• With the Department of Defense’s April 27th release of three US Navy UFO videos, including the infamous ‘Tic Tac’ UFO, Tom Delonge’s (pictured above) ‘To The Stars Academy’ tweeted” “This week, history was made. #Pentagon officially released three Navy videos acknowledging the existence of #UAPs and confirming that footage that was taken by US Navy fighter jets was authentic.” UAPs, or ‘unidentified aerial phenomena’ of course, is military jargon for UFOs.
• After years of denials from the US government, and mockery from the general public,TTSA and DeLonge must be feeling some vindication. Those three ‘UAP’ videos, had originally been shared on TTSA’s website. The Pentagon’s released of the videos has “removed doubt around the authenticity of evidence in the public domain,” DeLonge told the New York Times.
• A founding member of both Blink-182 and Angels and Airwaves, and featured personality on the History Channel’s “Unidentified: Inside America’s UFO Investigation,” DeLonge explained his interest in UFOs: “I got to that point where my daughter was 2 years old, and I was gone for two years straight, and I really really needed a break. The only other thing I was ever interested in was UFOs.”
• DeLonge began communicating with and recruiting a research team of strategists and scientists to for the ‘To The Stars Academy’, including ex-military and ex-CIA officials, who also believe that the government should be more forthcoming about information they have about UAPs as it pertains to national security.
• As it pertains to the Pentagon’s “official” release of the UFO videos, DeLonge told the Times, “We believe that this level of recognition is exactly what is required to eliminate the extreme skepticism surrounding UAP events, so we can finally move forward to sharing and analyzing reliable data from respected institutions.”
“This week, history was made. #Pentagon officially released three Navy videos acknowledging the existence of #UAPs and confirming that footage that was taken by U.S. Navy fighter jets was authentic,” reads a Tweet from the To the Stars Academy (@TTSAcademy) on Tuesday.
“UAPs,” to those not familiar with Navy jargon, are “unidentified aerial phenomena” — more familiarly known to most as “UFOs,” or “unidentified flying objects.”
To the Stars Academy is, of course, an organization co-founded by Tom DeLonge — the former frontman of Blink-182 — in 2017.
“To the Stars Academy of Arts and Science (TTSA) specializes in creating, acquiring and commercializing science-focused intellectual property within the technology and entertainment verticals,” the academy states on its website. Their offices are based in Encinitas along with a merchandise storefront.
TTSA, and DeLonge specifically, are likely feeling some vindication. After years of skepticism and denials from the U.S. government, and plenty of mockery from the general public, the Pentagon acknowledged the authenticity of three videos and the “Unidentified Aerial Phenomena” captured on those videos, which had originally been shared on TTSA’s website.

• In spite of the fact that the US Navy video recorded the ‘Tic Tac’ UFO off of San Diego in 2004 and two other UFO videos in 2015, which were published in December 2017 by the New York Times, a new report acquired by Motherboard (Vice) shows that it was the US Air Force that conducted an investigation. (see Vice article for actual report)
• The Air Force’s Office of Special Investigations (AFOSI) looked into the classification of the videos called “GoFast,” “Gimble,” and “FLIR.” (FLIR was the ‘Tic Tac’ UFO video; the Go Fast and Gimble videos were taken off of the US East Coast in 2015) (The AFOSI are known as “The Real Men in Black” in the UFO community.) The videos were ultimately released to the NY Times by Tom DeLonge’s ‘To the Stars Academy’. The AFOSI determined that while a declassification request had been made for these videos, it was never granted. Therefore, the videos were technically still classified.
• The AFOSI investigation also confirmed that Luis Elizondo did in fact run the Pentagon’s UFO program, the ‘Advanced Aerospace Threat Identification Program’, which did investigate UFOs. It was Elizondo who applied for the release of the three UFO videos before leaving his position as an intelligence specialist in the Under Secretary of Defense for Intelligence’s Office to join ‘To the Stars’. The Pentagon had falsely denied both the program and Elizondo’s role in it.
• While some assume that Elizondo ‘side-stepped’ regulations in releasing the videos, a former colleague claims that any process errors were the fault of the ‘Defense Office of Prepublication and Security Review’ agency, and not Elizondo. Pentagon spokesperson Susan Gough agreed with this appraisal.
• According to the report, the videos were submitted to multiple offices within the Navy for review, and it was determined they contained “No sensitive symbology or other items of concern.” The videos were determined to be “Unclassified and For official use only.” Apparently, there was some confusion as to the videos’ origin and classification status. By April 2018, both the AFOSI and the Air Force’s ‘Unauthorized Disclosure Program Management Office’ had reversed their initial finding by declaring the videos ‘unclassified’ and the matter ‘closed’.
• But why was the Air Force investigating Navy videos in the first place? In December of 2019, DoD spokesperson Susan Gough said she would look into the matter but has since failed to respond to numerous follow-up requests by Motherboard. Other journalists such as Tyler Rogoway of The War Zone have experienced similar stone-walling by the DoD.
• When asked his view, Elizondo stated, “Even though there was no wrongdoing on the part of my office, there are still elements within the Pentagon who are very sensitive about this topic and are unhappy with this information being brought forward for public discussion.”
A new document acquired by Motherboard shows that the Air Force launched an investigation into the release of classified UFO videos by former Blink-182 singer Tom DeLonge’s UFO outfit To the Stars Academy.

At the end of last year, we revealed the U.S. Air Force’s Office of Special Investigations had looked into several videos, which The Pentagon claims show “Unidentified Aerial Phenomena” or UFOs. This news was particularly curious considering the videos were initially filmed by the Navy (not the Air Force) in 2004 and 2015. Since the videos were published in a New York Times article in December 2017, the Air Force has refused to discuss anything related to UFOs.
The new document, obtained from the Air Force Office of Investigations (embedded below), shows that after that New York Times article, AFOSI looked into the classification of the released videos, called “GoFast,” “Gimble,” and “FLIR.” Originally, it found “all three videos were classified” and that, though a declassification request had been made for these videos, it was never granted. As we reported in December, AFOSI has become known as “The Real Men in Black” in the UFO community.
The AFOSI investigation also contradicts the Pentagon’s claims that Luis Elizondo, the man who says he ran the Pentagon’s UFO program, called Advanced Aerospace Threat Identification Program, never worked on UFOs at all.
Though his name is redacted, the investigation is clearly focused on Elizondo, who left the Pentagon, spoke to the New York Times, and has since joined DeLonge’s To the Stars Academy. Before leaving his position as an intelligence specialist in the Under Secretary of Defense for Intelligence’s Office, it was Elizondo who applied for the release of the three UFO videos.
In the years since the videos’ release, the Pentagon has contentiously denied the existence of a current Advanced Aerospace Threat Identification Program, and has denied that Elizondo investigated UFOs for the DoD. This appears to be disputed by this investigation. The AFOSI report states, “[Elizondo] disclosed his involvement (to several news outlets) with the Advanced Aerospace Threat Identification Program, which focused research issues on Unidentified Flying Objects.”
Similar to what’s implied in the OSI report, since Fall of 2019 when the Pentagon made it known the videos weren’t cleared for public release, the court of public opinion has widely assumed Elizondo was responsible for side-stepping regulations and releasing the videos before leaving the DoD.

• Why do people reject notions of extraterrestrial life on Earth? Associate professor of physics at the University of Albany, Dr. Kevin Knuth, chalks it up to “human arrogance.” “It happens time and time again,” said Knuth, a former NASA scientist. Often, humans are simply unable to accept the truth.
• When Knuth was working toward his doctorate at the Univeristy of Minnesota, he and some other students were mulling over a newspaper report of cattle mutilations near the school’s campus. A physics professor added to the puzzle by informing the students about UFO sightings at a nearby nuclear site. Knuth and the students laughed it off. Years later, Knuth came across a video of Robert Hastings talking about “nuclear incursions” by UFOs, including the time they were seen over that same Minnesota nuclear site. Knuth decided that perhaps he should take a closer look into it.
• Knuth examined at the case of the head of Harvard’s psychiatry department, Professor John E. Mack, who had interviewed hundreds of proclaimed alien abductees. Before his passing in 2004, Mack told the BBC, “I would say there is a compelling, powerful phenomenon here that I can’t account for in any other way.” “[I]t seems to me that it invites a deeper, further inquiry.” Harvard dropped the investigation.
• Knuth says that interest in UFOs has fallen victim to “circular logic” where, because it feels so unscientific, many scientists won’t touch the subject, leading to a reinforcement of the idea that interest in UFOs is solely the purview of pseudoscientists and conspiracy theorists. Knuth noted that, “There’s been scientists who have been interested in this all along, but… were afraid of the stigma.” The government’s new term, ‘UAP’ or ‘unidentified aerial phenomena’ is another deliberate attempt to escape the stigma of UFO research.
• Since the US Navy acknowledged last year that Navy videos released in 2017 (including the ‘tic tac’ UFO) were “real”, Knuth has sensed a shift in credibility toward UFOs. Some of these UFOs achieved up to 5000 times the acceleration of gravity and indicated an unnatural, non-human origin. He now sees a ‘very real science’ to these strange observances that have been made across the globe and throughout history. “Now the trick is looking for an explanation.”
• Knuth entertains two working hypotheses in approaching a UFO incident. One is that extraterrestrials are behind the encounters. The other considers the possibility of an Earth-based civilization having “extreme technology.” Said Knuth, “For me, it suggests that we missed some physics somewhere.”
• To that end, Knuth became a member of both UAP eXpeditions and the Scientific Coalition for UAP Studies. UAP eXpeditions will be renting two vessels to navigate an area of the Pacific Ocean that is considered a UFO hotspot, and is near where the USS Nimitz had an infamous (‘tic tac’) encounter in 2004. (see previous ExoArticle here) Knuth is also working on simulations to predict where these craft might have originated from within the universe.
• Knuth believes that the UFO subject could prove critically important someday. “No matter what it is, it’s something we don’t know [scientifically],” says Knuth. “And isn’t that something we should want to know about?”

That a pandemic would tank the United States economy and fundamentally alter the lives of every American was also hard to believe, just a month ago. Now, millions, if not billions, of people are confined to their homes, wondering about new hypotheticals after what was once an impossibility exploded into their reality.
The story of Knuth’s interest in UFOs is not dissimilar. While he was at the University of Minnesota, two weeks into working toward his doctorate, a report in the local paper of two cattle mutilations near the school’s campus caught the attention of incoming students.
“We were actively discussing this,” Knuth recalled, “scratching our heads, trying to figure out what kind of crazy place we all came to.”
Overhearing one of those conversations, a physics professor offered the students information about UFO sightings at a nearby nuclear site as a means of furthering discussion, but the students, including Knuth, largely ignored him.
“When he walked away, we laughed our asses off because it seemed so ridiculous,” Knuth said.

• A recent investigation conducted by a Michigan State University professor and a former secretary from the Department of Housing and Development, along with a team of Ph.D students, tracked down approximately $21 trillion that went missing and unaccounted for from the Department of Defense and the Department of Housing and Development. They discovered that the money was diverted to fund government black budget projects, off the books, with no Congressional oversight. This black budget world has existed for many years.
• Take the subject of ‘anti-gravity’. This is a field full of reputable scientists and scholars, and real-world examples that have come not only from hard evidence but from extremely credible witness testimony. This isn’t the stuff of conspiracy theories or “fringe” science. But it is ‘black budget’. The technology developed under these programs could change the world, but instead it’s only used within the military-industrial complex for self-serving purposes.
• Efficient energy-generating devices that could eliminate the use of oil, or any other modern day fuel source for that matter, have been subjected to patent suppression. Any civilian who invents technology that rivals the black budget world is subjected to harassment and great difficulty in getting their inventions out to the public. That’s because these technologies have been ‘classified’, for if they were made public it would change everything, and would severely threaten the tremendous amount of power and control the global elite has over the human population.
• In 1971, patents for solar photovoltaic generators were subject to review and possible restriction if the photovoltaics were more than 20% efficient. Why would higher energy efficiencies be a “national security threat?” We’re talking about the suppression of solar technology that goes far beyond even the best commercial panels available today. Said former NASA astronaut Brian O’Leary about ‘free energy’ devices, “If these technologies were to be set free worldwide, the change would be profound, it would be applicable everywhere. These technologies are absolutely the most important thing that has happened in the history of the world”
• In the 1950s, there was a lot of media attention focused on the wave of UFO sightings, crashed saucers and aliens that had been recovered. It is very likely that the government or the military industrial complex had obtained saucer technology by this time. A document in the CIA online reading room describes how the German aeronautical engineer, George Klein, had been developing ‘flying saucers’ from 1941 to 1945. The document states: “The “flying saucer” reached an altitude of 12,400 meters within 3 minutes and a speed of 2,200 kilometers per hour. Klein emphasized that in accordance with German plans, the speed of these “saucers” would reach 4,000 kilometers per hour.”
• Otis T. Carr (pictured above) had similar claims. A protégé of Nikola Tesla, Carr and his team had constructed a number of fully functional flying saucers in the 1950s. He provided numerous public demonstrations and amassed millions of dollars from extremely wealthy people to further develop flying saucer technology. Carr’s goal was to fly to the moon in his “circular foil spacecraft” on December 7th, 1959. The craft would be propelled by an ‘artificial gravitic field’ and required no fuel. It would be powered by an ‘Utron electric accumulator’ – a sort of self-charging battery – utilizing the Sun’s electromagnetism. Carr claimed that a trip to the moon would only take a few hours.
• In the late 1950’s, Carr’s company, OTC Enterprises, Inc., published a statement in the Baltimore Enterprise newspaper that they were ready to build a flying saucer that was capable of travel outside of the Earth’s atmosphere, and were looking for $20 million in funding. Shortly thereafter, Carr’s laboratory was forcibly shut down. Claiming that Carr’s project would ‘destroy the monetary system of the United States’, federal agents confiscated his equipment and all documentation. Carr was heavily criticized, ridiculed, and made a fool of by the press. In January 1961, the Attorney General of New York, Louis J. Lefkowitz, stated that Carr had swindled investors out of $50,000. Later that year, True Magazine labelled Carr a “hoaxer.” By then, his laboratory had been destroyed and Carr’s group of engineers had been ordered to disband and cease contact with one another.
• It is clear that this was a coordinated government effort to shut Carr down. Such advanced scientific developments are reserved only for the black budget world. Carr was convicted and denied an appeal for his ‘crime’. He could not afford to pay the fine and served part of a 14-year jail term. After that little is known about what became of either Carr himself or the craft, but they never flew again. Carr is reported to have suffered from ill-health, a broken man. He passed away in Gardnerville, Nevada, in 2005.
• The global elite has always demonstrated their supremacy by ridiculing concepts that they don’t want made public. There are multiple technological developments that have been completely hushed up, for “national security purposes.” Still, anti-gravity technology has been around for a long time. Professor Theodore Lodre of the University of New Hampshire has studied the development of anti-gravity research in the United States and notes that “research activity seemed to disappear by the mid-1950s.” However, recently reported scientific findings and witness testimonies “show us that this (anti-gravity) research and technology is alive and well and very advanced.”
• On November 1, 2005, Patent #6,960,975 was granted to Boris Volfson of Huntington, Indiana. It describes a space vehicle propelled by a superconducting shield, which alters the curvature of space-time outside the craft in a way that counteracts gravity. The device builds on a claim by Russian physicist Eugene Podkletnov that superconductors can shield the effects of gravity.
• In 2016, the US Navy filed a patent for a hybrid craft “using an inertial mass reduction device”, that was invented by Salvatore Cezar Pais. The hybrid craft was actually approved in 2018. In January 2019, Pais presented a paper on a “Room Temperature Superconducting System for Use on a Hybrid Aerospace Undersea Craft” that would ostensibly power this hybrid craft. In the paper, Pais writes that “the achievement of room temperature superconductivity represents a highly disruptive technology, capable of a total paradigm change in Science and Technology.”
It’s astonishing to me how the topic of anti-gravity is still be placed in the “conspiracy theory” realm. This isn’t the stuff of conspiracy theories or “fringe” science, it’s a field full of reputable scientists and scholars, and real-world examples that have come not only from hard evidence but from extremely credible witness testimony as well. One thing is for certain when talking about such topics: one must delve into the black budget world.

