in the second half of 2014 there would be an expedition to Belukha, in the Altai Mountain range. This would be a journey which, according to the extraterrestrial Guides would allow us to complete the crucial information about the Cosmic Plan and the human role in the new time.
Furthermore, the received messages – half a dozen receptions – notified about an experience for 9.00 PM. According to the Guides, some persons would receive the Cesium Crystals and other, an ethereal element, a sort of small crystal made of a rhomboidal shaped light which would act as an “amplifier” of the faculties of the Pineal Gland, which – as we know – relate with co-creation and healing. As far as we understood, this element would be temporal and only to show us what we are capable to do if through discipline and a mystical preparation we activate our psychic abilities through our own merits.
And thus it occurred: At 9.00PM, after the presence of the Guides in the skies of Talampaya, persons in sets of tens received this initiation that was coordinated among the extraterrestrial Guides and the guardians of Uritorco and Talampaya which, by the way, during an excursion to the canyon, I could photograph. I’m referring not just about those guardians shown to tourists but the original/previously unknown ones. I had already obtained a partial register of that in 2002 but during this journey I was able to take high resolution pictures of the “prohibited” petroglyphs.
Due to the importance of the experiences we have lived, the information received and the images achieved, I feel that I must write with greater detail about what Talampaya really is for it to be known. Starting tomorrow I’ll write a small book about all of that hoping to publish it in about two weeks. People will be able to download the text – which will be illustrated with images – for free. The message must reach everyone.
The encounter finished with an atmosphere of much peace and also of nostalgia due to the farewells. I got to known extraordinary persons and it was beautiful seeing different spiritual groups, contact groups, UFO research groups (as the friend from the Pedro Romaniuk Foundation) or persons unconnected with these themes but imbued with a strong sentiment of participating by working all of us, united.
After the encounter at Talampaya ended, we got into our vehicles and took the return road. While in the route, our minibus driver pointed toward a violent accident. We could see a wrecked car. Perhaps its driver had lost control and turned over. That route was veru dangerous and had many precedents of cars that came off the road due to speeding, animals crossing, etc.
Later on we found out that four of the participants in the encounter had been in that car… We found out that two of them were well but that the other two had suffered grave blows. They were in a serious condition and had been urgently taken to the Enrique Vera Barros Regional Hospital where they would be operated upon.
After gathering once again at Capilla del Monte, more than 30 persons performed a healing task. We asked help to the guardians of Talampaya and to the extraterrestrial Guides. In this way we could visualize our brothers healing and coming out well in spite of the serious situation.
Later on we received a phone call: Our brothers had recuperated. The doctors could not believe it…They had very serious internal wounds and these had healed. Bewildered, the physicians didn’t carry on with the surgery and they were released from the hospital. We have the previous evidence and all the documents that give credit to this.
A discussion between Neil Gould, Director of the Exopolitics Institute and Cheuk Fei, host of MJ13, Hong Kong’s Exo Media Platform including analysis of a document containing a channeled interview between a Nordic ET and human. After conducting distinguished fieldwork and research in ethnic conflict resolution in East Timor, Sri, Lanka, Kosovo and Macedonia, Dr. Salla founded (in 2005) Exopolitics Institute and Exopolitics Journal and became an internationally acclaimed promoter of the leading-edge field of Exopolitics. In 2004, Dr. Salla published Exopolitics: Political Implications of the Extraterrestrial Presence (seminally defining Exopolitics within the framework of the social sciences)and in 2009,he published Exposing U.S. Government Policies on Extraterrestrial Life: The Challenge of Exopolitics carefully describing that the U.S. has secretly implemented a policy of research, technology gathering and exchanges with intelligent extraterrestrial life.
By cross-referencing information from selected notable contact experiencers (typifying a diversity of contacts), credible whistleblowers, selected channelers and leaked government documents Dr. Salla explores what different extraterrestrial civilizations might be up to, not only confirming that a major cover-up is proceeding (possibly nourishing unholy alliances with less convenient or adverse extraterrestrial groups) but also surveying what principled negotiations with extraterrestrial civilizations would entail, including the possibility that numerous denizens of our galactic community may respectfully offer us educational options while gently attempting to awaken remembrance of our cosmic nature and inmost potentials.
There’s a well-balanced exposition of issues pertaining to exodiplomacy. For instance (besides delving INTO who might adequately represent Earth in exodiplomatic negotiations), issues of how some ET groups might manipulate citizen diplomats or if (from the perspective of ET groups) open citizen’s negotiations will be as binding as covert government ones? Will exodiplomacy be allowed, found complementary to conventional diplomacyor suppressed by Earth-based powers?