Breakaway Civilization
The black budget world encompasses a separate civilization (Richard Dolan, “Breakaway Civilization”) that has used tremendous amounts of resources in all areas, from science to archaeology, to move itself far ahead of the mainstream world technologically. How many people does it employ? Who is operating it? Many of these questions remain unknown, but if you follow the money it will give you perhaps somewhat of an idea.

For example, the previous list regarding technology suppressed was obtained by researcher Michael Ravnitzky in 1971. Most of the technology listed seems to be related to various military applications. You can view that list here. As Steven Aftergood from the Federation of American Scientists reports: “The 1971 list indicates that patents for solar photovoltaic generators were subject to review and possible restriction if the photovoltaics were more than 20% efficient. Energy conversion systems were likewise subject to review and possible restriction if they offered conversion efficiencies in “excess of 70-80%.”
Why would higher energy efficiencies be a “national security threat?” If this is true, we are talking about solar technology that goes far beyond the best commercial panels available today, which usually can’t even generate 20 percent efficiency.

• Last year, Congressman Mark Walker, (R-NC) and a member of the House Committee on Homeland Security (pictured above), wrote a letter to the US Navy demanding answers to the military’s UFO sightings. On July 31, 2019, then-Under Secretary of the Navy Thomas Modly wrote a responsive letter to the Congressman, who deemed it “frustratingly insufficient”. Politico reported on the response in September 2019, but didn’t publish the letter itself. On March 5, 2020, in response to a Freedom of Information Act request, The War Zone obtained a complete, unredacted copy of the responsive letter.
• In his July 31 responsive letter, Moldy wrote, “There have been a number of reports of unauthorized and/or unidentified aircraft entering various military-controlled training ranges and designated air space in recent years. …The Department of the Navy (DON) takes these reports very seriously and continues to log sightings and fully investigate the accounts.”
• Congressman Walker’s original letter clearly asked the Navy for information about the highly publicized incidents that fighter pilots had reported, which involved flying craft capable of extreme levels of speed and maneuverability (ie: the “Tic Tac” UFO). But Modly’s letter makes no mention of the high-profile UFO/UAP incidents involving US Navy pilots and personnel dating back to at least 2004. It also does not mention the DoD/DIA’s Advanced Aerospace Threat and Identification Program or its predecessor program.
• Instead, the Navy’s response focused on drones buzzing military bases. “The wide proliferation and availability of inexpensive unmanned aerial systems (UAS) has increasingly made airspace de-confliction an issue for our aviators.” Moldy’s letter then addresses what the Navy is doing about these drones. “Naval aircrews have been provided reporting guidance to determine the frequency and location of UAS operating in training areas. …The Department of the Navy continues to dedicate resources to the tracking and investigation of reports that could affect the safety of our aircrews.”
• Modly’s letter ends by saying that the Navy will continue to work with the House of Representatives via the House Armed Services Committee, of which Walker is not a member. It does not address the release of data or physical evidence relating to reported UAP sightings, which the letter specifically sought.
• Walker had sent his letter because the reported UAP incidents represented a threat to Homeland Security, including commercial and civilian aircraft as well as military ones flying in US Airspace. With these mysterious UAPs roaming the skies, Navy pilots had expressed concern for their safety. The responsive letter from the Under Secretary did little to alleviate those concerns.
• In a statement, Walker said: “While I am encouraged the Under Secretary of the Navy confirmed that UAP encounters are fully investigated, there is frustration with the lack of answers to specific questions about the threat that superior aircraft flying in United States airspace may pose. …If the Navy believes that China or Russia possesses advanced aerospace technologies that represent a national security vulnerability, the American people have the right to know what their government is doing about it.”
• It’s unclear if Walker, or any other members of Congress, have followed up or otherwise succeeded in obtaining additional information on this issue. Some Senators and the President have received classified briefings on the UAP sightings. But in September 2019, the Navy stated that it had not received any further requests from legislators on this topic.
• Whatever the case, the public safety and national security concerns surrounding UAP sightings are still very much in the public consciousnesses.
Last year, Congressman Mark Walker, a Republican from North Carolina and a member of the House Committee on Homeland Security, wrote a letter to the U.S. Navy demanding answers regarding sightings of what are commonly referred to as unidentified flying objects, or UFOs. Now, The War Zone has obtained a complete copy of the service’s response to these questions about how it is recording and assessing incidents involving what it calls unidentified aerial phenomena, or UAP, which the lawmaker has already said he felt was frustratingly insufficient.
On Mar. 5, 2020, the Navy released an unredacted copy of the letter, which then-Undersecretary of the Navy Thomas Modly wrote on July 31, 2019, in response to a Freedom of Information Act request. Politico was first to report on this letter, after obtaining a copy, in September 2019, but did not publish or otherwise reproduce it in full.
Walker had sent his initial letter, addressed to then-Secretary of the Navy Richard Spencer, on July 16, 2019, and had made a copy publicly available on July 29, which the War Zone reported on at the time. It is also worth noting that Modly has been Acting Secretary of the Navy since Spencer resigned in November 2019.
“There have been a number of reports of unauthorized and/or unidentified aircraft entering various military-controlled training ranges and designated air space in recent years,” Modly wrote in this July 31 response. “The Department of the Navy (DON) takes these reports very seriously and continues to log sightings and fully investigate the accounts.”
Modly’s letter makes no mention of a number of high profile UAP incidents involving Navy F/A-18C/D Hornet and F/A-18E/F Super Hornet fighter jets, dating back to at least 2004. You can read more about these particular events in detail in these past War Zone stories.

• Diane Tessman, the author of Future Humans and the UFOs, thinks that the USS Nimitz “Tic Tac” UFO displayed human characteristics. But at the same time, the UFO displayed an advanced technology in its propulsion and maneuverability that we have not yet achieved here on Earth at this time. Tessman’s conclusion? “My answer to the entire UFO puzzle is that it is us from the future rather than ETs, and as far as the Tic-Tac [crafts] go I don’t think [they] can be anything of this Earth or of this time period. • The US Navy has officially classified the ‘Tic Tac UFO’ as an “unidentified aerial phenomena”, or ‘UAP’. Tessman points out that “The Navy did maneuvers in Southern California between San Diego and Tijuana every year there, and these Tic Tacs had been spotted by our regular operators on previous days and they had seen squadrons of them, many of them together.” So, did these UFOs anticipate the Navy’s scheduled maneuvers and intentionally show up there for the Nimitz’ Navy personnel to see them? “They would have known the Navy was doing maneuvers there and they didn’t seem to care that they were seen,” says Tessman.
• “And not only that, but the Tic Tacs engaged in a cat-and-mouse kind of game,” Tessman continues. “Commander Fravor said that he was chasing one of them and it ended up behind him. All of a sudden it flew back over him. [T]hese seem like hotshot military pilots on both sides.” Because of this, Tessman “psychologically profiled” the behavior of this chase and said she saw it as a “cat-and-mouse game” between two competitors which she says is “so human”. This indicates to Tessman that the intelligence piloting the mysterious craft is not only humanlike but actually human – our own species time travelling from the future to observe its history. Or they may be human-like Artificial Intelligence, or ‘AI’ doing this.
• “[The Tic Tac UFO pilots] show pride and arrogance like the fighter jet pilots do…” On the other hand, if aliens had been piloting the UAPs, Tessman thinks things would have gone differently. “[W]e don’t know how [the aliens] would act. They might fire on the jet pilots or they might be so peaceful that they’d be totally upset at the maneuvers the jet pilots were doing, chasing them and all, and they might just leave. …But these Tic Tacs didn’t leave. They seemed to expect it. I wonder if possibly they want disclosure now, if the time has come …that the Tic Tacs are saying ‘here we are.’”

• According to US Naval theorist Alfred Thayer Mahan, the United States achieved dominance and “victory” over the “high seas” on Earth by enabling and protecting global commercial shipping. Through a strong Navy, a civilian Merchant Marine, and control of strategic geography including coaling stations, island possessions, choke points, and great works such as the Panama Canal, the American shipping domain included all of the “blue waters” of the world’s oceans. This in itself projected dominant American military power without necessitating victory in battle. In other words, the US Navy’s presence transcended warfighting.
• In the same way, today’s spacepower doctrine is not limited to warfighting capabilities in space. An American military presence in space will establish the U.S. as a true “spacepower state” with unchallenged access to the vast energy and material wealth of the inner solar system, from the Moon out to the Asteroid Belt. The resources of the inner solar system will enable the expansion of our society to trillions of humans and quintillions of dollars in gross World Domestic Product. A U.S. military presence will allow humanity to exploit these vast resources under conditions of liberty rather than constraints imposed by a foreign power.
• This “Bluewater School of Spacepower” doctrine is being incubated in the halls of the Air Command and Staff College (ACSC) Schriever Scholars and Space Horizons Task Force located at Maxwell Air Force Base in Montgomery, Alabama. Since 2014, a cadre of active duty and retired spacepower advocates have been developing this comprehensive strategic theory of the space domain. This Air Force Command think tank mirrors the Air Corps Tactical School of the 1920s and 1930s, when experts gathered to develop a similar theory of victory in the aviation domain.
Recently, while participating in a wargame, I was asked by a military officer whether today’s Space Force has the equivalent of an Air Corps Tactical School, the military institution which originally matured the modern theory of airpower.
The answer, in a nutshell, is “yes.”
The enduring importance of the Air Corps Tactical School (ACTS), in its day during the 1920s and 1930s, was to serve as a center of intellectual gravity where experts gathered to develop a theory of victory of how to apply power in their domain. Today, in the context of space, such a center definitely exists at the Air Command and Staff College (ACSC) Schriever Scholars and Space Horizons Task Force. Since 2014, a cadre of serving and retired spacepower advocates there have been developing a distinct school of spacepower and an associated theory of victory.
This doctrine posits that the central geopolitical struggle of the next century will be over access to and control of the vast energy and material wealth of the inner solar system. The resources of the inner solar systems (from the Moon out to the Asteroid Belt) vastly exceed those available on Earth, and would enable a society of trillions of humans and quintillions of dollars in gross World Domestic Product. Their control will undoubtedly determine who has the power to secure a future of freedom from autocracy.
Political victory in this contest will entail ensuring sufficient military presence and might for humanity to exploit these vast resources under conditions of liberty rather than under constraints imposed by a foreign power. The strategy to achieve this requires a peacetime strategic initiative to command Cis-Lunar space in order to enable all legal and non-hostile actors to have a presence, and to ensure the United States and its allies cannot be denied access to the prime locations of value and advantage.
This is protracted conflict in the form of a struggle for technological dominance. It is primarily a contest to secure relative advantage in the domain and to get to key celestial lines of navigation first and with the most capabilities. • Dr. Salvatore Cezar Pais (pictured above) is the inventor of next-generation technology that has been patented and assigned to the US Navy. These patents include high-temperature superconductors, gravitational wave generators, compact fusion reactors, and high-energy electromagnetic field generators. Pais has patented a “hybrid aerospace-underwater craft” that seemingly bends the laws of physics as we know them. Mainstream scientists and physicists have made it clear that they find the patented technology largely absurd and not grounded in scientific fact. But while the US Patent Office initially rejected the validity of the patents, the Chief Technology Officer of the US Naval Aviation Enterprise personally attested to the reality of these inventions in the successful patent appeal.
• So what exactly is going on with these patents? Are they proactive of future technology or simply misinformation aimed at rival nations? Is the Navy on the verge of changing human technological progress as we know it? Or do they represent a breakthrough that has already occurred?
• Dr. Pais published a new academic paper in the journal IEEE Transactions on Plasma Science detailing his work on his patented Plasma Compression Fusion Device – a compact fusion reactor capable of creating a net energy gain that would revolutionize energy production. It’s worth noting that the US Navy did not make use of the Invention Secrecy Act of 1951 to make these patents classified and unavailable for public viewing. Pias’ patents were filed publicly.
• The IEEE publication notes that Dr. Pais currently works at the U.S. Navy Strategic Systems Programs which develops the Navy’s submarine-launched ballistic missiles, nuclear-powered ballistic missile submarines, and the new hypersonic Intermediate-Range Conventional Prompt Strike that can potentially reach any target on Earth within an hour, depending on the location of the launch platform.
• The author section in this new academic paper states that Dr. Pais has “advanced knowledge… in aerodynamics… and missile design”… as well as “expertise in electro-optics and emerging quantum technologies, particularly the laser power… high-energy electromagnetic field generation… (and) condensed matter physics, such as… room temperature superconductivity, as related to advanced field propulsion.”
• Dr. Salvatore Cezar Pais recently responded to a few questions from The War Zone by email. Reiterating what is already on public record, Pais confirmed that he is a graduate of Case Western Reserve University earning his Ph.D in Mechanical and Aerospace Engineering in 1998. But Pais stresses that all of the former patent work he did was conducted under NAVAIR/ NAWCAD. His current position with Navy’s Strategic Systems Programs has nothing to do with this type of advanced physics work. As testing by the Naval Air System’s Chief Technology Officer ostensibly showed that his patents were indeed feasible, it is puzzling that Pais would transfer to another unit in a separate field of study.
• In his emailed response to Brett Tingley, Pais stands behind the science underlying his ‘Compact Fusion Reactor’ which is patented and published in the prestigious IEEE TPS journal. Pais explains that his work culminates in the “Pais Effect” where energy flux is generated by electrically charged matter changing from solid to plasma states, and subjected to accelerated vibration and spin via rapid acceleration transients, to create a “Macroscopic Quantum Coherence” – the fundamental structure from which everything else in our Quantum Reality emerges.
• In 2001, the Commission on the Future of the United States Aerospace Industry concluded that “… breakthrough energy sources… such as nuclear fusion and anti-matter, must be credibly investigated in order for us to practically pursue human exploration of the solar system and beyond”. “[T]hese energy sources should be the topic of a focused… research effort.”
• However, Carl Willis, a nuclear engineer at the University of New Mexico and Senior Research Engineer for Verus Research, says the literature for Pais’ plasma compression fusion device contains invented jargon, nebulous adjectives and adverbs, and nonsensical statements that seem to contradict basic and accepted physics.
• Dr. Charles Collett, assistant professor of Physics at Muhlenberg College (in Allentown, Pennsylvania) also remains skeptical. While he admits that the theoretical basis for the so-called Pais Effect “is not outlandish”, there are likely “significant engineering challenges in creating a device” capable of producing such high electromagnetic forces. Collett says that he “cannot see how that interaction could lead to any of the claimed effects.”
• Some scientists even suggest that the intended audience of the empty jargon and pseudoscience contained in these patents may not be the scientific community. In fact, not a single mainstream scientist or engineer will corroborate the claims made in Dr. Pais’s patents. Nevertheless, Dr. Pais assures, “[M]y work shall be proven correct one fine day…”.
Over the last six months, The War Zone has been deeply reporting on a set of bizarre patents assigned to the U.S. Navy. The patents, which are all the product of a single inventor, truly sound like the stuff of science fiction and include high-temperature superconductors, gravitational wave generators, compact fusion reactors, and high-energy electromagnetic field generators. Most radical of all is the “hybrid aerospace-underwater craft” claimed to be able to “engineer the fabric of our reality at the most fundamental level” by seemingly bending the laws of physics as we know them. Together, these patents seem to be the building blocks of a vehicle with truly out-of-this-world, UFO-like performance. As part of our reporting, we have been working to better understand the mind behind this mysterious intellectual property. Now, the elusive Dr. Salvatore Cezar Pais has spoken to The War Zone.
Despite the patents sounding extremely far-fetched, official documents show that the Chief Technology Officer of the U.S. Naval Aviation Enterprise personally attested to the reality of these inventions and their importance to national security and peer-state competition in appeals with the United States Patent and Trademark Office (USPTO). Meanwhile, the scientists and physicists we have talked to on and off the record have made it clear that they find the claims largely absurd and not grounded in scientific fact. At the same time, there is, in fact, many decades of government research into similar technologies that are very much alike in concept to some of Pais’s work. As such, while these are obscure ideas and remain on the edge of science, they are not exactly brand new.
All of this has led many to wonder what exactly is going on with these patents and a multitude of questions remain unanswered. Are the Salvatore

Like all of Dr. Pais’s other patents and publications, the paper claims that this revolutionary new fusion reactor employs “controlled motion of electrically charged matter through accelerated vibration and/or accelerated spin subjected to smooth, yet rapid acceleration–deceleration–acceleration transients, to generate extremely high energy/high-intensity electromagnetic (EM) fields.” In the case of this reactor, those EM fields are claimed to both heat the plasma within the core and also confine and compress it, enabling energy production levels currently out of reach.
In the author section of the paper, it is stated that Dr. Pais has “advanced knowledge of theory, analysis, and modern experimental and computational methods in aerodynamics, along with an understanding of air-vehicle and missile design, especially in the domain of hypersonic power plant and vehicle design” as well as “expertise in electrooptics and emerging quantum technologies, particularly the laser power generation arena, and high-energy electromagnetic field generation, besides condensed matter physics, such as the emerging breakthrough field of room temperature superconductivity, as related to advanced field propulsion.”

• We’re currently living in a golden age of ufology. In the 20th century, anyone who saw mysterious objects in the sky was dismissed as a crank or a fraudster. But that changed in December 2017 when the New York Times revealed the existence of a shadowy US government project called the ‘Advanced Aerospace Threat Identification Program’ (AATIP) which gathered information about ‘unidentified aerial phenomena’, i.e.: ‘UFOs’. In the most famous of three Navy videos released, Navy pilots from the USS Nimitz carrier group off of San Diego chased a “Tic Tac” shaped UFO through the skies.
• While no one has come forward to claim that these UFOs are anything besides top secret experimental military craft by an Earthbound nation, the Navy did file US patents last year for ‘mass-reduction’ technology resembling anti-gravity used for propulsion. And the AATIP research investigated wormholes, invisibility cloaking, warp drives and high energy laser weapons.
• Former UK Ministry of Defence UFO investigator, Nick Pope (pictured above), told Metro that “the UFO phenomenon has come out of the fringe and into the mainstream”. “Expectations are high that 2020 will bring further bombshell revelations.” But it may be information overload for some in the UFO community. So Pope has offered four questions that, if answered, would clear up much of the current confusion in UFO circles.
• First: What is the US Government’s current ‘best assessment’ of the objects depicted in the 3 US Navy videos? Instead of asking government officials ‘what these objects are’, they should be asking what is the government’s ‘best assessment’ of these mysterious craft based on various meetings? Even if it is wrong, they are on the spot to give some type of assessment.
• Second: What’s the truth about the ‘metamaterials’? We know that the ‘To The Stars Academy’ and Bigelow Aerospace had possession of so-called ‘metamaterials’ recovered from UAP (or UFOs) that had been sent by researchers over the years, or recovered by ‘governmental sources’. Also, the US Army signed a development agreement with To The Stars Academy to study these metamaterials. Will the Army reveal the results?
• Third: Why is the Pentagon walking back on its earlier admission that AATIP investigated UAP? Initial statements about the AATIP Pentagon UFO program described it as an effort to assess advanced aerospace threats to the United States “including anomalous events”. In May 2019, a Navy spokesperson confirmed that AATIP “did pursue research and investigation into unidentified aerial phenomena”. But in a more recent statement, a Pentagon spokesperson stated that ‘AATIP was not UAP related’, directly contradicting the former Pentagon AATIP point man Luis Elizondo, who said “AATIP was a 100% UFO program”. In fact, a January 2019 DIA letter to Congress listed the studies generated by AATIP which included anti-gravity, invisibility, stargates, warp drive, and wormholes. We have one part of the government saying one thing, while another says something else. This needs to be sorted out.
• Fourth: What’s the status of Congressional interest in all this? The public doesn’t know what’s been discussed in closed meetings regarding UFOs in the Armed Services Committee, the Intelligence Committee and the Homeland Security Committee. We don’t know what is being discussed in Senate and House subcommittees, or what documents made have been generated and made available to the public. And we don’t know whether these Congressional inquiries will evolve into formal public hearings or not.

But that changed almost exactly two years ago when a bombshell article published in the New York Times revealed the existence of a shadowy US government project called the Advanced Aerospace Threat Identification Program (AATIP) which gathered information about ‘unidentified aerial phenomena’ (UAP).
This secret programme gathered information on at least three sightings of aircraft travelling at impossible speeds which were recorded by US airmen or military personnel.
In the most famous incident revealed during the uncovering of AATIP, two Navy pilots chased a ‘whitish oval object, about the size of a commercial plane’. This ‘Tic Tac’ UFO was observed off the coast of San Diego in 2004 and followed by two by jets launched from the USS Nimitz.
Since this report, details of the strange and almost unbelievable work carried out by AATIP has slowly leaked into the public domain. And in that time, Metro has worked closely with Nick Pope, a former Ministry of Defence UFO investigator, to cover all the revelations.
Now he’s set out four questions which need to be solved in order for us to solve the UFO mystery once and for all.
He told Metro: ‘We’ve recently passed the second anniversary of the New York Times story revealing the existence of the Pentagon’s AATIP (Advanced Aerospace Threat Identification Program) initiative, and in those last 2 years the UFO phenomenon has come out of the fringe and into the mainstream.
‘Expectations are high that 2020 will bring further bombshell revelations, but it’s difficult for the UFO community and the wider public to navigate this complex story. There’s information overload, with so much data that most people struggle to identify the parts of the story that are not just interesting, but important.
‘To help people focus on the key issues, I’ve used my insider knowledge of having run the UK government’s UFO project to identify four critical questions. The answers would clear up much of the confusion.’
Of course, it’s worth remembering that we have no official explanation of the sightings yet. The advanced aircraft could be experimental flying machines built secretly by the US Government or even one of its enemies. Last year, we uncovered a patent granted to the US Navy for an exotic aircraft which used ‘mass-reduction’ technology to reduce its mass and lessen inertia (an object’s resistance to motion) so it can zoom along at high velocities.
Although we don’t know if the patented tech was used in a real aircraft, the invention was so advanced that it resembled the anti-gravity mechanisms found in science fiction movies.

• Is the government behind a conspiracy to cover up the proof of alien visitation to Earth? Is the government in cahoots with alien species? Why do our politicians like Presidents George W. Bush and Barack Obama make joking non-denials when asked about UFOs? Why does the military brass maintain its secrecy about UFOs?
• The Pentagon is concerned about UFOs appearing in the vicinity of nuclear weapons and reactors: on faraway Navy aircraft carriers where they often encounter Navy jets in the air; on Navy submarines deep in the oceans; and on Air Force nuclear weapons bases. As reported by UFO researcher Robert Hastings, UFOs have shut down nuclear weapons systems at U.S. and Soviet Union/Russian nuclear sites. This interference by UFOs has occurred since the (atomic bomb testing of the) Manhattan Project at Los Alamos, New Mexico. Has humanity’s perfection of nuclear energy piqued someone or something’s curiosity in us?
• There is no indication that UFOs are hostile or that these UFOs are all coming from the same place. On the contrary, UFOs appear to be quite friendly unless provoked. But the demonstrated capabilities of UFOs – intelligently operated, instantaneously reaching hypersonic speeds; anti-gravity technology; cloaking technology rendering them invisible – makes the capabilities of the US military, and every other military on Earth, look like an absurd joke in comparison. If they intended to harm us, we wouldn’t stand a chance.
• It is clear that civilian and military government agencies maintain active UFO research programs, and even have meta-material from crashed UFOs in its possession. The Pentagon may want to keep what they know of UFOs and their advanced space-time technology a secret so that Earthly adversaries such as China and Russia do not gain this knowledge to use against us. So there are indeed some in the US government who know about UFOs, but don’t know how to deal with them.
• It is we the public that needs to keep pushing the issue. It will take time, but we’ll get to the truth eventually. After all, UFOs keep popping up. Considering their ability to cloak, it is apparent that they want to be seen by us.
Two years ago Sunday, the New York Times broke the stunning story of a secret Pentagon program to study unidentified flying objects. That story led me to delve into this strange world. I’ve learned some interesting stuff about UFOs (“unidentified aerial phenomena,” or “UAP,” as the Pentagon refers to them) since then. But there’s one problem.
The United States government makes it very hard to figure out what and where UFO-related stuff is going on.
Is that because the government is behind some great conspiracy to cover up the proof of alien visitation to Earth? Is it because the government is in cahoots with alien species to create human-alien hybrids?
Perhaps, but I suspect not.
What I believe is really going on here is that the few individuals in the U.S. government who know about this issue believe the phenomena might be a threat. And that they don’t know how to deal with it.
So, what informs the government’s fear?
Well, first off, the nuclear issue.
If you ask a Pentagon representative about a specific UFO incident, as I did most recently last week, you’ll get a boring response like: “Our aviators train as they fight. Any intrusions that may compromise the security of our operations, tactics, or procedures is of great concern. As the investigation of unidentified aerial phenomena sightings is ongoing, we will not discuss individual sighting reports or observations.”
By “aviators,” the Pentagon is referencing the particular frequency with which UFOs tend to interact with U.S. naval aviators operating off aircraft carriers. But what the Pentagon is leaving out is why the UFOs tend to run into those naval aviators. And that cuts to the heart of why the Pentagon is concerned about UFOs.
Because the government’s assessment, though they won’t admit it, is that the UFOs are popping up near the aircraft carriers due to those carriers being nuclear-powered. Note also that UFOs also like to pop up near nuclear submarines and Air Force nuclear weapons bases. Now recognize that this paradigm has been occurring since the Manhattan Project operations at Los Alamos, New Mexico, and also at nuclear sites in the Soviet Union and Russia.
Oh, and as Robert Hastings documents, these UFOs have sometimes even temporarily shut down U.S. nuclear weapons systems. Interesting, right?