Some of the surprising but necessary themes presented in this book (which endeavor to give a wide range of perspectives and information applicable to “Galactic Diplomacy”) include the diplomatic encounters with extraterrestrials that allegedly took place during the Eisenhower Administration, both in relation to “First Encounters” with human-looking ETs (allegedly including planetary system-based “solarians,” and other extraterrestrials offering a spiritually-based, edification programs for humanity to subsequently/gradually be able to handle advanced technology and to integrate with a vast cosmic society responsibly). It also includes the “Secondary Encounters” typically with non-human or humanoid-looking ETs (which apparently suffer from complex physical and social-hierarchical problems even though offering technology in exchange for some negotiated benefits). I felt that Dr. Salla’s emphasis on circumstantial and testimonial evidence on the alleged Eisenhower encounters (like Bill Kirkling’s and Phil Schneider’s) is important but also left me feeling that some exopolitically significant events transpiring before his term of office (perhaps since the early 1940’s) should have also been mentioned.
Dr. Salla’s inevitably audacious book also offers a preliminary analysis of possible Military Industrial Extraterrestrial Complex (MIEC) ETs and of possible non-Military Industrial Extraterrestrial Complex ETs; evidence for human-looking ETs living among us; evidence of a program (called Galactic COINTELPRO) to discredit or suppress contactees. Furthermore, it deals with the (never implemented) 1978 UN resolution “33/426” to establish an agency for researching and informing about UFOs and related phenomena; presents exopolitical, citizen’s resolutions to deal with the ET presence in constructive ways (including the creation of an expected “code of conduct” for ETs) and even touches upon the possible role of “celestials” (higher entities with less physical limitations which should be studied because they are repeatedly mentioned in contactee literature) might play in the transition to a higher degree of human consciousness.
It may be the first time a book like this has been written. In fact, Dr. Salla’s book isn’t – by necessity – just pioneering and mind-expanding on such a unique but politically vital topic like “extraterrestrial contacts” and associated decision-making. Furthermore, it isn’t just sufficiently academic and ‘rational’ but also quite ‘reasonable’ since each chapter substantiates the aforesaid issues in a comprehensive and critical manner using – with an open and inclusive attitude – the varieties of evidence a sufficiently rational, sensible but normal “citizen of the world” (not overly encoded with a haughty academic skepticism) would consider.
Dr. Salla’s book shows us that one can be intellectually proficient even if evincing that sense-of- reality-challenging events indeed occur while a variety of otherworldly beings approach us with different vested interests. It shows us (unlike what other books in the UFO/ET contact phenomenon and its implications have shown) that – besides an exclusivist, disproportionate interest in particular aspects of human-ET relations (like the cover-up, technology and the contact-experiencer phenomenon) an earnestly INCLUSIVE analysis of the complex human-ET interaction (often combining subjective and objective types of evidence) it is not only possible but clearly necessary to understand the situation wholesomely to make informed political decisions soon to affect our collective fate. I think that implied in the book is the need for a critical but inclusive approach to coming to terms with a reality beckoning us to expand our physically limited sense of reality.

This book covers many areas of inquiry but also elicits additional questions. For instance, I do favor citizen’s diplomacy as it seems that particular benevolent ET species/races (allegedly the ones not predominantly negotiating with the Military Industrial Extraterrestrial Complex) even have indeed chosen to contact individuals attempting to share aspects of their particular “universalist” messages but, judging from how contactees every so often dismiss each other’s cases (or present their cases as central to human-ET contacts are we really able to definitely come together at once as a unified, planetary-wide group or only gradually?
As Dr. Salla also writes in chapter one “…a premium needs to be placed on maintaining a high level of integrity for this form of citizen based diplomacy. This will prevent undue manipulation by ‘unfriendly’ extraterrestrial races…” Will this ‘integrity’ include thinking in connected, mature ways embracing all compatible contact experiences? Thus far, a main quality sought in contactees seems to have been a principled mind capable of assuming a ‘mission’ to at least attempt to re-transmit parts of an emancipating, educational message. This subjective feature probably entails a degree of post formal ethics for which ETs sufficiently esteem such persons as bona fide Earth representatives. However, perhaps efforts should also be coordinated under a supervising, integrally aware council embracing all vital political (Earth-based and extraterrestrial) needs. Will it be best if citizens’ diplomacy with non-MIEC ETs is coordinated with broad-minded, post-formal, ethical overseers (perhaps connected to the UN) similar to how MJ-12 allegedly oversees MIEC-ET diplomacy?