• “The Drive” on the WarZone website recently interviewed T.D. Barnes, a retired engineer who worked at Area 51. Barnes tells of a time around 1960 when the CIA had designed and was building the Mach 3 A-12 Blackbird to replace the U-2 spy plane. The problem was that the Soviets built the P-14 “Tall King” radar system that would be able to detect the A-12 flying over their airspace. Before this, US spy planes operated virtually undetected.
• So the US Navy built the ‘Netted Emulation of Multi-Element Signature Against Integrated Sensors’ or ‘NEMESIS’. This device tricked the Soviet radar system by giving the illusion of “ghost fleets” of vessels in on and below the oceanic surface, and formations of aircraft in the sky.
• Retired CIA executive officer, S. Eugene Poteat says that the CIA accomplished the same trickery by building ‘PALLADIUM’ which launched balloons from submarines carrying metallic spheres” that would simulate flocks of real jets on Soviet radar. Poteat, who founded and ran PALLADIUM, said descriptions of the “metallic spheres” sound somewhat similar to those of UFOs reported by Navy aviators on the East Coast in 2014 and 2015, describing them as floating “orbs with cubes inside.”
• Both Barnes and Poteat believe that the Navy’s sightings of UFOs with no visible engine or exhaust plumes, that could reach 30,000 feet at hypersonic speeds can be attributed to a similar top-secret radar-tricking program being developed by the military. “I don’t have the answers to what the Navy aviators saw,” says Barnes, “but in my mind, I’m thinking, we are doing it again.”
• Barnes noted that many past UFO sightings in the Seattle and Southern California areas were actually advanced aerospace tests by Boeing or Lockheed Martin’s Skunk Works conducting “proof of concept” test flights before turning them over to the US military.
• [Editor’s Note] So these old-timers believe that the UFOs that the Navy fliers have reported are really radar phantoms that don’t actually exist? But David Fravor and the other pilots saw them with their own eyes. Gary Voorhis watched them through binoculars from the bridge of the USS Princeton. And a fellow Navy pilot told Ryan Graves, a Navy aviator out of Oceana Jet Base in Virginia Beach, that a “sphere encasing a cube” ‘flew’ between him and his wingman. These were definitely not metal spheres falling from a balloon or radar phantoms that the Navy pilots encountered.
These are two Cold War veterans who have been conditioned all of their lives not to believe in extraterrestrial UFOs. And they will never believe in extraterrestrial UFOs, even if one landed on their front lawn and a couple of ETs offered them a ride to the Moon. They will always dismiss all of the evidence out of hand, certain that it must be some top secret advanced military aircraft.
There’s never a shortage of UFO stories, with arguments raging between skeptics and those who want to believe. But a pair of CIA and Area 51 retirees claims the mysterious sightings might have quite a prosaic explanation.

The mystery behind the unidentified flying objects was highlighted again recently when leaked videos – filmed by the US Navy’s Super Hornet jets – popped up in the public domain, showing the military aircraft interacting with UFOs. The Pentagon had stirred up much hype among ufologists, officially saying that the viral clips actually depicted “Unidentified Aerial Phenomena” (UAP).

But for veterans of two of America’s most secretive institutions, these sightings, at least, were not at all sensational. They claim the UFO encounters can be attributed to a top-secret radar-tricking program commissioned for the military, according to the Drive.
The website’s WarZone project, which covers military tech, examined the Navy’s top-secret project, awkwardly called ‘Netted Emulation of Multi-Element Signature against Integrated Sensors’ (NEMESIS).
It enables the Navy to trick enemy sensors and radars by giving the illusion of “ghost fleets” of vessels on and below the oceanic surface; the system can also simulate formations of aircraft in the sky. Incredibly, the tech resembles another secretive project developed at the height of the Cold War, as veterans of two of America’s most secretive institutions told the website.
The NEMESIS “takes me back to circa the 1960s when the CIA designed and was building the Mach 3 A-12 Blackbird to replace the U-2,” says T.D. Barnes, a retired engineer who worked at Area 51, referring to the top-notch spy planes used to collect imagery intelligence on the USSR and its allies.

• In September, the US Navy confirmed that while the Navy videos of Unidentified Aerial Phenomena (or UFOs) were not meant for release to the public, they were authentic. John Greenewald, Jr of ‘The Black Vault’ website was the man that got the Navy to discuss the videos, leading to the video confirmation. The Navy, however, didn’t know what these phenomenon were.
• Similarly, there is another unusual phenomenon that gets far less attention in the press: ‘Unidentified Submerged Objects’. A ‘USO’ is a catch-all term used to describe anything seen operating beneath the surface of water that defies explanation. Legends of USOs have permeated the maritime community for centuries. Many UFO witness, including military aviators, have suggested that UFOs operate just as well underwater as they do in the sky.
• Christopher Columbus reported seeing a USO sighting during his 1492 voyage to the New World. According to Columbus’ log, he spotted “a small wax candle that rose and lifted up, which too few seemed to be an indication of land.” They soon determined that it wasn’t a light source from land, but had instead come from the sea. • In 1967, witnesses in Shag Harbor, Nova Scotia Canada, reported a UFO crashing into the harbor’s waters. The Royal Canadian Mounted Police launched rescue efforts for a ‘downed aircraft’, which turned up nothing.
• Earlier this year, Tylor Rogoway of ‘The War Zone’ website interviewed veteran U.S. Navy submariners, some of whom were SONAR operators with first-hand experience spotting these USO anomalies. That story can be traced back to Marc D’Antonio who, during a ‘courtesy ride’ on a U.S. Navy fast attack submarine, watched as the sub’s sonar operator detected a “fast mover” moving at hundreds of knots under the water in close proximity. Such a scenario of a fast moving, unidentified underwater object spotted by Navy personnel and then disregarded, rings true with veteran American submariners. Said one former submariner, “We were instructed that nothing is ever ‘unknown.” “[So] we usually logged it as seismic or biologic.”
• Such underwater anomalies typically go ignored unless they represent a threat to the vessel or an obstacle to the crew. The ocean is full of man made ships and living creatures. So encountering ‘strange’ objects is just a part of business when you’re operating a fast attack sub. One infamous unexplained ocean phenomena was the “Bloop” – a massive underwater sound recorded in 1997. (see 3:37 minute video of the “Bloop” below) The Bloop sound was so loud that it was recorded simultaneously on underwater microphones located more than 3,000 miles apart.
• As a policy, the Navy doesn’t investigate strange sonar readings, so unusual underwater phenomenon largely go unreported so long as it doesn’t interfere with the mission. But sub-mariner accounts confirm that ‘weird stuff’ is normal in the dark depths of Earth’s oceans. But ‘weird’ doesn’t necessarily mean alien, it just means unexplained… for now.
Last month, the United States Navy confirmed formally that two high profile videos allegedly captured from the nose of an F/A-18 Super Hornet attempting an intercept on an Unidentified Aerial Phenomena were real and notably, weren’t meant for release to the public. The Navy did not suggest that the strange craft shown in the videos was alien in origin, but rather did acknowledge that they truly didn’t know what they were seeing that night in January of 2015.
“I truly thought the official word on these videos would be ‘drones’ or something similar; but explainable,” John Greenewald, Jr, who runs the popular website The Black Vault, told SOFREP at the time. Greenewald was the man that got the Navy to discuss the videos, leading to a landslide of headlines throughout the media in the weeks that followed.
“We have official documents that have surfaced through FOIA that state just that. However, for the Navy to contradict that, and say that this ‘phenomena’ represents something ‘unidentified’ – that’s pretty amazing to me and proves yet again why we can’t lock ourselves into any one way of thinking or assume anything.”
Reports of unusual lights in the sky date all the way back to the beginning of recorded history, but there’s another unusual phenomena that often seems to coincide with these strange sightings that gets far less attention in the press: USOs, or Unidentified Submerged Objects. Like UFOs (Unidentified Flying Objects), USO is a sort of catch-all term used to describe anything seen operating beneath the surface of a body of water that defies explanation. Legends of USOs have permeated the maritime community for centuries, and remain a common facet of discussion among UFO researchers to this day. In fact, many UFO witness statements, including those provided by military aviators, have suggested that the unusual crafts they’ve spotted flying in the sky seem to operate just as readily in the far denser medium of water — suggesting that these unusual objects can function beneath the surface of the ocean just as well as they can in the air.

The US Navy has authorized the publication of a patent for a nuclear fusion reactor that can both generate enormous quantities of power and yet be small enough to be fitted on mobile platforms, including spacecraft. The patent’s publication supports Whistleblower/Insider claims of mile (1.6 kilometers) long space carriers that have been secretly built and deployed by the Navy since the late 1970s and early 1980s.
The patent application for a “Plasma Compression Fusion Device” was just published on September 26 after being lodged on behalf of the Secretary of the Navy back on March 22, 2019. The inventor is Dr. Salvator Pais, who works at the Naval Air Warfare Center Aircraft Division and has previously lodged other patents on behalf of the Navy concerning a hybrid air, water, and space vehicle propelled and protected by electromagnetic fields.
In the patent description, Dr. Pais explains how his nuclear fusion device differs from similar devices under development:
At present there are few envisioned fusion reactors/devices that come in a small, compact package (ranging from 0.3 to 2 meters in diameter) and typically they use different versions of plasma magnetic confinement. Three such devices are the Lockheed Martin (LM) Skunk Works Compact Fusion Reactor (LM-CFR), the EMC2 Polywell fusion concept, and the Princeton Field-Reversed Configuration (PFRC) machine. […] These devices feature short plasma confinement times, possible plasma instabilities with the scaling of size, and it is questionable whether they have the ability of achieving the break-even fusion condition, let alone a self-sustained plasma burn leading to ignition.
Ignition is the point at which the nuclear fusion process begins generating electrical power in a self-sustaining way through the superheated plasma. Dr. Pais further explains how his device will use electromagnetic fields to ignite the nuclear fusion process:
The plasma compression fusion device utilizes controlled motion of electrically charged matter via accelerated vibration and/or accelerated spin subjected to smooth yet rapid acceleration-deceleration-acceleration transients, in order to generate extremely high energy/high intensity electromagnetic fields. These fields not only confine the plasma core but also greatly compress it (by inducing a high energy negative potential well) so as to produce a high power density plasma burn, leading to ignition.
It is claimed in the patent application that this plasma compression fusion device is capable of producing power in the gigawatt (1 billion watts) to terawatt (1 trillion watts) range and above with input power only in the kilowatt (1,000 watts) to megawatt (1,000,000 watts) range. By comparison, America’s largest nuclear power plant, the Palo Verde nuclear power plant in Arizona, generates around 4,000 megawatts (4 gigawatts), and the A1B nuclear reactors designed for the Navy’s Gerald R. Ford-class aircraft carriers generate around 700 megawatts.
Pais’ description makes clear that the nuclear fusion reactor is the power supply for several innovative patent devices that would go into the Hybrid Aerospace Underwater Craft (HAUC) the patent for which was awarded on December 4, 2018. The HAUC, as previously described, would generate a quantum vacuum field outside the hull, removing all air, water, or other molecules, thereby enabling the craft to rapidly move through the atmosphere, ocean, and space without meeting any resistance.
Remarkably, the HAUC was awarded after the Chief Technology Officer for the Naval Aviation Enterprise, Dr. James Sheehy, intervened in an appeal against a rejection by the patent examiner who viewed the HAUC device as not scientifically feasible due to the need for an extraordinarily high power supply that produces “more electricity than what is produced by nuclear reactors”.
The examiner was referring to “nuclear fission” reactors used by the Navy in its aircraft carrier and submarine fleets, and pointing out that these would not be enough to meet the energy needs of the HAUC.
The nuclear fusion reactor device described in the latest patent application provides an explanation for what would power the HAUC and generate the quantum vacuum around it.
The other patent devices for the operation of HAUC include the “High Frequency Gravitational Wave Generator”(HFGWG) that would provide the craft’s propulsion system by creating gravity waves that would create a surf-ride effect.
Another patent is the “Electromagnetic Field Generator and method to generate an Electromagnetic Field” (EFG) that would generate an electromagnetic shield to protect the craft from missile attacks, Coronal Mass Ejections, and space debris. Importantly, both the HFGWG and EFG would be powered by the nuclear fusion reactor.
Yet another patent is the “Piezoelectricity-induced Room Temperature Superconductor” which can store enormous quantities of electrical energy. This “room temperature superconductor” is what would ultimately store the electrical power produced by the nuclear fusion reactor. The superconductor would also enable the HAUC and other mobile platforms to operate for extended periods if the nuclear fusion reactor went offline, and a back-up power supply had to be used.
For a second time, the Naval Aviation Enterprise’s Dr. Sheehy intervened in support of Dr. Pais when a second patent examiner rejected the room temperature superconductor as scientifically unfeasible. Dr. Sheehy’s letter explained why the superconductor “is operable and enabled via the physics described in the patent application”.
Tingley and Rogoway have extensively covered previous patents granted to Dr. Pais and the controversy over the Navy’s extraordinary interventions in support of his inventions widely regarded by open-source scientists as outlandish.
[I]s the Navy building some sort of incredible craft based on science that remains foreign to the larger scientific community? Did they already do this years ago and are just slowly lifting the veil now? Are they clumsily trying to emulate what their pilots are seeing in the field, but can not yet fully explain? Could these patents just represent gross mismanagement of resources on the Navy’s behalf? Or is this all some sort of elaborate disinformation play by the Navy—one that seems to have emerged right in step the rise of major peer-state competition from the likes of Russia and China, and the biggest expansion of advanced aerospace development programs in decades?
Tingley and Rogoway’s question, “Did they already do this years ago and are just slowly lifting the veil now?” takes us directly to the eyewitness testimony of whistleblowers and insiders who claim to have worked on kilometers-long space carriers secretly designed and deployed by the US Navy in the 1970s and 1980s.
William Tompkins’ testimony, in particular, stands out since he claims he designed kilometers long cigar-shaped space carriers while employed at a secret think tank at Douglas Aircraft Company and other leading aerospace corporations from the 1950s to 1970s. What gives Tompkins’ testimony great weight is that he worked directly under Dr. Wolfgang Klemperer, the former chief designer for the US Navy’s flying aircraft carriers, the USS Akron and Macon, built and deployed in the 1930s by the Goodyear-Zeppelin corporation, where he worked at up to 1936.
Importantly, Tompkins claims that before the deployment of these kilometers-long space carriers in the early 1980s, the Navy retrofitted nuclear (fission) powered submarines as prototype spacecraft in the late 1970s. I recently interviewed a chemical engineer, who is still working in the industry and has chosen to remain anonymous, who says he served on a retrofitted nuclear submarine deployed into space in 1979.
If retrofitted nuclear submarines and kilometers-long cigar-shaped space carriers were secretly deployed by the Navy in the late 1970s and early 1980s, as Tompkins claimed, then the power supply needed to lift and propel such craft into Earth orbit would vastly exceed that used by nuclear fission reactors.
As Tingley and Rogoway point out, the nuclear fission reactors in the modern Gerald Ford-class aircraft carriers generate 0.7 gigawatts. This pales in comparison to Pais’s nuclear fusion reactor that can generate up to 1000 gigawatts. A retrofitted nuclear fusion-powered submarine or kilometers-long space carrier could consequently generate sufficient electrical power for the electromagnetic propulsions systems incorporated into these crafts, similar to what Pais proposed for the HAUC.
The US Navy’s publication of a patent application for a nuclear fusion reactor appears to be part of a disclosure process designed to get the aerospace industry and general public ready for future announcements of secret space programs. It’s worth emphasizing that Tompkins and others claims that retrofitted submarines and space carriers were deployed in the 1970s/1980s, is directly supported by the Navy’s acknowledgement that nuclear fusion engines necessary for achieving such a stupendous feat, is a viable technology.
Consequently, the nuclear fusion reactors used in the Navy’s secret space program are over four decades old, which provides a compelling reason for why the Navy is allowing the release of these technologies now.
Critically, by patenting the nuclear fusion reactor and the other revolutionary electromagnetic propulsion technologies released by Pais, the Navy would not only save funds that it would otherwise have to pay companies for the use of such technologies, but also potentially raise enormous revenue in the future to fund its secret space program for decades to come. The Navy’s release of the nuclear fusion reactor patent is an extraordinary event that can revolutionize the aerospace industry and our planet very quickly with cheap and virtually unlimited electrical power.

• The US Navy recently confirmed that three online videos of military jet encounters with UAPs: ‘unidentified aerial phenomenon’ are authentic. But what is more disturbing is that the Navy seems less concerned with the UAPs themselves, than with the notion that the videos, while not classified, had not been “cleared for public release”. A Pentagon spokesperson told The Black Vault website, “The videos were never officially released to the general public by the (Department of Defense) and should still be withheld.”
• The oldest ‘Tic Tac’ UFO video is from 2004. Now, 15 years later the Navy still hasn’t determined what these UAPs are. But the Navy’s biggest concern is that the videos were released? The videos are not “confidential,” “secret,” or “top secret,” based on degrees of potential damage to national security. No such long-term category as “not cleared for public release” should exist with respect to information generated or acquired by the government.
• If the government works for the people, why should it keep so many secrets from the people in the first place? There should be a time limit in which any given piece of information must either be classified or made available to the public. All government information not classified within 30 days of its creation or acquisition should be stored in databases that the public can search at will. Concealing information from the public should be incredibly difficult — not a matter of course. “Not cleared for public release” shouldn’t exist as a new category.
• UFOs may be extraterrestrial in origin. The public needs more information. But it shouldn’t be the government’s prerogative to conceal such information from the rest of us indefinitely, tell us tall tales about weather balloons and swamp gas, and offer lame “national security” excuses when called out. A bigger problem than determining what these UFOs are may be the how the post-World War II national security state apparatus has developed a culture of general secrecy that we accommodate at our peril.

The videos are interesting, and some might find them disturbing. What’s more disturbing to me is that the Navy thinks the videos are none of our business, not even 15, or even four, years after they were recorded in 2004 and 2015.
Pentagon spokesperson Susan Gough told The Black Vault website, “The videos were never officially released to the general public by the DoD (U.S. Department of Defense) and should still be withheld.”
The videos aren’t classified. They just haven’t been “cleared for public release.”
No such long-term category as “not cleared for public release” should exist with respect to information generated or acquired by government.
There are legal standards for “classifying” information as “confidential,” “secret,” or “top secret,” based on supposed degrees of damage to national security disclosure of the information might cause.

• The US Navy has admitted that the three released videos of ‘unidentified aerial phenomenon’ are authentic, each depicting quick-moving oblong-shaped objects. The Navy has yet to identify the objects in these videos. The term “UAP” has replaced “UFO” which still carries a lot of historical “baggage” and stigma, and discourages people from reporting a sighting. Journalist Leslie Kean who helped break the New York Times story in December 2017 about the Navy’s UAP sightings says, “That term (UFO) is so loaded at this point, that you are never going to change people’s understanding of what it means.” “All you can do is adopt a new one.”
• But this is not a new phenomenon. Humans have seen and encountered unidentified flying objects for millennia. The only thing that’s changed is how people have interpreted these events over the years. Here is a summary of four eras of UFOs:
• Biblical Beginnings – Diana Walsh Pasulka, author of American Cosmic: UFOs, Religion, Technology and a professor of philosophy and religion at UNC Wilmington reports that “Catholicism, Judaism, Buddhism, Hinduism, and all the major religions actually have pictures and anecdotes of aerial phenomenon.” In nearly every religion, there are “contact events” where an important figure makes contact with a heavenly figure. Moses and the burning bush, Mohammad and the angel Gabriel, and the Virgin Mary’s own angelic visitation. “These are human’s first contact with something they interpret to not be human or of this planet. And, if they are [not of this planet], they are de facto extraterrestrial.” Unexplainable phenomena can become religion.
• The Era of Airships – In his 2010 book Wonders in the Sky: Unexplained Aerial Objects from Antiquity to Modern Times, French astronomer Jacques Vallee analyzed 500 historical UFO reports. The earliest sighting dates back nearly 3,500 years to modern-day Sudan, when a falling star “the like had not happened before” struck down the Nubians to give the Egyptians a military victory. These mysterious sightings dot human history and culminate in Dubuque, Iowa in 1879 when a “large, unexplained airship” was visible for an hour before it “disappeared on the horizon.”
• According to Pasulka, by the late 19th century humans began to shift their interpretation of the unknown from a religious framework to a technological one. In 1896 and 1897, mysterious “airships” were seen all over the U.S. with many witnesses signing affidavits. Thomas Edison remarked “it is absolutely impossible to imagine that a man could construct a successful airship and keep the matter a secret.” But by the late 19th century, hydrogen-filled airships were in development.
• The Dawn of the UFO – Late into World War II, American fighter pilots started observing orange, glowing lights they dubbed “foo fighters”. Rumors circulated about the Nazi’s using advanced technology and even establishing a lunar base. But American scientists explained it away as “electrostatic phenomena”. Then in 1947, Kenneth Arnold saw strange round craft flying in formation in excess of 1,000 miles per hour. Again, the Army dismissed it as a mirage or hallucination. But others came forward to say they had also seen similar aerial phenomenon.
• A few years later, the Air Force coined the term ‘UFO’ and it was prominently used in the Robertson Report, the same scientific panel that dismissed the ‘foo fighters’. The convenient excuse for these UFOs became the Soviet’s testing of secret weapons. But the US military brass “wrote that off pretty early on because of the extreme sophistication of the technology,” says Kean. “It was unimaginable that the Russians could have something like this.”
• An Extraterrestrial Threat? – The US Air Force created a secret project code-named “Sign” to investigate these UFO incidents. Kean says that there were “so many documents that show at the highest levels [the U.S. military] didn’t know what they were.” Some believed that these aerial phenomena were not from this planet. Then the July 1952 sightings over Washington D.C. convinced the government that the phenomenon could not be ignored. The military told the FBI that “the objects sighted may possibly be ships from another planet such as Mars”. The military told the public was that there was no “conceivable threat to the United States”, while they secretly feared a national security threat. Says Kean, “They just didn’t know what else to do at that point.”
• The Mystery Remains – The Robertson Panel in 1953 determined to debunk UFO sightings as either man-made or natural phenomenon. And that’s exactly what federal authorities did for more than six decades. But recent events suggest a new government strategy in the works. As of the 2017 New York Times article, the government confirmed that it had been investigating the UFO/UAP phenomenon in a $22 million Pentagon program that officially ended in 2012, but insiders said it continued until 2017 when its head, Luis Elizondo, resigned. The program studied physical effects from encounters with the objects and the theoretical technology that could enable the UAPs to perform as they did. But most interesting was that the program had recovered materials from these UAPs.
• Kean thinks there is a lot of research going on behind-the-scenes. As it is presumed that the U.S. isn’t the only country in possession of UAP materials, there is a secretive global race associated with this research. Says Kean, “From what I’ve been told, it’s a competitive thing. Whoever understands the technology first has a real advantage. My sense of it is that there’s an undercurrent of competition among Russia, China, and the U.S.”
• Sources have also told her that the physics of how these objects move has already been cracked. “What they’ve figured out is very futuristic,” says Kean. “[T]hey can understand how it’s done.” Scientists and medical experts are also attempting to understand the biological effects on those humans who’ve come close to these phenomenon.
• More than two-thirds of Americans believe that the US government knows more about UFOs than they are telling the public. It’s becoming common to see UFO videos on YouTube. But are they extraterrestrial? “It’s a valid hypothesis,” says Kean. Or could they be explained as inter-dimensional, or time travelers, or super-secret weapons or aircraft developed by another nation on this planet? What was a mystery in ancient times remains a mystery today.
This past week, the U.S. Navy confirmed that several videos—two of which were first released by The New York Times in 2017 depicting so-called “Unidentified Aerial Phenomena” (UAP)—are authentic. The three videos, (another was later published by The Washington Post), each depicting quick-moving oblong-shaped objects, were shot by Navy pilots during training exercises in 2004 and 2015. The Navy has yet to identify the objects in the video, and along with the Department of Defense, said the videos should have never been made public.
While a “UAP” may be an unfamiliar term, that’s sort of the point. UAPs are essentially the new UFO—but with a lot less historical baggage. A Navy spokesman told The Washington Post that the acronym “UFO” carries so much stigma that it discourages someone from reporting a sighting.
“That term is so loaded at this point, that you are never going to change people’s understanding of what it means,” journalist Leslie Kean, who co-wrote the 2017 New York Times investigation into the Pentagon’s UFO (or UAP) program, tells Popular Mechanics. “All you can do is adopt a new one.”
But humans didn’t just start seeing UFOs darting around above our heads in just the past few weeks…or in 2015, 2004, 1947, or even 1639. Humans have seen and encountered unidentified flying objects for millennia.
BIBLICAL BEGINNINGS
Unidentified flying objects have been recorded throughout human history. The only thing that’s changed is how people—stretched across thousands of years—have interpreted these unexplainable events.
“Catholicism, Judaism, Buddhism, Hinduism, and all the major religions actually have pictures and anecdotes of ariel phenomenon,” Diana Walsh Pasulka, author of American Cosmic: UFOs, Religion, Technology and a professor of philosophy and religion at UNC Wilmington tells Popular Mechanics.
Some of them were comets, asteroids, meteors, and other atmospheric optical phenomena that were scientifically unknown to our ancient ancestors, but others still defy modern explanations.
Pasulka explains in nearly every religion, there are “contact events” where an important figure makes contact with a heavenly figure. Moses and the burning bush, Mohammad and the angel Gabriel, and the Virgin Mary’s own angelic visitation.
“These are human’s first contact with something they interpret to not be human or of this planet. And, if they are [not of this planet], they are de facto extraterrestrial.”
Pasulka says the Torah’s tale of Jacob’s fight with an angel is a good example of an encounter with aerial phenomenon that was turned into a religious narrative. “When you go back to the original source and read it in its original language… it wouldn’t look like what the artists’ rendition of it are in Western history,” says Pasulka, “It would look like he’s fighting some kind of being from outer space.”
Pasulka isn’t saying that a biblical figure fought an alien and it turned into a religious text, but that vision of a figure descending from the sky could have come from a shared, human experience or observation. When religion is a lens to explain the universe, unexplainable phenomena can become religion.