The book mentions benevolent “first contacts” occurring before the “grays” became popular. Furthermore, it mentions contacts with “intraterrestrials” (entities living in underground bases), with “solarians” (Solar System based ETs) and with other human-friendly, galactic neighbors. While I agree that these types of contacts occur (I have truthful friends who claim to have had such contacts), because of the gravitational pull we experience (requiring sufficient planetary mass), I don’t think they can possibly relate (as suggested) to beings living in an extensively hollow Earth but, rather, those who in enhanced cavities within the Earth’s crust. However, I found the evidence for human-looking “solarians” more compelling, since the presence of extraterrestrials like “Val Thor” and from the “Amicizia” contacts in Italy was supported by several witnesses and photographs.
By agreeing with Dr. Salla’s politically reasonable idea that by incorporating and cross-referencing a broad range of plausible information from contact experiencers, researchers, leaked government documents, whistleblowers (like Stewart Swerdlow, Robert Dean, Philip Corso, Dan Sherman) and more credible channelers (like Lyssa Royal and Norma Milanovich) we may basically recognize the existence of two main types of extraterrestrials (those allegedly cooperating more actively with the MIEC and those that not doing so).
Crucially, I think that one of the main strengths of the book is a reasonable search for overall patterns without excessive efforts to validate any one aspect. While not being scientifically undeniable (even if some details have been amply corroborated, for instance, by serious Ufology), it is politically sufficient and useful. It is a balanced search which can provide an informed assessment appropriate to a social science approach or to an intelligence information gathering suitable to human decision-making. Given the circumstances this is a good example to follow since – in order to advance informed exopolitical responses – whether specific appraisals are correct or not, we must first come to terms with the general patterns.

Readers interested in this book and in plausible exopolitical responses might be particularly pleased by some chapters alluding to various citizen resolutions in which UFO/ET cognizant/aware people from different countries and Dr. Salla were involved. Thus, we read about the 2006 “Hawaii Declaration on Peaceful Relations with Extraterrestrial Civilizations” which not just affirms “the intent of humanity to join in peaceful and cooperative relations with extraterrestrial civilizations” and “the natural right of all citizens to have open contact with representatives of extraterrestrial civilization in all cases and to engage in non-official diplomacy” but also to declare “the need for Civil Society to develop acceptable protocols (standards of behavior) with extraterrestrial civilizations, that the protocols should be representative of humanity, and that all nations should work in concert to establish peaceful relations.”
In other words, concerned individuals will find in this pioneering book that citizens with principled intentions have already come together attempting to plant the kernels for peaceful and constructive interactions with extraterrestrials. In fact, they’ll find that there have already been at least six citizen (international civilian) diplomatic initiatives and that the concepts of ecological balance and respect for all life have been central. One of them was the 2007 “Earth Transformation Declaration” which focused on taking personal responsibility for the transformative creation of a planetary civilization while recognizing interconnected health and wholeness and affirming the “political sovereignty and self-determination of humanity in relation to extraterrestrial civilizations,” besides the “promotion of new energy technologies to provide solutions to urgent global environmental and resource depletion issues” and the protection of cetaceans as sentient, intelligent species. Other important diplomatic initiatives were the 2009 “Declaration for the Creation of a European Agency to Study UFOs and Extraterrestrial Affairs,” the 2008 “Declaration for Citizen Contact Councils” (promoting the use of positive, international contact procedures), and the “Statement of Aspirations and Code of Conduct for Extraterrestrials Interacting with Earth” which outlined “standards (of conduct) extraterrestrials would need to observe” (something I very much agree with).
“Galactic Diplomacy: Getting to Yes with ET” showed me that it was possible to treat the complex and startling exopolitical situation with fairness, academic distinction and a form of reasonableness that includes an objective analysis and qualitative assessment suitable to a useful, normal and moral human standpoint. It succeeds in presenting a necessarily challenging overview of various unique categories that must be inclusively studied to practice exopolitics and to responsibly launch a new stage in real-world human-ET interacting with a vital and extraordinary political situation.