China is painstakingly implementing a 100-year strategic plan aimed at overtaking the United States as the world’s dominant superpower or hegemon by 2049 according to Michael Pillsbury’s authoritative 2015 national best seller, The Hundred Year Marathon. Pillsbury’s keen insights not only provide a foundation for understanding how China plans to supplant the US, but how it is covertly responding to the existence of secret space programs developed by the US military industrial complex, and what China plans to do in response in order to achieve dominance both on Earth and in space.
Pillsbury is a China expert who has worked with the US Department of Defense, State Department, and Congress for over four decades, since 1975. A fluent Mandarin speaker, he has had unrivaled access to top Chinese military and political leaders during his professional career and is very familiar with the policies and plans of China’s ruling Communist Party elite, especially the military hawks who exert great influence behind the scenes. Currently, Pillsbury is a top advisor to President Donald Trump on US-China relations.
Pillsbury begins his highly detailed book by describing how top Chinese leaders cunningly use the historical period of the Warring States (475-221 BC) to develop their strategic planning for engaging with the US. In short, the Warring States period was a time when up to seven ethnic Chinese kingdoms competed amongst themselves for hegemony and dominance over their rivals.
Pillsbury explains how a ruling hegemon (the US in contemporary times) would be undermined by an aspiring hegemon (China), by means of stealth, cunning, and deception as practiced by different kingdoms during the Warring States period. He cogently explains how such goals require long term thinking by China as the aspiring hegemon that lacks the political and military power to directly confront the ruling US hegemon until it has been sufficiently weakened by internal and external strife.
Chinese military and political leaders began their 100-year marathon in 1949, Pillsbury explains, after the victory of the Communist Party and the establishment of the People’s Republic of China. Initially, China relied on the Soviet Union to help it industrialize and to modernize its vast military. After their political falling out in the 1960’s and military clashes along their shared borders, China’s Communist Party began secret overtures to the West.
It was Chairman Mao who covertly reached out to President Nixon, Pillsbury points out, and not the other way around as many erroneously believe. Initial relations between China and the US were genuinely positive since both had much to fear from the Soviet Union. All that changed with the 1989 Tiananmen Square protests and the collapse of the Soviet Union in 1991.
Chinese school textbooks changed dramatically. Previously positive descriptions of US history and democratic ideals, which had been extensively cited by Chinese students at the Tiananmen protests, were now overwhelmingly negative. Future generations of Chinese students were indoctrinated to believe that the US has been humiliating and abusing China since the mid-1800s.
Previously positive descriptions of President Lincoln (1861-1865), for example, were now overwhelmingly negative. Pillsbury explained how Chinese students came to be taught the ridiculous proposition that Lincoln was busy undermining China’s sovereignty, during the US Civil War. Essentially, China’s Communist Party was ensuring that there would be no repeat of the Tiananmen Square protest were the youth were citing positive US democratic ideals and personalities, which had been deeply embarrassing to Party elders.
Pillsbury then explains how China opened its doors to western industries and economic innovation as part of its modernization effort. Using strategies taken directly from the Warring States period, the Communist Party feigned openness to democratic political ideals, while ruthlessly clamping down on ethnic minorities and political dissidents, and blocking genuine democratic reforms.
The goal was to lure Western nations into a false sense of complacency where the common assumption was that China would inevitably change in the future as its huge economy opened to Western influence. Pillsbury emphasized that such future democratic changes were a chimera since the Chinese military and political elite were driven not by Western ideals, but by their understanding of what history revealed about how an aspiring hegemon needed first to undermine and then supplant a ruling hegemon.
He points out that China had no intention of helping the US and its allies establish a stable world order, but instead aimed at undermining it so as to usher in a world order where China would be the dominant power.
Pillsbury provides many examples of how China has assisted various rogue states and groups around the world, such as Afghanistan’s Taliban. Just as the U.S. secretly used extremist groups to weaken the Soviet Union during the Cold War, now China was covertly doing the same through economic development and arms supplies to nations that challenged US policies.
As far as economic development is concerned, Pillsbury explains how China is at the forefront of industrial espionage, counterfeiting efforts, theft of intellectual property, hacking and other unscrupulous practices. The goal is to help China’s state-owned enterprises (which numbered over 140,000 companies in 2011), cheat, steal, manipulate, and outmaneuver Western companies that establish a commercial presence in mainland China.
When it comes to outer space, Pillsbury explains how China has been using these unscrupulous practices to develop its own conventional space program, with the goal of projecting a military presence into space. While the Trump administration is in the midst of creating the Space Force as the sixth branch of the US military, China has had an “Aerospace Force” up and running since 2014.
China’s Aerospace Force was created as the fifth branch of Peoples Liberation Army (PLA) as explained in an article titled “China’s Military Creates New Space Force” published in The Diplomat by Zachary Keck on September 10, 2014. A speech by President Xi was summarized by a Chinese space expert cited by Keck as a clear endorsement of Chinese militarization of space in response to US and other nations already having done so:
The United States has paid considerable attention and resources to the integration of capabilities in both air and space, and other powers have also moved progressively toward space militarization… Though China has stated that it sticks to the peaceful use of space, we must make sure that we have the ability to cope with others’ operations in space.
The problem is that Pillsbury, and the US public more generally, is largely unaware of the extent of the US military’s true presence in outer space, and mistakenly assume that Space Force will be the official start of US militarization of space. However, as I have extensively documented in my Secret Space Program Book series, both the US Air Force and the US Navy have independent secret space programs that have projected their respective military power deep into space.
These two parallel US military-run space programs have been in operation since the 1970s, while the general public was hoodwinked into believing that the only US presence in space was through NASA’s civilian-run space program.
China, however, is well aware of the truth behind covert US military space operations once it began sending satellites into Earth orbit in the 1970s. China’s growing space surveillance capacities allowed it to track US military space operations, especially the construction of secret military space stations operated by the USAF and the National Reconnaissance Office (NRO).
In Book Four of my series, the USAF Secret Space Program, I discuss 825 declassified NRO documents that show how the USAF and NRO used the allegedly discontinued Manned Orbiting Laboratory project as the cover for sending laboratory modules into space that could be configured to establish Von Braun type space stations, i.e., modules assembled into a circular configuration.
These secret USAF/NRO space stations provide ideal weapons platforms capable of extending US military force all over the planet from the high ground of space. China, like other major nations with satellite surveillance capacities, is well aware of the USAF/NRO space stations and their potential military capabilities.
China insists that it is only attempting to match the US militarization of space, but given the gap between the development of the US military’s presence in space, and China’s more recent efforts, it will take China many years to catch up. This is why Pillsbury’s book is important since it outlines the unscrupulous practices China is willing to adopt in order to bridge the gap in space technologies.
For example, the real scandal behind the hacking of the Hillary Clinton email servers during her tenure as Secretary of State (2009-2013), is the role played by China, and the likelihood that it was all part of an elaborate pay-to-play scheme to leak classified space technologies. As I have written previously, Clinton had security access to Talent Keyhole space technologies classified within Special Access Programs (SAPs) and discussed these in emails stored on her servers.
This was corroborated by no less than the Inspector General for the US Intelligence Community who identified the various security levels of emails stored on Clinton’s hacked servers:
To date, I have received two sworn declarations from one [intelligence community] element. These declarations cover several dozen emails containing classified information determined by the IC element to be at the CONFIDENTIAL, SECRET, and TOP SECRET/SAP levels. According to the declarant, these documents contain information derived from classified IC element sources.
Pillsbury’s conclusions dictate the different steps the US needs to take to stop China from achieving its goals, which appear very sensible given what he has outlined. His influence can be seen in President Trump’s increasingly tough policies on China, which have ushered in a new era in US-China relations.
Despite the incisive analysis provided by Pillsbury, there are a number of deficiencies in his book which largely reflect a conventional world view that nation-state behaviors are driven by public officials nominally in charge of major political, military and economic institutions.
Pillsbury shows no understanding or recognition of the existence of a Deep State and how it manipulates public officials to pass policies that promote a hidden agenda. A good example is how President Trump’s first two years in office were hamstrung by Russia collusion claims that poisoned prospects of Trump and Putin collaborating to solve major world problems. The Deep State had no intention of the US and Russia collaborating on the world scene and used compromised public officials to promote a false narrative that was aided and abetted by the mainstream media.
Most disturbing is growing evidence that the Deep State is actively assisting China in its covert efforts to lie, steal and cheat its way to technological parity with the US both on Earth and in outer space. It’s no accident that Clinton and other leading US politicians such as Joe Biden and Diane Feinstein have been accused of helping China gain access to sensitive technologies, which is precisely what the Deep State wants as QAnon has been revealing for well over a year.
Is it a good or bad thing if China continues to use unscrupulous practices to catch up to what the US military has secretly developed and deployed in space? From a Chinese national security perspective, it is entirely understandable why China is doing whatever it can to bridge a technological gap in outer space since this gap makes China vulnerable to US political and military pressure.
From the US national security perspective, China is a totalitarian communist state that is profiting from the West’s naivety in opening their economies in the forlorn hope that China will usher in democratic reforms. The danger is that as China grows into the world’s largest economy, it will use its economic clout to prop up repressive political systems that will be natural allies to its one-party totalitarian system.
China’s totalitarian system is something that the Deep State desperately wants to expand onto the world stage since a concentration of political power will be far easier to infiltrate and take over than democratic political systems with their complex system of checks and balances, as exemplified in the US.
That is why the Deep State is currently helping China bridge the technology gap with the US, and helping them develop a secret space program that rivals what the US Air Force and Navy have secretly developed. Space is where the real battle between the ruling hegemon (US) and the aspiring hegemon (China) will be determined, and where China’s plans to supplant the US as the ruling hegemon will be ultimately resolved.
• The US Navy has confirmed that, while they should never been released to the public, the three online videos taken by Navy pilots of UFOs: the “FLIR1” (aka “Tic Tac”), “Gimbal”, and “GoFast”, are indeed genuine.
• (The “FLIR1”/ “Tic Tac” video was taken November 14, 2004 over the Pacific Ocean off of the coast of San Diego. The “GoFast” video was taken January 21, 2015 over the Atlantic Ocean off of Virginia, and the “Gimbal” video was taken January 21, 2015 over the Atlantic Ocean off of Florida.) In the videos, air crews debate what the objects are and where they came from.
• The videos were released by The New York Times and ‘To The Stars Academy of Arts & Sciences’, a UFO research group headed by former Blink-182 member Tom DeLonge.
• In each case, the UFOs (or ‘UAPs’ – ‘unidentified aerial phenomenon’) undertook aerial maneuvers that aren’t possible with current aviation technology. In the 2004 incident, according to The New York Times article, the ‘Tic Tac UFO’ “appeared suddenly at 80,000 feet, and then hurtled toward the sea, eventually stopping at 20,000 feet and hovering. Then they either dropped out of radar range or shot straight back up.”
• The Department of Defense told The Black Vault website that the videos were unclassified but never cleared for public release, and that there had been no review process within the Pentagon for releasing them. The Pentagon now says the aerial objects in the videos are simply unidentified, and for now, unexplained. The Navy is pointedly not saying the objects are flying saucers or otherwise controlled by aliens.

• A new Gallup poll of 1,522 adults in the United States found that one-third of respondents believe that “some UFOs have been alien spacecraft visiting Earth from other planets or galaxies”.
• Carving out a demographic of young people, non-college graduates, and non-religious people, 40% believe that UFOs are from alien worlds. But no category fell below 27% in believing in extraterrestrial visitors. People in Western USA were more likely to believe in alien UFOs, while Mid-Westerners were the least likely to believe. But the belief in an alien presence was generally consistent across gender identity and income groups.
• Although the majority of Americans don’t believe aliens are visiting our planet, 3/4 do believe that extraterrestrial life exists on other planets. Half of Americans believe that “people somewhat like ourselves exist elsewhere in the universe.”
• While the extraterrestrial explanation for the UFO phenomena represents only a substantial minority of the United States, a large majority agree that the government of the United States knows “more about UFOs than it is telling us.” The percentage of those suspicious of the US government today is 68%, while a 1996 poll showed it was 71%. Gallup says that this belief is “similar among all main demographic groups,” including political party identification. It is surprising that this percentage has dipped slightly with the recent revelations from mainstream outlets such as the New York Times and Politico of the US Navy encountering UFOs.
• Meanwhile, actual UFO sightings have increased from a low of 9% in 1978 and 1987, to 16% of US adults saying they’ve seen a UFO in 2019.
A new Gallup poll of 1,522 adults in the United States found that one-third of respondents believe extraterrestrial spacecraft are visiting Earth.
When asked to choose between “some UFOs have been alien spacecraft visiting Earth from other planets or galaxies” and “all UFO sightings can be explained by human activity on Earth or natural phenomenon,” 33 percent of all adults polled selected the first option.
Demographic groups more likely to believe in visiting alien spaceships include the young (18-29), non-college graduates and the irreligious, with respondents in those categories trending toward 40 percent. But even with variation across demographic groups, no category fell below 27 percent of respondents describing some UFOs as alien spacecraft.
The poll even found an interesting regional bump, with people from the West far more likely to prefer the extraterrestrial hypothesis. Midwesterners, on the other hand, were most skeptical of aliens coming to this planet. Belief in extraterrestrial vessels entering Earth’s atmosphere was consistent across gender identity and within the margin of sampling error across income groups.
While the majority of Americans don’t believe aliens are visiting our planet, three-quarters believe that extraterrestrial life exists on other planets, with half of Americans going further and agreeing that “people somewhat like ourselves exist elsewhere in the universe.”

• US Representative Mark Walker (R-NC) (pictured above), the ranking member of the Intelligence and Counter-terrorism subcommittee for the House Homeland Security Committee, is accusing the US Navy of withholding information about reports of UFOs after officially requesting more data on the Navy’s mysterious encounters.
• In July 2019, Walker asked Navy Secretary Richard V. Spencer to outline what resources the Navy is dedicating to investigating the sightings, whether the Navy had found “physical evidence” to substantiate the claims, and whether any foreign nations or private companies have developed breakthrough technologies that could explain these UAPs, i.e.: ‘unidentified aerial phenomena’.
• Navy Undersecretary Thomas Modly responded in a brief letter on July 31st that “the Department of the Navy takes these reports very seriously and continues to log sightings and fully investigate the accounts.” Modly noted the proliferation and availability of inexpensive unmanned aerial “drones”. The Navy “continues to dedicate resources to the tracking and investigation of reports that could affect the safety of our aircrews.” Walker wasn’t satisfied with this response. Citing reports of UAPs traveling at speeds and making maneuvers well beyond what is believed to be technologically possible, which a drone cannot do, Walker expressed concern that the UFO craft could pose a threat to US forces or territory.
• Navy spokesperson Joe Gradisher responded that the Navy is prepared to accommodate any further congressional requests for information. “At this point in time,” said Gradisher,” we have not received any new requests for updates on this issue.”
• Congressional interest in the UFO reports has grown since revelations that the Pentagon had investigated the sightings through a program established by former Sen. Harry Reid of Nevada. Among the revelations were sightings reported by pilots and personnel of the USS Nimitz and the USS Theodore Roosevelt battlegroups in 2004, 2015 and 2016, including footage of unknown aircraft exhibiting flight characteristics that defy known aerodynamic properties. The Pentagon also financed a series of theoretical studies to try to explain how the aircraft might operate — ranging from “Detection and High Resolution Tracking of Vehicles at Hypersonic Velocities” to “Warp Drive, Dark Energy, and the Manipulation of Extra Dimensions.”
• In a recent interview, Walker wondered whether the Pentagon’s Advanced Aerospace Identification Program set up by Reid was truly ended in 2012. Where is the documentation? If the program has clandestinely continued, where are the resources coming from? Walker’s concern is that a potential adversary like Russia or China could already have this advanced aerospace technology.
• Walker, a former pastor, acknowledged that he is open to the possibility that the answers could change how humanity perceives the known universe. What does the US government or military know that “the rest of us don’t?” asked Walker. “I certainly have an open mind to see where this leads us.”

• On August 29th, President Trump announced the reactivation of the United States Space Command at a White House ceremony. But the new command of the US Armed Forces won’t be fighting invading aliens or UFOs. The US Space Command is designed to meet the threat presented to U.S. military satellites by the increasingly sophisticated anti-satellite capabilities of Russia and China. Said President Trump, “Those who wish to harm the United States, to seek to challenge us on the ultimate high ground of space, it’s going to be a whole different ballgame.”
• The US Space Command was originally established in 1985 to coordinate the use of outer space by the United States Armed Forces, but was stood down in 2002. In 2018, the Department of Defense (DoD) announced the US Space Command would be reestablished as the eleventh unified combatant command under the DoD, similar in status to US Special Operations Command, US Cyber Command, US Pacific Command and US Central Command.
• The 2019 National Defense Authorization Act, signed into law in 2018, directed the reestablishment of the US Space Command under the US Strategic Command. But in December 2018, President Trump directed that the US Space Command be re-established as a full ‘unified combatant command’ with full responsibilities for fighting wars in space. It is seen as a predecessor to Trump’s US Space Force, which will ultimately become the sixth military service in the armed forces, similar to the US Army and US Navy.
• US Air Force General John W. Raymond is the current Commander of the Air Force Space Command, and he will concurrently command the US Space Command as well. Said General Raymond, “We no longer have the luxury of treating space superiority as a given. There is a growing threat. The scope, scale and complexity is concerning.” General Raymond listed the threats that the US Space Command will deal with, including jamming of GPS communication satellites, directed energy weapons, and ground to satellite missiles which China demonstrated in 2007.
The defunct United States Space Command (USSPACECOM) was reactivated as a unified combatant command (UCC) of the Department of Defense (DoD) in ceremonies presided over by President Donald Trump at the White House on Thursday.

USSPACECOM becomes the 11th UCC of the United States Armed Forces. This designation makes it similar in stature to other UCCs such as U.S. Special Operations Command, U.S. Cyber Command, U.S. Pacific Command and U.S. Central Command.
Gen. John W. Raymond, USAF, is Commander of USSPACECOM. He is also the concurrent Commander of Air Force Space Command, which is a separate command from USSPACECOM.
USSPACECOM was originally established in 1985 to coordinate the use of outer space by the United States Armed Forces but was stood down in 2002. In 2018, DoD announced USSPACECOM would be reestablished as a unified combatant command.
“We no longer have the luxury of treating space superiority as a given,” said Gen. Raymond on Thursday.
“There is a growing threat. The scope, scale and complexity is concerning.”

In January 2017, all U.S. aircraft carriers were recalled to their home ports for unknown upgrades. There has been much speculation about what the carriers had been secretly equipped with given the growing threats posed by hypersonic cruise missiles against which the carriers appeared defenseless. The 2018 release of a Navy patent provides a compelling answer to what had happened during the recall. The carriers were secretly equipped with powerful electromagnetic “Tesla” shields that could neutralize all hypersonic and ballistic missile threats.
In January 2017, several news reports appeared describing the recall of all US aircraft carriers to home ports and how for the first time none were actively serving anywhere in the world. On December 30, 2016, a Fox News report explained:
For the next week, not only will there be no U.S. Navy aircraft carrier in the Middle East, but there will be no American aircraft carriers deployed at sea anywhere else in the world, despite a host of worldwide threats facing the United States… the absence of a deployed U.S. Navy aircraft carrier, long seen as a symbol of American power projection, is noteworthy. It is believed to be the first time since World War II that at least one U.S. aircraft carrier has not been deployed.
When the Navy was questioned by Fox News about the recall of all its aircraft carriers in the Middle East, a Navy spokesperson said:
“We are not going to discuss the timing of operational movements of carrier strike groups into and out of the U.S. Central Command area of responsibility,” said Capt. Terry Shannon, a U.S. Naval Forces Central Command spokesman, in a statement to Fox News. Centcom is tasked with control over all U.S. forces in the Middle East and Afghanistan.
The lack of explanation for the recall led to much speculation including some concluding that the recall was done to set up the US for a major false flag attack:
In what can only be described as a disproportionate appropriation of U.S. Navy assets, a blatant breach of standard protocol, and a possible set up for a false flag operation — the entire U.S. Navy aircraft carrier group, 10 active carriers, have returned to port and are now all sitting ducks.
By the end of January 2017, the Navy began redeploying its aircraft carriers and the recall was quickly forgotten. In order to understand why the aircraft carriers were recalled and what they may have been upgraded with, we need to consider the growing threat posed by cruise missiles capable of hypersonic speeds.
I first wrote about cruise missiles developed by Russia and China and sold to countries like Iran that could threaten aircraft carrier battle groups back in November 19, 2007. In an article titled: “The Neoconservative Agenda to Sacrifice the Fifth Fleet – The New Pearl Harbor,” I explained:
Iran has sufficient quantities of cruise missiles to destroy much or all of the Fifth Fleet which is within range of Iran’s mobile missile launchers strategically located along its mountainous terrain overlooking the Persian Gulf. The Bush administration is deliberately downplaying the vulnerability of the Fifth Fleet to Iran’s advanced missile technology which has been purchased from Russia and China since the late 1990’s. The most sophisticated of Iran’s cruise missiles are the ‘Sunburn’ and ‘Yakhonts’. These are missiles against which U.S. military experts conclude modern warships have no effective defense.
I further described the capabilities of the cruise missiles sold to Iran as follows:
The SS-N-22 or ‘Sunburn” has a speed of Mach 2.5 or 1500 miles an hour, uses stealth technology and has a range up to 130 miles. It contains a conventional warhead of 750 lbs that can destroy most ships. Of even greater concern is Russia’s SSN-X-26 or ‘Yakhonts’ cruise missile which has a range of 185 miles which makes all US Navy ships in the Persian Gulf vulnerable to attack. More importantly, the Yakhonts has been specifically developed for use against Carrier groups and has been sold by Russia on the international arms trade.
Over the subsequent decade, cruise missile payloads and speeds have increased to the extent that Russia has now developed missiles that can travel over five times the speed of sound. At his February 20, 2019 State of the Nation address, President Vladimir Putin public announced the existence of the first hypersonic cruise missiles, which the Pentagon determined had been under development and testing since 2015:
“This is a hypersonic missile called Tsirkon. It will have the speed of Mach 9, it has a range of 1,000 kilometers (620 miles) and can hit navy or land targets.”
In December, CNBC learned that a U.S. Intelligence report had highlighted testing of the Tsirkon hypersonic system, noting that five tests had been carried out by the Russian military since 2015.
Putin has previously described Russia’s hypersonic prowess as “invincible” and accused “those who have fueled the arms race over the last 15 years” of failing to contain Russia.
China is not far beyond Russia in developing cruise missiles capable of hypersonic speeds, and currently has a number of hypersonic ballistic missiles that can be deployed against aircraft carriers. On January 2019, Elizabeth Shim from UPI reported:
China plans to deploy midrange ballistic missiles capable of destroying U.S. aircraft carriers by 2020, according to multiple state media reports.
China Times and others reported Tuesday the Dongfeng-17 is a midrange rocket that could be used to sink an entire U.S. aircraft carrier, if it is fired eight times.
The threat posed by hypersonic cruise and ballistic missiles to aircraft carriers and their support ships is well understood by senior Navy leaders and researchers. According to a March 6, 2018 news story published in The Examiner:
The era of the American aircraft carrier as the premier embodiment of military might could be ending unless the U.S. develops defenses for the next generation of highly maneuverable, super-fast hypersonic weapons under development by Russia and China, the Pentagon’s top weapons researcher said Tuesday.
Michael Griffin, undersecretary of defense for research and engineering, said China is spending billions to develop a non-nuclear version of the weapons that could render U.S. aircraft carriers vulnerable to attack.
Despite the threat posed by increasingly sophisticated and powerful hypersonic missile systems under development by major geopolitical rivals, the US Navy has nevertheless gone ahead with building and deploying a new generation of aircraft carriers beginning with the USS Gerald Ford, which is scheduled to formally begin active service in 2022.
This brings us back to the question of why did the US Navy recall all its aircraft carriers in early 2017, and forge ahead with plans to build the larger and more expensive Ford-class carriers?
For an answer, we need to review a 2018 patent awarded to a Navy scientist, Salvatore Cezar Pai, which is titled: “The High Energy Electromagnetic Field Generator” (HEEMFG). In a previous article, I briefly described his patent as an electromagnetic shield. The patent’s summary describes one of the goals of the HEEMFG is to protect the Earth from potential asteroid impacts:
It is a feature of the present invention to provide a method and apparatus for deflecting or destroying a large asteroid and preventing a possible collision with earth. The present invention may also deflect or destroy any other type of object.
It is the HEEMFG’s ability to “deflect or destroy” fast traveling objects which directly pertains the question of why the Navy recalled all its aircraft carriers and is moving ahead with building more Ford-class carriers:
It is a feature of the present invention to provide a method and apparatus for generating an impenetrable defensive shield to Sea and Land as well as Space-based military and civilian assets, protecting these assets from such threats as Anti-Ship Ballistic Missiles, Radar Evading Cruise Missiles, Top Attack for Main Battle Tanks (land and sea based systems), as well as counteracting the effects of solar-induced Coronal Mass Ejections or defending critical military satellites in an ASAT role (space based system). The development of an impenetrable electromagnetic shield to defend a target from fast traveling objects such as asteroids and missiles is very similar to ideas first proposed by the Serbian inventor Nikola Tesla back in the 1930’s, Tesla proposed an electromagnetic shield based on scalar wave principle which has been explained as follows:
Scalar Waves can be warped into a dome around objects, such as cities or houses… Such a Scalar Wave force field is generally known as a Tesla Shield, and it would be analogous to the “shields” referred to in the popular “Star Trek” series. Tesla Shields have a definite defensive application, and could not in any way be used for offensive purposes (although a platoon of soldiers charging into a Tesla Shield would be instantly disintegrated). The only defense from a blast of a Scalar Wave Howitzer would be a Tesla Shield.

The scientist behind the HEEMFG is no rogue inventor but works at the Naval Air Warfare Center Aircraft Division (NAWCAD) on advanced technology concepts. On two occasions, Dr. James Sheehy, the Chief Technology Officer of the Naval Aviation Enterprise, a US Navy affiliated organization, has intervened on behalf of Dr. Pais’ patent applications deeming them “operable” to skeptical patent examiners.
Brett Tingley, writing for The Drive, has given detailed commentaries on Pais’ patents, and has speculated about why the Navy wanted to make public what appeared to be technologies that would be highly classified if they worked. He speculated that the patent applications may be disinformation intended to deceive China and Russia:
[I]t’s certainly possible that these patents are part of some ongoing information campaign designed to make America’s competitors question what types of black budget research is currently underway at NAWCAD and other research organizations. With so many revolutionary new aerospace technologies on the brink of deployment, perhaps this is an attempt to essentially “weaponize” patents and sow doubt among our adversaries and even inject confusion among the American populous.
An alternative explanation offered by Tingley is that the patents are feasible and the Navy is seriously contemplating developing them based on UFO sightings such as the 2004 Tic Tac incident tracked by Navy pilots:
[M]aybe this is the Pentagon’s grasping attempt to try to make sense of and emulate mysterious and seemingly highly advanced craft that are supposedly being increasingly observed near its own aircraft, vessels, and installations. Maybe the Chinese competition claim is just a placeholder for the unknown.
There is yet another, even more compelling, explanation that Tingley did not consider. The patents are based on technologies that have already been successfully developed by the Navy in a classified program to protect current and future aircraft carriers from hypersonic weapons. After all, the Navy has a long track record in studying electromagnetic means for protecting its ships as evidenced by the 1943 Philadelphia Experiment.
Even more intriguing is recent insider and documentary evidence that the Navy has developed a secret space program that deploys kilometer long spacecraft that would almost certainly have needed such electromagnetic protection from space debris and asteroids encountered during deep space travel. It’s plausible that Tesla shields that have long been used on the Navy’s secret space program which were deployed in the early 1980’s, and this technology has recently been made available for the Navy’s conventional aircraft carriers given recent advances in hypersonic weapons development.
If Tesla shields have already been developed in a highly classified Navy space program, then it is reasonable to conclude that the HEEMG patent is based on electromagnetic shield concepts that Drs. Pais and Sheehy have been officially briefed about. The existence of Tesla shield technology provides a cogent explanation for why all aircraft carriers were mysteriously recalled in January 2017, the secret upgrades they received, and why Ford-class supercarriers are going to be built.
All this leads to the startling conclusion that U.S. Navy can protect all its aircraft carriers from hypersonic cruise and ballistic missiles using electromagnetic Tesla shields. Even more significant is the potential of such electromagnetic shields to protect entire cities and even the Earth as mentioned in the HEEMFG patent. The HEEMFG patent is cogent evidence that we are about to witness a profound military revolution from the development of offensive to defensive weapons systems where civilian populations are protected rather than sacrificed in strategic military planning.

• On July 19th, Politico’s defense editor, Bryan Bender, moderated a panel at the Aspen Institute’s annual Aspen Security Forum, in Aspen Colorado. Bender has been following the recent UFO developments at the nation’s capital, and he broke the story regarding the US Navy developing new guidelines for reporting UFOs.
• Four-Star Admiral Philip Davison (pictured above at the forum), the commander of the US Indio-Pacific Command, was also on the Aspen Security Forum panel. When an audience member asked Admiral Davidson about the recent UFO reports, Davidson replied that the UFO events occurred during “a finite period,” according to a tweet from Bryan Bender. This indicates that the Admiral is aware of issues surrounding the UFO activity beyond what has been reported in the news. What does he mean when he says that the encounters were during “a finite period?”
• Navy pilots have briefed lawmakers and military leadership on two separate encounters with UFOs: one that occurred over several days in November of 2004 off of the coast of San Diego when, after seeing odd objects on radar, the USS Nimitz carrier strike group scrambled its jets to engaged an object described as looking like a 40-foot long white ‘Tac Tac’. The second encounter was off of the East Coast during 2014 and 2015, when radar from the USS Roosevelt carrier strike group picked up odd readings, and Navy pilots described a ‘clear ball with a cube in it’ passing in-between two fighter jets. Navy radar also picked up similar readings over the Middle East.
• Is this span from 2004 to 2015 the finite period Admiral Davidson was talking about? Could there be even more Navy UFO cases that the public is not aware of? Bender thinks Davidson might have suggested that Navy pilots only spot UFOs occasionally, and it isn’t something that happens a lot. Tyler Rogoway of The Drive’sWar Zone said that Davidson’s comment that UFO activity ceased after 2015 seemed accurate, noting that Navy pilot Ryan Graves never specifically says they encountered UFOs in the Middle East, only radar signatures.
• Rogoway also notes that in both of these instances, cutting edge radar sensor technologies were deployed, which “may point to the possibility that these events were tests of highly exotic and secret technology belonging to the US military or even deployed by its adversaries.” “[If Navy] aircraft… were testing new sensor technologies, the possibility would exist that someone else was testing how these sensors would react to their next-generation propulsion technology,” suggesting that the technology allowing craft to perform “flying maneuvers that shatter our perceptions of propulsion, flight controls, material science, and even physics” was developed right here on Earth.
• Last May at the McMenamins UFO-fest in McMinnville Oregon, the Navy pilot who encountered the “Tic Tac” UFO off of San Diego in 2004, David Fravor, told his audience that he thought he might have encountered secret advanced military technology. However, as the years went by and this technology never came to light, Fravor began to doubt that idea. He felt that he would have heard something about this new development if it indeed existed.
• When the subject of UFOs of extraterrestrial origin was broached at the Aspen conference, the defense reporters and industry insiders who made up the majority of the audience just laughed. It is obvious that the military community is not ready to take the topic of extraterrestrial UFOs seriously. Rogoway called this reaction from his colleagues “disgusting.” However, the conspiracy-minded could very well say that both Admiral Davidson and Tyler Rogoway are seeding doubt as part of the Navy’s UFO investigation strategy to steer the press and the public away from aliens as a genuine explanation for these UFO sightings.