I agree with Dr. Michael Salla. This is the begining of a new phase in Exopolitics. It’s time to become more active in Galactic Diplomacy. At the Citizen’s Hearing on Disclosure (which took place at the National Press Club in Washington, DC with high professionalism, honor, heroism and quality) the former U.S. congressmen and consgresswomen that heard and questioned the highly credible witnesses and researchers (between April 29 and May 3rd) basically suggested that one or more Latin American countries (already possessing more flexible and open UFO research attitudes than the U.S. oficial position of blank denial and suppression) could -as members of the United Nations- request to the UN: 1) The establishment of a permanent research office to investigate all aspects not only of “UFOs” as a curious, anomalous, statistical phenomenon but also the social, political, cultural, scientific implications of a (varied) intelligent extraterrestrial presence active throughout the globe and affecting every nation in one way or another. 2) An International (UFO Extraterrestrial Presence-Exopolitical) Conference to deal with this matter more seriously and to establish its credibility and importance among other world political leaders, cultural leaders, scientists, religious leaders, etc. In my view, these proposals will be successfully accomplished only in relation to every demonstration of increased cooperation among countries (leaders and citizens) which have not always had a relationship of complete trust and have tended to see themselves as potential enemies positioning themselves under competing geo-strategic alliances. The ET presence/Exopolitics will demand greater, step-by-step united world efforts helping us to overcome nationalist differences. It’s a new series of challenges to become a more mature, cosmic civilization.
Attorney Daniel Sheehan also suggested to include the idea that, since technologies have been withheld from countries even if these could diminish the effects of global problems like Global Warming which seriously threatens member states (specially island nations), there would be grounds for the UN to become more active in extraterrestrial issues. I suggested the Maldives as a posible partner for the Latin American countries willing to act alone or in unison in the UN on this matters because one of its democratically elected presidents has been quite active in anti Greenhouse gasses legislation and might be interested in alternative tech. However, I think that some of the ET technology acquired through retro-engineering might be fine to reveal to the whole world but those elements that imply a greater level of maturity to handle with safety and which should not fall into violent or extremist hands should be withheld until humanity starts functioning under more evolved, inclusive or integral worldviews. Nonetheless, this research should be overseen and not allowed to be misused. Thus, education (especially on the nature of reality and derived ethics) is paramount to long term success. People should know that both science and religión don’t have to be destroyed but expanded and deepened. People should know that human life can be improved with knowledge of cosmic principles.
The problem would be 1) Latin American leaders becoming well-informed to be able to seriously recognizing the importance of the situation so as to set aside their local and regional differences and work to understand a global situation. While many leaders are noble in purpose, many still maintain the old tradition of taking advantage of others and of competing against each other by any means. They need vision and realizing that their worldviews do not correspond anymore to the many global problems we are facing. 2) Unity of purpose for a noble cause among these leaders. It would be easier and more expedited if the presidents of these nations took the initiative at the UN rather than proposing this to their respective congresses and start a slow step by step process. These presidents are mired in many social problems in a (often cut-throat) competitive political environment in which their opponents will try to find any weakness to destroy their public images. Thus they need to be informed by credible witnesses and researchers and educated first into the basics and then into the complex ET presence reality approximately like the former senators at the Citizen’s Hearing on Disclosure were.
Galactic Citizen Diplomacy deserves all levels of engagement as Humanity is represented by everyone: Individual, United Nations, and country by country. The importance of well-intended, psychologically-balanced and objective private citizens having contacts with extraterrestrial intelligences respectful of our conscious choices is increasing.
We have the opportunity to start a new era of contacts and mutually respectful relations first with well-chosen, specific extraterrestrial civilizations. Then we can assist those that currently don’t seem to integrally respect us. A healing, conciliatory approach is needed. Thus next step is to be informed as to who is who among extraterrestrial intelligences; not to proceed in a xenophobic way, but to wisely (and I want to use the word “lovingly”) choose who are more convenient to contact on purpose and in relation to our highest ideals in order to grow in awareness unobtrusively and to gradually develop our humanity’s full potentials in a benign, mutually respectful manner. We need to know what mistakes and abuses were committed by “them” in our past and to forgive and reconcile with all our cosmic relatives. In the same vein, we must learn to forgive and reconcile with overzealous information controllers and enforcers “in the know” who committed abuses acting on our behalf or on behalf of more private interests, or, even on behalf of deceptive extraterrestrial entities. Richard Dolan’s reflections on what Disclosure and After Disclosure may entail can be helpful. A “witch hunt” will probably do more harm tan good.
Objectively analyzing much experiencer’s/witness testimony which can be cross-referenced with other testimonies, verified with released or leaked documents and with whistleblowers shows that there are many different types of intelligent ET life forms functioning with different, histories, attitudes, inclinations, procedures, interests level of technology and even the ability to reach into higher realms in order to generate effects in lower realms and to me it is clear that every reductionist, polarized view about them will be self-deceptive. We need an integral approach to study this complexity. They are neither saviors nor demons but beings which act towards us in ways that are kind and in ways that are less tan kind judging from our own our perspectives. However, we must choose how we want to be treated and, thus, we must become aware of who we are, who they are and what is the real history behind this interaction. It is not a matter of all or nothing, black or white.
If we have not been “invaded” as in a typical Hollywood movie this doesn’t necessarily prove that some varieties of ET beings wouldn’t do it if they could, were the only ones coming to Earth or were allowed. But exopolitically-speaking, most likely they operate under their own collective engagement rules. Under these (for instance if unconscious acceptance were valid under engagement rules), the “invasions” could be subtler (as we come to accept certain groups instead of others) rather than overt as -in the latter case- the interests which many different groups of ETs have with respect to humanity (genetic, our mental-creational capacity, emotional, spiritual, energetic, etc) would be mutually challenged. Thus, my opinions is that no particular group or Alliance can exceed certain limits and all which are allowed to intervene may have a historical precedence and right to do so (in Galactic Exopolitical terms). According to how us or our representatives choose to engage different extraterrestrial groups (some of which may subtly deceive us if we subconsciously accept their principles) may increase the probabilities of humanity taking certain course of events.
Private citizens can and should engage in strengthening contact in a mature, caring, lofty manner. The more we become aware of this ET Presence reality and of our great potentials (coveted by different ET groups both in aggressive and respectful manners) the less we’ll be used as simple resources by some more aggressive varieties of these beings (some of which may be atrophied). In my view, we should more actively seek out to strengthen political citizen diplomacy (and oficial political diplomacy) with beings like those that were -at least partially- rejected in the 1950’s and 60’s because they did not offer technology in exchange of being allowed to conduct their projects covertly. These “space brother” types offered teachings (the expansión of philosophy and theology which attorney Daniel Sheehan advocated as important to develop a new ethics and more advanced worldviews). These latter civilizations (many of which looked human but which do not necessarily have to be human) offered a profound transformative possibility to improve ourselves (not imposing it on us) through our own efforts by learning about the spiritual and organizational principles of the Universe. There still are some few persons contacting them; some of them are in Latin America, although some in Latin America some persons may also be contacting deceiving ET types. However, I think we should increase our relations or “Galactic Diplomacy” with respectful extraterrestrials, not only to learn deeper principles about Life but to overcome our current cultural levels of nihilism, commercialism, materialism, relativism, cynicism and self-absorption but to be more properly allied with a protective, benevolent group.
While I realize that in the 1940’s there were some good reasons to establish a highly secret policy (for genuine patriotic reasons also to gain some time trying to figure out who’s who and to learn about some of the ET technology), leaving it all in the hands of those “in the loop” managing this knowledge without checks and balances and the participation of well-meaning, capable intellectuals, spiritual leaders and such also leads to a misrepresentation of humanity at large in the politics of the Universe. The rights a President has to generate an Executive Order was given by the People through its representatives in an assembly or “congress”and it is of lower legal priority than the Law-giving of the Congress and the People. We shouldn’t allow a break-away civilization generated after secret investigations and managing culturally differentiating technology to impose a “might makes right” exopolitics on the rest of us. We need to get involved in Galactic Diplomacy.
Galactic Diplomacy is a new book that introduces first hand witness and whistleblower testimonies revealing that the USA, Britain, Russia and other major national governments have been secretly conducting, or known about, diplomatic relations with different extraterrestrial civilizations since at least 1952. These testimonies reveal that ‘galactic diplomacy’ (aka ‘exodiplomacy’) with extraterrestrial visitors began with discussions over the development of thermonuclear weapons, the first of which was detonated by the Truman administration in November, 1952. Diplomatic discussions then expanded to include issues such as technology development, alien bases, extraterrestrials living on Earth, human rights, and use of earth resources. In frustration over lack of government transparency with their citizens, some extraterrestrials began contacting private citizens to inform them of the true nature of alien activities on Earth, and diplomatic relations with governments. Extraterrestrial life has been discovered, and senior national security officials have been reticent to disclose this fact not only to their citizens, but to most elected representatives. While the traditional approach among UFO researchers has been to accumulate further evidence to indisputably prove the existence of UFOs and the extraterrestrial hypothesis, after seven decades of officially sanctioned deception, such an approach is no longer suitable. The information age makes available the evidence of visiting extraterrestrial life at any computer terminal around the world. A new approach to the massive evidentiary pool is necessary.
Galactic Diplomacy prepares the reader for the fact that technologically advanced extraterrestrial life exists, and has been visiting our planet since at least the 1940’s. This fact has been kept secret by a carefully orchestrated set of policies developed by national security officials with the historic support of a small select group of elected government representatives. These policies are implemented in highly classified compartmentalized programs with strict need-to-know security provisions in place. This means that the vast majority of government, military and corporate officials are simply out of the loop on the extraterrestrial issue.