History’s Unidentified revealed that Navy pilots involved with two separate incidents briefed lawmakers and military leadership. The first encounters occurred over several days in November of 2004. • In June it was reported that the US Navy had filed patent applications for seemingly implausible technologies, including a room temperature superconductor and a high-energy electromagnetic field generator. (see previous ExoArticle here) ‘The Drive’ website has obtained documentation that states unequivocally that these technologies may in fact already be in operation.
• The application for the Navy’s most bizarre patent – a hybrid aerospace/underwater craft – describes the craft as utilizing the room temperature superconductor technology and high energy electromagnetic fields to enable its incredible speed and maneuverability. According to the patent application, the propulsion and maneuverability of the craft is due to an incredibly powerful electromagnetic field that essentially creates a quantum vacuum around itself , or a ‘force field’, that allows it to ignore aerodynamic or hydrodynamic forces, and thereby remove its own inertial mass from the equation.
• In January 2019, the patent’s inventor Salvatore Pais presented a conference paper to the American Institute of Aeronautics and Astronautics (AIAA) SciTech Forum in San Diego stating that the research for these technologies was funded by the Naval Innovative Science & Engineering Program. Pais, along with the Navy’s patent attorney, Mark O. Glut, and the U.S. Naval Aviation Enterprise’s Chief Technology Officer, Dr. James Sheehy, all assert that these inventions are not only enabled but operable, as required in order to successfully receive a patent. And in a June 6th telephone interview between Pais and the US Patent and Trademark Office (USPTO), Pais presented evidence that the high energy electromagnetic field generator was, in fact, currently operable.
• After the patent for a room temperature superconductor (RTSC) was initially rejected, Dr Sheehy personally vouched for its existence, declaring that the RTSC is “operable and enabled via the physics described in the patent application”. Navy patent attorney Glut blamed the patent examiner’s initial rejection of the RTSC on an adherence “to perceived mainstream science to indicate the concept was not possible”. By federal law, false statements to the USPTO are punishable by fine or imprisonment.
• If the Navy has indeed managed to develop operable room temperature superconductors and electromagnetic force fields, these technologies would revolutionize warfare in ways not seen in centuries, leading to a paradigm shift in civilian technology as well. A 2019 Nature article supports Pais and Sheehy by stating: “[E]xperimental data now confirm superconductivity at higher temperatures than ever before.” “[I]t seems more likely than ever that the dream of room-temperature superconductivity might be realized in the near future”
• However, Dr. Mark Gubrud, a University of North Carolina physicist, said that claims of the development of ‘free energy’, ‘cold fusion’, a ‘room-temperature superconductor’, and so-called ‘space-time metric engineering’ are a perennial. “Pais’s patents flow as an intimidating river of mumbo-jumbo that most trained physicists would recognize as nonsense,” says Gubrud. “Pais deploys fairly sophisticated babble to make this sound plausible to those who know what real physics sounds like, but don’t understand much of it. Which is likely to include most patent examiners, journalists, and Pais’s own enablers in the Navy.” Gubrud suspects that the people at the Naval Air Warfare Center have been fooled by Pais.
• So why would the military make these next-generation technologies public? With so many new aerospace technologies on the brink of deployment, perhaps this is an attempt to essentially “weaponize” patents by sowing doubt among our adversaries, or even create confusion among the American populous. After all, Sheehy has alluded to Chinese advances in this type of technology, and disinformation is often used as a geopolitical strategy. Another reason for publicizing advanced propulsion technology is to explain away the recent surge of UFO sightings, even by the Navy’s own fighter pilots. It may be part of the groundwork for an increase in the Navy’s budget to invest in further research into these exotic technologies. Or all of this could be a case of wasteful, misguided, or even downright corrupt spending on ideas that have no real chance of paying off down the line.
• There is still so much we don’t know about the technological developments the Navy is pursuing, or that it is at least acting like it’s pursuing. The existence of these patents and the underlying documentation we’ve brought to light has only made this case more puzzling, especially in contrast to experts who claim there is no way these patents could describe actual working technologies. Despite the declarations made by Dr. James Sheehy and attorney Mark Glut, the appeals surrounding the room temperature superconductor patents are still ongoing.
Last month, The War Zone reported on a series of strange patent applications the U.S. Navy has filed over the last few years and questioned what their connections may be with the ongoing saga of Navy personnel reporting incidents involving unidentified objects in or near U.S. airspace.
We have several active Freedom of Information Act requests with the Department of Navy to pursue more information related to the research that led to these patents. As those are being processed, we’ve continued to dig through the U.S. Patent and Trademark Office’s (USPTO) Public Patent Application Information Retrieval database to get as much context for these patents as possible.
In doing so, we came across documents that seem to suggest, at least by the Navy’s own claims, that two highly peculiar Navy patents, the room temperature superconductor (RTSC) and the high-energy electromagnetic field generator (HEEMFG), may in fact already be in operation in some manner. The inventor of the Navy’s most bizarre patent, the straight-out-of-science fiction-sounding hybrid aerospace/underwater craft, describes that craft as leveraging the same room temperature superconductor technology and high energy electromagnetic fields to enable its unbelievable speed and maneuverability. If those two technologies are already operable as the Navy claims, could this mean the hybrid craft may also already operable or close to operable? Or is this just more evidence that the whole exotic ‘UFO’ patent endeavor on the Navy’s behalf is some sort of ruse or even gross mismanagement of resources?

At the heart of these questions is the term “operable.” In most patent applications, applicants must assert proof of a patent’s or invention’s “enablement,” or the extent to which a patent is described in such a way that any person who is familiar with similar technologies or techniques would be able to understand it, and theoretically reproduce it.
However, in these patent documents, the inventor Salvatore Pais, Naval Air Warfare Center Aircraft Division’s (NAWCAD) patent attorney Mark O. Glut, and the U.S. Naval Aviation Enterprise’s Chief Technology Officer Dr. James Sheehy, all assert that these inventions are not only enabled, but operable. To help me understand what that term may mean in these contexts, I reached out to Peter Mlynek, a patent attorney.
Mlynek informed me that the terms “operable” or “operability” are not common in patent applications, but that there is little doubt that the use of the term is meant to assert to the USPTO that these inventions actually work:
“Generally, patent applications are rejected on the basis of enablement more frequently than for operability. The Patent Office rejects patent applications based on enablement because the patent attorney did not describe the invention fully, because either the patent attorney did a sloppy job, or the patent attorney caved to the client’s pressure to disclose as little about the invention as possible.
“Operability/operative, on the other hand, means that the invention actually works. From what I’ve seen, operability rejection comes up in cases where the patent attorney does not really understand the science or technology behind the invention. In many cases, the rejection based on inoperability is a kind of way of telling the patent attorney that the attorney has no idea what he/she is talking about.”
All of these technologies – the room temperature superconductor, the high-energy electromagnetic field generator, and the hybrid aerospace/underwater craft (HUAC) – are inventions of the same NAWCAD aerospace engineer, the aforementioned Salvatore Cezar Pais. Our previous article on the Navy’s patents explored the hybrid craft and whether or not it could be related to other developments such as Navy pilots reporting strange objects in U.S. airspace during training exercises and members of Congress now asking for answers on UFOs.

The US Navy has arranged for one of its scientists to openly apply for patents of advanced technologies that are allegedly under experimental development, but according to multiple insiders have been covertly developed and used in secret space programs for decades. In four patent applications lodged since 2015, the applicant, Dr. Salvator Cezar Pais, who filed on behalf of the Secretary of the Navy as the Assignee, has proposed revolutionary inventions that use principles such as electromagnetic propulsion rather than more conventional liquid fuel propulsion.
In one application, Philip J. Bonzell, a Primary Patent Examiner for the United States Patent and Trademark Office (USPTO) believed the proposed invention of “A Craft Using an inertial Mass Reduction Device” was so outlandish and scientifically unfeasible that he rejected it on November 28, 2017.
The rejection led to an immediate appeal by a Navy attorney who provided a supporting letter dated December 15, 2017, by Dr. James Sheehy, the Chief Technology Officer for the Naval Aviation Enterprise. Sheehy pointed out that Pais was employed by the Navy, and was currently working on proving the feasibility of the revolutionary propulsion system for a hybrid aerospace undersea craft described in the application.

Sheehy furthermore asserted that China was seriously researching similar technologies and the Navy would face high costs if the patent weren’t granted:
2…. Dr. Pais is currently funded by NAWCAD [Naval Air War Center Aircraft Division] to design a test article instrumentation to demonstrate the experimental feasibility of achieving high electromagnetic (EM) field-energy and flux values… He is currently one year into the project and has already begun a series of experiments to design and demonstrate advanced High energy Density / High Power propulsion systems.
3… If successful the realization of this result demonstrates that this patent documents the future state of the possible and moves propulsion technology beyond gas dynamic systems to field-induced propulsion based hybrid aerospace-undersea craft…
5. Based on these initial findings I would assert this will become a reality. China is already investing significantly in this area and I would prefer we hold the patent as opposed to paying forever more to use this revolutionary technology.
In the four patents granted to Dr. Pais, on behalf of the Department of the Navy, there is little data on his background. In a detailed article titled, “Docs Show Navy Got ‘UFO’ Patent Granted By Warning Of Similar Chinese Tech Advances”, the authors, Brett Tingly and Tyler Rogoway, delved into Pais’ background and found the following:
Little information can be found about Salvatore Cezar Pais; he has virtually no web presence. What is known is that he received a PhD in Mechanical and Aerospace Engineering from Case Western Reserve University in 1999 and that he currently works as an aerospace engineer for NAWCAD at Naval Air Station Patuxent River in Maryland – the Navy’s top aircraft test base. Pais has published several articles and presented papers at American Institute of Aeronautics and Astronautics conferences over the years describing his work in electromagnetic propulsion, revolutionary room temperature superconductors, and topics like his PhD dissertation: “Bubble generation under reduced gravity conditions for both co-flow and cross-flow configurations.”
One of the key observations of Tingly and Rogoway was that none of the patent applications were marked for classification, even though that was an option the Navy could easily have chosen if they wanted to maintain secrecy for national security purposes. Instead, the Pais applications ignored the option to keep the technologies secret as evidenced by his application for “A Craft Using an Inertia Mass Reduction Device” where the “Request Not Publish” option is unchecked.
If such a propulsion technology was so revolutionary and if the Navy indeed wanted to keep this technology out of others’ hands, it’s curious that they would choose to make the patent public. Maybe the Navy is signaling to its adversaries that it, too, is aware of this revolutionary capability and to whom it belongs.
Given what we know about secret space programs developed by the US Navy and Air Force respectively, electromagnetic propulsion systems have been used for decades in several crafts that operate both in space and underwater. The reason why Dr. Pais chose not to mark the patent applications secret was that senior Navy officials have decided the time had come for the disclosure of advanced electromagnetic propulsion technologies that were already in operation, rather than merely innovative proposals for future development as suggested in the patent application.
By arranging for one of its scientists to not only publicly apply for patents on revolutionary propulsion technologies, but to actually intervene when the application was turned down marks an extraordinary turn of events. The US Navy is moving forward with the disclosure process and is using the US patents system as the mechanism for the general public and scientific community awakening to the revolutionary potential of propulsion and energy storage systems using electromagnetic principles.
What adds further credence to this conclusion is the role of the Navy in leaking graphic videos of US Navy jets encountering Tic Tc shaped UFOs over the Pacific and Atlantic oceans in 2004 and 2014, and of the tradition breaking practice of allowing fighter pilots to give interviews of the encounters.
Normally, I would agree with others that these patents are likely just the Navy ensuring that when or if this technology does become available, the U.S. will be able to control it. However, these are not normal times. Thanks to To the Stars Academy (TTSA), the Department of Defense, and the media at large, not only are we now being told that Navy pilots have witnessed aircraft behaving exactly like the craft these patents describe, but some of the pilots’ visual descriptions of those anomalous aircraft even seem to be uncannily similar to the drawings of the aircraft as depicted in Pais’ patents.
The similarities between the technologies described in Pais’ patent applications and the Tic Tac UFO sightings clearly encourages speculation that the technologies proposed by Pais have already been developed, and that is what the Navy pilots have been witnessing. It’s worth repeating that Sheehy acknowledged in his appeal letter supporting Pais that the Chinese were already investing in such revolutionary technologies.
Indeed, Tingly and Rogoway speculated that Navy might be playing catch up to Chinese SSP who may be further along in the development of such technologies:
As striking as the similarity between the claimed capabilities of the hybrid craft and those of the objects described by Navy personnel, it’s still unknown whether these patents are related to the ongoing UFO revelations…. Perhaps the few pieces of footage that have trickled out over the last several years that some claim to show advanced craft could be the Navy’s way of subtly hinting that this concept actually works and is being tested in the field by either the U.S. or the Chinese. The fact that Sheehy would lean so heavily on the Chinese threat in the last bullet point of his appeal letter to the USPTO seems to suggest that the Navy may already be playing catch-up to a terrestrial foe.
I deeply doubt that the Navy is playing catch-up to what the Chinese have secret developed. Tingly and Rogoway do not appear to be aware of the many insiders who have come forward with their startling testimonies about U.S. reverse engineering programs involving captured flying saucer technologies that go back as far back as the 1940s.
The recent developments in the cases of Bob Lazar and Admiral Thomas Wilson who respectively described reverse engineering programs of captured alien technologies dating from the 1980s and 1990s, indicates how much public awareness has grown in understanding such programs.
Nor do Tingly and Rogoway appear aware of the Navy and Air Force having developed parallel secret space programs using advanced electromagnetic technologies as a result of their reverse engineering efforts. There is a great cause for optimism that Dr. Pais’ patents are part of an officially sanctioned disclosure process by the US Navy wanting previously suppressed technologies to be released into the public arena. The revolutionary potential of electromagnetic technologies for the aerospace industry is enormous. We are on the verge of witnessing the kind of rapid advances in the aerospace industry when it comes to energy storage and propulsion, which has become a norm in the telecommunications industry, thanks to microprocessor storage capacities doubling every two years.
The AFOSI investigation also contradicts the Pentagon’s claims that Luis Elizondo, the man who says he ran the Pentagon’s UFO program, called Advanced Aerospace Threat Identification Program, never worked on UFOs at all.
“It happens time and time again,” Knuth said. “‘The Earth is flat. Humans couldn’t possibly have descended from apes.’ It’s hard to believe, so it’s easier not to.”

Their control will undoubtedly determine who has the power to secure a future of freedom from autocracy.
Despite the patents sounding extremely far-fetched, official documents show that the Chief Technology Officer of the U.S. Naval Aviation Enterprise personally attested to the reality of these inventions and their importance to national security and peer-state competition in appeals with the United States Patent and Trademark Office (USPTO). Meanwhile, the scientists and physicists we have talked to on and off the record have made it clear that they find the claims largely absurd and not grounded in scientific fact. At the same time, there is, in fact, many decades of government research into similar technologies that are very much alike in concept to some of Pais’s work. As such, while these are obscure ideas and remain on the edge of science, they are not exactly brand new.