Not only have select governmental authorities deceived their citizens and peers about extraterrestrial life, but major governments led by the U.S. have secretly entered into direct diplomatic relations with extraterrestrial life. Most disturbing is evidence that some major governments, principally the U.S., have entered into secret agreements with some extraterrestrial groups that have de facto ‘treaty’ status. Some of these agreements concern the acquisition and development of extraterrestrial technology, and their advanced knowledge, found around the world or in outer space.
“Galactic diplomacy” – which I use as a synonym for “exodiplomacy” – is currently a highly classified national security program where a select group of authorized government, military and corporate officials, are secretly meeting to discuss extraterrestrial life and technology. In some cases, these officials are communicating directly with representatives of extraterrestrial civilizations.
The reader has basically three choices given the startling evidence that galactic diplomacy is secretly occurring. The first is to dismiss testimonial evidence of extraterrestrial life, and tacitly allow select government authorities to indefinitely continue their secret galactic diplomacy. Debunkers typically raise the cliché “extraordinary claims require extraordinary proof,” and proceed to establish an extraordinarily high standard for accepting any evidence as admissible on the issue of extraterrestrial life. They then proceed to debunk all evidence for alien visitors to our world on the basis that none of the testimonial evidence reaches the extraordinarily high standards required to prove “extraordinary claims.” Yet, truth remains true even when one is unable to prove it. Eyewitness testimony doesn’t cease to be evidence simply because a witness or whistleblower can’t prove what they saw or experienced.
Exposing governmental agreements concerning or directly involving extraterrestrial life is the second choice before us given the evidence that galactic diplomacy is secretly occurring. Becoming active in a global process to pressure government authorities to disclose all they know about alien life and technology, will be the preferred choice of many once the evidence persuades them.
The third choice is the most proactive. It invites the reader to seriously contemplate becoming active in a citizen based diplomatic outreach with extraterrestrial civilizations visiting our planet. This choice will appeal to many who are disheartened by the depth of deception by select national security authorities over the existence of extraterrestrial life.
Galactic Diplomacy is a book that assists those attracted to the second and third choices over how to react to the exodiplomacy that has been occurring. Those desiring to expose secret governmental activity in diplomatic relations concerning extraterrestrial life, will be given the necessary basic information tools to hold responsible government, military and corporate officials accountable for past policies, and to ensure governmental transparency in the future. Alternatively, those desiring to become active in citizen diplomacy initiatives will be given essential information for discerning the motivations and activities of visiting extraterrestrial civilizations. This is indispensable for practicing a citizen based form of galactic diplomacy.
Getting to Yes is the title of a popular book in the field of conflict resolution that reveals how to conduct negotiations based on recognizing all the parties “needs” or “vital interests”, rather than positions. A necessary first step is recognizing the needs of all parties in a negotiation, and having them adequately represented. In “principled negotiations”, all parties interests are represented. When it comes to the visitation of extraterrestrial life, testimonial evidence reveals that private citizens are a party whose vital interests in secret negotiations have not been represented at all. This indicates that secret negotiations are “unprincipled” according to the model developed in Getting to Yes.
“Getting to Yes with ET” is consequently not solely diplomatic activity secretly pursued by government, military and corporate entities from around the world, but an inalienable right that belongs to private citizens. Private citizens have a right to have their interests directly represented in any negotiations where their vital interests are involved. In the United States, this is recognized in the Constitution where diplomatic agreements require ratification by the two thirds of the U.S. Senate which directly represents the interests of private citizens. Private citizens have an inherent right in being directly represented and/or participating in any decisions over who among the various extraterrestrial visitors are willing to satisfy our vital interests in any diplomatic agreements. Guaranteeing a direct role of private citizens in any agreements reached with extraterrestrial civilizations will ensure that our vital interests are met, and we properly evolve as a planetary civilization. Theological Implications Regarding the Impending Discovery of Extraterrestrial Humanities

The term “Catholic” means “universal” but is the official Roman Apostolic Catholic Church doctrine truly universal in relation to what we are gradually discovering about the Cosmos? If we consider that at least some of the most important elements of Roman Catholic doctrine and (and of other religions) are ESSENTIALLY and principially universal, there will be room for an interpretive development suitable to the current growing awareness that we are being “visited.”
What is happening right now? Perhaps the unofficial (yet-semi-official because of being high-level in the hierarchy and not being formally suppressed) declarations of Mons. Corrado Balducci and Fr. Gabriel Funes S.J. (director of the Vatican Observatory) are the first intended and un-intended stage of promoting a revolutionary conceptual move in the direction of a truly more “universal” (catholic) and cosmically appropriate kind of interpretation. This entails not just making faith more agreeable with modern science but also developing or extending/amplifying more adequate theological interpretations that attend to the increasing factual evidence connecting Earth humans with the extraterrestrial presence. The growing awareness is happening now and the role of “God” (also understood not just as “creator” but as “sustainer of being” in some alleged and real ET contact experiences) should increasingly become a matter of discussion and study.
I bet that in trying to find fresh explanations matching settled theologies with current ET-related surprising facts theoretical leaders of many religions will come to recognize how much they share in common. A transdisciplinary-theological, trans-religious approach (if that is a correct term) based in deeply shared commonalities may be born. It is not just that the nations of the world will set aside their differences in case of an “alien threat” as president Reagan once suggested at the UN, the news will be that religious and fundamental metaphysical commonalities should also be gradually realized. Many of the faithful will come to realize that ETs can be welcome in the classical versions of Christianity, Islam, Hinduism, Buddhism. While some ETs may be kind and respectful to us and not all ETs may be benevolent or ideal in our terms, we’ll still be brethren in the Cosmos.
The ET presence will inspire the finding of inter-faith ecumenical connections and -perhaps- more sophisticated concepts about God’s nature and notions such as “PANENTHEISM” will form a basis to supersede excessive, strict, intolerant “us vs. them” or “this vs. that” more superficial doctrinal disagreements. Furthermore, these enhanced interpretations should inspire many of the faithful to update their cultural perspectives. A well-guided religion can assist many persons to evolve their understandings in a healthy, positive way. In relation to Christianity, how are we to understand the redemptive role of Jesus when the extraterrestrial presence becomes widely known?
Is “original sin” and Jesus redemptive intervention on Earth applicable to extraterrestrial beings in the Cosmos? This is a crucial issue here. This was mentioned and discussed in the Vatican sponsored conference (in Vatican grounds) regarding the plausibility of extraterrestrial life in the universe in 2009. However, we should probably not assume that there’s ample awareness about intelligent ET life visiting Earth at the Vatican. As in most cases within large, conventional social institutions, most people either avoid the subject not to imperil their credibility or lack sufficient information about it.
I believe that, after periods of being on the wrong side of the rational debate by rejecting scientific advancements which routinely and quantitatively displace Earth’s Man as the center of all creation, the Vatican curia’s attitude is now becoming quite auspiciously agreeable with the findings and extrapolations of biological-cosmological-material-astrobiological science. This is becoming obvious in articles like those of investigative journalists Paola Harris and Marc Kauffman in which public opinion-relevant, researcher-priests (like Fr. Funes and Mons. Balducci) were consistently allowed the freedom to declare that God may have created intelligent extraterrestrial beings. While both Funes and Balducci suggested that extraterrestrials would be like cosmic brothers to us, the latter was allowed to speculate (beyond a scientifically safe orthodox view) that extraterrestrials may have already visited Earth. There is a time when excessive doubt against so much human testimony about an ET presence is not prudent or wise, he basically said.
Whether most conventional academic scientists look at the best objective evidence today or do it later on, the fact that serious persons are reporting ET encounters and even some air forces in the world are not excluding seriously considering the possibility that some UFOs can be of extraterrestrial origin (besides serious whistle blower testimony, photographs, analyzed photos, videos, archaeological signs, scientifically analyzed, alleged ET implants and more) should be taken into consideration by objective, open-minded, critical thinking individuals able to think and to express themselves with freedom. On the aggregate, the more serious types of evidence overcome often criticized, flimsier types of evidence also provided in less rigorous form by individuals with less critical thinking skills. One piece of evidence being genuine would be enough to warrant a serious, responsible interest. Not wanting to see this evidence as a whole is a serious and sad oversight which – nonetheless – can and should be remedied for the good of humanity.
Personal dislike for the ET presence theme or for it not conforming to established theory, regular methods and procedures and known facts (as implicit grounds for not looking into this) already smells incredibly out of touch and in itself less credible. Evidence (however unique) and experience (however different from stable reality patterns) should dictate the scientific course to follow.
In my view, the Funes and Balducci declarations are part of a tardy but, nonetheless, healthy move towards the really valid idea of complementing faith with reason, even if it was in principle done in order to remain culturally relevant in the modern world. However, I think that complementing faith with classical “and intuitively-obvious” physical science is simpler than what may be in store for upcoming theologians. All cultural leaders will have to stop sustaining extremely conservative stances as per the ever-more-evident extraterrestrial presence not necessarily manifesting in a classical material ‘realistic’ or classical- intuitive way. The space-time altering phenomenon seems to interact more with subjectivity, meaning and qualitative factors than classical phenomena.
Issues for an Upcoming Theology After rather simple generalizations about possible intelligent extraterrestrial biological existing only in our physical universe are superseded by a realization of the multilevel-multidimensional diversity of actual contacts with extraterrestrials already ocurring semi-discretely, a conceptual challenge will arise. I think this will occur when science and gradual ET disclosures advance to the point of exposing extraterrestrial diversity and complexity in relation to the dependence of multiple physical realms on non-physical realms. This sophistication about the multi dimensionality of creation will call for a more sophisticated theology.
According to some believable contactee friends, this gradual reconnection with -a long forgotten- ET life will increase after December 21st, 2012 which will mark a “point of no return” towards ending our relative and conceptual isolation from the rest of the intelligent Cosmos. What may ensue is an awareness of additional theological implications in relation to how different extraterrestrial beings may have been affected by a more universal type of Fall into sin (defined as an interpretive mistake or deviation from an adequate relation with God through the Logos).
The “Fall” would also have included non-physical (non-ET) angelical creation-helpers established in a higher, non-physical realm and capable of negatively influencing and-or challenging a variety of physical civilizations some of which may have also “fallen” for it and some of whom may have resisted. Many civilizations may have suffered a form of Fall. Perhaps all of creation was somehow implicated. This is also part of contactee lore. Considering that human witnessing is decisive for faith and for validating human experience in general (as Monsignor Balducci proposed), I would say that in-depth ET contact research also suggests that there is credible witness evidence that some extraterrestrials some some the many mansions in the “Physical Multiverse” may have also been swayed more than others by this Fall originating in beings from yet other higher ontological mansions in a higher ontological non physical realm. Accordingly, different context-dependent ways to reconcile with the Creator (the Profound LOVE of Cosmic Consciousness) by positing different kinds of interventions by the LOGOS, perhaps other incarnations of the Christ-Logos Principle may become necessary as we gradually learn how complex the history of the entire Cosmos may really be and grow out of our cosmic parochialism.
Again, we must collectively find how in relation to extraterrestrials- the partially understood essential truths expressed by today’s religious leaders (of all sincerely-inspired world faiths and denominations) may harmonize much better with each other. To advance the cause of reasonable faith in this global-planetary (and perhaps soon-to-be) new cosmically aware age we need to converge the most plausible truths under a truly spiritual, non-reductionist, integral attitude. In our untapped potentials must be ways to overcome excessively dividing fractional thinking.
Integral metaphysicians like Fritjoff Schuon which profoundly and reasonably explored the mystical (but also simultaneously rational) “PRINCIPIAL” shared core of WORLD RELIGIONS discovering common truths could function as guides for the mind-expanding and sentiment-expanding stages leading to a more mature world civilization to come. We need that. We need more world unity andf to beging perceiving that religions have a deep shared core.
Protestant minister Gary Bates (2009) of Creation Ministries International stated that the entire focus of creation is mankind on this Earth. He may be correct in that the entire focus of creation is mankind but he may be clinging to a false interpretation if we limit mankind or human kind to Earth. He may be rightfully defending his understanding of a pure version of Christianity against excessive flights of fancy and I applaud him for that. However, the expansion of concepts is slowly but surely coming for the good.
Perhaps, if we think about mankind not as quantitatively limited to this Earth, but as defined by an essential quality of consciousness and mode of beingcapable of personally relating with Godin a uniquely profound way, a being created by God’s infinite power in innumerable, beautiful, varied forms and measures in His Cosmos, an intelligent, self-aware being equally capable of saintliness as of paying homage to temptation into sin (or error), we may approach a more useful understanding.
The outer appearance of this essential being “created in Hisimage and likeness” may be similar or vary but the essence -qualifying as human- may not. The role of God personally creating Man in each habitable planet or as a universal template (the Adam Kadmon of Jewish mysticism?) after which particular beings representing God and His template molded particular human-suitable forms will need to be carefully addressed. We may also need to further inquire and discover which created physical beings (of different physical forms and physical “densities”) do not correspond to the category of “Man” but must, nevertheless, be essentially loved and respected as they would still be part of God’s Creation.
Some beings may have instincts and a biology that enslave them more reducing their free will and some may be quite benevolent and protective of our highest potentials but nonetheless more mental and lacking a degree of sentiment necessary to approach the higher creative echelons of reality and God. We will also need to essentially understand those (human or humanoid in appearance or not) who do not respect us because we have been unconscious and a peril to the planet, becoming more aware, not necessarily allowing them to hurt us or to replace us as a species but assisting them with compassion to align themselves with God’s will. It is us who need to awaken first and be an example without co-dependencies on extraterrestrials or traditional xenophobic enmity responses.
